JOB DESCRIPTION

Job Title: Clerk of Works

Department: Development Department

Responsible to: Projects Manager

The Clerk of Works essential role is to ensure that the work in all building contracts is carried out properly and in accordance with the directions of the architect and Hillcrest’s Design Guide and Technical Standards. Building contracts are likely to cover rehab, conversion, new build and major repairs to existing property. The Clerk of Works has a vital role to play in ensuring the achievement of the Association's aim to provide good quality housing at all times.

Main Duties

(1)  Observation and inspection of day-to-day works on Hillcrest’s development projects for quality control, technical and material compliance. The Clerk of Works may occasionally be required to provide a similar service on planned maintenance and stock improvement projects.

(2)  Collation of day-to-day activities, recording of works diaries, meetings and inspections and duties of a general administrative nature. Maintenance of contract documentation inclusive of instruction and advice note issue. Preparation of progress and other project associated reports.

(3)  Attendance and taking minutes at meetings as required.

(4)  Ensuring compliance of integral site works with relevant specifications, drawings, details, best practice and good workmanship and to inform the contractor and the architect of anything unsuitable for the work as specified or any defects.

(5)  Monitoring and recording mandatory or other tests.

(6)  Anticipate work to be put in hand and keep the architect informed to ensure that all details and information are available in good time.

(7)  Settle minor problems of detail arising on site to ensure that the work proceeds in an effective, workmanlike and economical manner and to give directions to the contractors on such matters as may be delegated by the supervising officer.

(8)  Examine contractors day-work sheets in respect of time and materials only (where required by the architect).

(9)  Provide feedback reports to the Projects Manager, Consultants and Client organisation on progress, quality of works, contractors’ performance and any problems of a significant nature.

(10)  Assist with the collation of hand-over documentation and verification of as fitted drawings when required. Ensure that all documentation, keys, etc. relevant to the hand-over are available to the Projects Officer or clients’ representative.

(11)  Carry out post occupancy visits to new tenants to advise and assist in the use and understanding of heating, ventilation systems etc.

(12)  Carry out defects inspections, advise contractor of defective works, monitor contractors’ performance in rectification of defects and maintain records throughout defects liability period.

(13)  From time to time the Clerk of Works may undertake inspections of the Association’s managed stock and also cover for the Maintenance Officer when necessary.

(14)  Any other duties as required.

CONDITIONS OF SERVICE

Hours: Hours are 35.25 per week. Where additional hours are worked, overtime will be paid (must exceed full time hours if part time) or time off in lieu given, depending on the organisational requirements. A flexi system is in operation.

Contract: Fixed Term Post until 31st August 2015. All posts are subject to a 6 month probationary period. A formal review will take place at 2, 4 and 6 months.

Salary: Salaries are paid monthly, one month in arrears directly into a bank account of your choice. The salary for the post is £25,359 - £31,796 per annum. It is policy to commence on the first point of the salary scale unless, at the Manager’s discretion, an alternative agreement is reached.

Pension: The Organisation has a Pension Scheme, which new employee’s will have the option to join. Employee’s contribute 8.5% of salary to the Pension fund, and the Employer’s contribution is 8.6%.

Health Plan: Employee’s are automatically given free admission to the Health Plan Scheme. The cost for this is met by the Employer. Details will be sent out with the Contract of Employment.

Child Care Vouchers: The Hillcrest Group of Companies offer employee’s the opportunity to participate in the Child Care Voucher Scheme. Details will be sent out with the Contract of Employment

Annual Leave: Leave year runs from 1st January - 31st December. Annual Leave entitlement is 25 days per annum, rising to 30 days over a 5 year period. 5 days Public holidays have been included in this annual leave entitlement. Managers will commence on 30 days. A further 7 days will be paid over the Christmas and New Year shut down period. Annual leave is calculated on a pro rata basis for part time staff and will be transferred into hours.

General: Hillcrest have their own system in place for negotiating annual pay increases. All employees have the right to join a trade union if they so wish.

Smoking: The person appointed will be working in a non-smoking environment. There are no designated smoking areas within the office. Smoking is permitted outside the building and should be out of view of clients/customers. Employee’s who are required to carry out their duties in buildings which are outwith the control of the Association are jointly responsible for minimising their own exposure to risk factors such as passive smoking.
