HIGHWAY COST ESTIMATOR

DESCRIPTION: Under limited supervision provides cost information and prepares construction cost estimates for Nebraska Department of Roads (NDOR) projects, and for city and county projects let to contract by NDOR: performs related work as required.

EXAMPLES OF WORK: (A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned.)

Prepares construction cost estimates for paving, grading, bridges, structures, landscaping, traffic signals, lighting and other highway related projects.

Develops estimated unit costs for all items of work on projects from information shown in the plans and specifications.

Annually update project cost estimates for the departments six-year program.

Updates estimates, as requested, on projects with scope and/or quantities changes.

Researches and provide cost estimates for use in value engineering.

Researches and provide cost data for needs study and initial estimates.

Prepares reports involving contract prices or quantities for other divisions and FHWA.

Prepares item list for contracts and for the summary sheet of the plans.

Prepares the project cost estimate for the FHWA.

Provides guidance to designers in preparing quantities and pay items.

Advise and/or recommend designer particular pay items, and/or approaches.

FULL PERFORMANCE KNOWLEDGE, ABILITIES AND SKILLS REQUIRED: (These may be acquired on the job and are needed to perform the work assigned.)

Knowledge of: how Bid Analysis Management System (BAMS) is structured; BAMS estimating system; extensive knowledge of Nebraska Department of Roads Design Standards; Nebraska Standard Specifications for Highway Construction; federal state, and local regulations governing plan preparation, and environmental issues; Nebraska Department of Roads Design Policies.

Ability to: utilize computer technology, including BAMS and SAS to research costs.

ENTRY KNOWLEDGE, ABILITIES, AND SKILLS REQUIRED: (Applicants will be screened for possession of these through written, oral, performance, and/or other evaluations.)

Knowledge of: design policies and procedures, specifications, construction procedures, standard plans and engineering technology; must have knowledge of PC and/or mainframe computer usage and applications to the design process; cost estimating experience.

Ability to: read and understand plans and specifications and to perform various engineering computations; apply cost estimating procedures; understand funding requirements; use various software packages.

Skill in: communicating with contacts in the public and private sectors; good

math skills.

Any combination of training and/or experience that will enable the incumbent to possess the required knowledge, abilities and skills. A general qualification guideline for positions in this class is high school education or equivalent AND education or experience in roadway design and/or highway construction.
