1.WELCOME BY THE CHAIRMAN

Cllr. Riseborough welcomed everyone to the meeting.

2.APOLOGIES FOR ABSENCE AND APPROVAL OF REASONS FOR ABSENCE.

All Councillors were present.

3.DECLARATIONS OF INTEREST

Cllr. Hill declared an interest in Agenda Item 17 and completed a declaration form.

Cllr. Worsley declared an interest in Agenda Item 13 and completed a declaration form.

4.PUBLIC FORUM

A member of the public said they were impressed with the new website.

A member of the public asked if the vacancy on the Parish Council had been filled. The answer was

that the position had not been filled.

5. CONFIRMATION OF THE MINUTES

Resolved. (3 Cllrs. for. 1 Abstention) The minutes of the meeting of 14th January 2014 were confirmed as a true record and signed by the Chairman.

6.MATTERS ARISING FROM THE MINUTES OF 14.01.14 – FOR INFORMATION ONLY

There were no matters raised that were not on the agenda.

7.POLICE S.N.T. LIAISON OFFICER

PCSO Debbie Pearson reported on two crimes since the January meeting. They were the theft of two

gas cylinders from a camp site and a minor anti-social behaviour incident.

8.BOROUGH COUNCIL OF KINGS LYNN AND WEST NORFOLK

Cllr. Tilbury had sent apologies.

9.NORFOLKCOUNTY COUNCIL

Cllr. Dobson advised of no increase in the Council Tax for 2014/15 and explained the details.

Cllr. Dobson updated the meeting on the current situation with the proposed K.L. incinerator.

10.PLANNING APPLICATIONS

a. No planning applications for consideration when agenda set.

b. No planning applications received after the agenda had been set.

c. Tree Preservations Orders.

The Clerk reported that follow ups to the initial communication with the Borough Council on the

two T.P.O.’s in question (Woodlawn and behind No.7 Wheatfields) had finally brought the matter to

the attention of the correct officer, Richard Fisher. Communication from Mr. Fisher was now

awaited on both matters and the Clerk will continue to follow up.

11.OIL SYNDICATE FOR HILLINGTON

The Fuel Scheme Constitution for Hillington, having been circulated to Councillors prior to the

meeting, wasread out.

Resolved. (Unanimous). That the Fuel Scheme Constitution for Hillington was approved and signed

by the co-ordinator, Cllr. Sayer. Cllr. Sayer agreed to send the document to Norfolk R.C.C.

12.WEBSITE FOR HILLINGTON

The website received good comments. It was thought that e-mail addresses should be obtained from

residents but Data Protection for this would need to be considered. It was agreed to consider this at the

next meeting.

13.HILLINGTON DEPOT

There was nothing to report on this matter.

14.VILLAGE HORTICULTURE

a. Road Sign at Station Road – The Clerk had been notified that Highways had inspected the sign and

that it was ok but that they would continue to monitor it.

b. Cllr. Hill reported that the pavements in Wheatfields had recently been done and that large lorries

going to the Tapping House site were mounting the pavements as the road is too narrow for these

large lorries to pass a car.

It was noted that the Daffodil and Crocus display is really good around the village.

15. BUS SHELTER

The Clerk reported that the bus shelter was due for installation within days.

16.HOMEWATCH

It was agreed that, before this organisation could be discussed, the Clerk would ascertain whether

Pasture Close was still being covered.

17.THE NORFOLK HOSPICE TAPPING HOUSE HILLINGTON SITE.

The response (dated 20th January 2014) from Mr. Shaw to the Parish Council question on the sewage system was read out but no further action was agreed.

Cllr. Hill spoke of the proposed fencing being incorrectly placed and Cllr. Dobson asked Cllr. Hill

to write to Cllr. Tilbury, copying this to Cllr. Dobson.

18.CHRISTMASVILLAGE EVENT

Consideration was given to village events. It was agreed that Cllr. Worsley would look at dates for a

Christmas event and would look into the possibility of a summer venue.

19.B.C.K.L.W.N. DETAILED POLICIES AND SITE PLAN ‘PREFERRED OPTIONS’

CONSULTATION.

Cllr.Sayer had carried out the survey of residents in Pasture Close and had distributed the responses

prior to the meeting. Consideration was given to the details shown therein and it was agreed that the

Clerk should forward these to Mr. Gomm at B.C.K.L.W.N.

20.PARISH COUNCIL MEETING VENUE FOR 2014 AND DATES.

Consideration was given to dates for July, September and November. It was agreed to only look at

July so that other dates can be discussed with the new Clerk. It was agreed that Wednesday 9th July

would be booked subject to confirmation from Cllr. Hill.

21.APPOINTMENT OF NEW CLERK

Resolved (Unanimous). That Kim Dunford is appointed as the new Clerk for Hillington Parish Council.

Consideration was given to the end date for the outgoing Clerk, Glynis Allen, and this was agreed as

Saturday 22nd March.

The Chairman thanked the Clerk for her work for Hillington Parish Council.

22.FINANCE

a. Resolved. (Unanimous) That the following payment was agreed:-

Clerks Salary and Expenses£439.80

b. Accounts for the Year 2013/2014 to 28th February 2014.

Resolved. (Unanimous). That the Accounts for the Year 2013/2014 to 28th February 2014

were approved.

23.STATEMENT FROM CLLR. SAYER

Cllr. Sayer stated that there had been two serious protocol matters at the previous meeting.

The Councillors had met on the date before the Parish Council meeting to resolve these matters.

Cllr. Sayer presented a list of statutory principles of the Code of Conduct. (Copy attached)

It was agreed that Cllr. Sayer would make a request at the next meeting for the reappraisal of the

Hillington Parish Council Code of Conduct and Standing Orders.

24.CORRESPONDENCE

The correspondence had been circulated prior to the meeting.

Discussion took place on the subject of FlitchamSchool becoming an Academy.

The Chairman, Neil Riseborough, resigned from the Parish Council and was thanked for his work

as Councillor and Chairman of Hillington Parish Council.
