PRINCIPAL’S MESSAGE
As principal of Highland-Turner Elementary School, I would like to take this opportunity to welcome each and every student to this school. The faculty and staff join me in saying we’re happy to have you as part of the Highland-Turner family. We are extremely proud of our school and hope that each student will contribute his or her part in helping to make this the best school year ever.
This handbook is intended to help you understand the organization of your school. Carefully studying this booklet will enable you to become more acquainted with Highland-Turner. All questions cannot be answered in a small handbook; therefore, if you have any questions or problems, please feel free to come by my office any time and I will be glad to help in any way.

- Teachers arrive for morning duty 7:15AM
- All other teachers arrive at 7:30AM
- Teachers shall pick up students from gym at 7:40AM
- Teachers are not to leave campus until after the last bus has left
ATTENDANCE
All absences are considered unexcused without a doctor excuse or parent note. Doctor excuses/parent notes will only be accepted up to three (3) days after an absence. Only three (3) parent notes will be accepted. If you are tardy, you must be signed in through the front office. Students signed out throughout the school day are also considered tardy. (TARDY) is considered any missed instructional time. It shall be the responsibility of the custodial parent/guardian to notify the school in writing if release instructions are to be revised. If written instructions are not provided to the school, the student shall only be released to ride home on the assigned bus or with the custodial parent/guardian.
**VERY IMPORTANT: Attendance will be taken at 8:00AM each morning. Students that come in after this time will need an entrance slip from the office to enter the classroom.
TEXTBOOKS
Textbooks are furnished to your child by the school system on a loan basis and should be treated as borrowed property. Students must pay for the loss or abuse of textbooks.
GRADING AND REPORTING
Progress reports will be sent home at the end of each nine (9) weeks. This is a means of informing parents/guardians of the student’s progress, or lack of progress, in each subject. Kindergarten through 1st grade uses the Skills grading system. Students receive a grade from 1—4 based on his/her understanding of each subject area.Grades 2 through 7 will receive the A, B, and C method of grading. It is of great importance that grades are maintained to the highest capability.
CHANGE IN STUDENT INFORMATION
It is imperative that the school office be notified immediately of a change of address, home telephone number, or emergency information during the academic school year.
ELECTRONIC DEVICES
Electronic devices, including cell phones, iPods, mp3 players, cd players, Nintendo DS’s, PSP’s etc., will not be used during school hours or on field trips. A school employee will always have a cell phone for use during field trips.
Any electronic devices brought to school will be taken from the student. The device will be given to the principal, and the parents must pick it up from the office. The device WILL NOT be returned to the students. Repeated offenses can result in suspension from school and/or the device kept in the office until the last day of school.
DISCIPLINE
Each staff member at Highland-Turner accepts responsibility for the maintenance of student discipline. A student’s behavior should conform to acceptable standards of conduct as established by the principal and teachers. The staff requests parental support in helping maintain appropriate conduct in the school. Students’ behavior should reflect self-respect and consideration for the rights, feelings, and property of others.
DUE PROCESS
KRS. 158.150 provides for suspension or expulsion of a student by the following: willful disobedience or defiance of the authority of administrators, as well as teachers; assault; battery or abuse of other students or school personnel; the threat of force or violence; the use of or possession of alcohol or drugs; stealing or defacement of school property or personal property; the use of weapons or of dangerous instruments or the mere carrying of these on one's property; and "incorrigible bad conduct on school property as well as off school property at school sponsored activities." In order to comply with any question or lack of due process, the following guidelines shall be followed. A pupil may be suspended by the superintendent, and/or principal, and/or had teacher of a school.
STUDENT DRESS CODE
The goal of the dress code is so no student’s appearance distracts from or in any way disrupts the educational process.
- Outer clothing which resembles loungewear, pajamas, or underwear is prohibited
- Any clothing that is viewed as distracting because of extremes in style, fit, color, pattern, fabric, etc., shall not be permitted. Undergarments may not be exposed at anytime.
- Blouses/shirts should be constructed so that the top of the shoulder is covered and is fitted under the arms: no halter tops, tank tops, strapless tops, spaghetti straps, sleeveless shirts, “wife beater” undergarment shirt, or bare-shouldered tops of any type will be allowed.
- Blouses/shirts which expose any portion of the waist, hips, or midriff are not allowed. Blouses/shirts that are low-cut, see-through, backless, or tube tops are also not appropriate.
Clothing which is cut, slashed, or has holes above the knee, is prohibited.
- Clothing shall be free of inflammatory, suggestive, racial, or other inappropriate writing, advertisement, or artwork. This includes offensive words and designs, violence (blood, death, and weapons), sex playboy symbols, hate groups, tobacco products, drugs and alcohol.
- Pants, skirts, shorts, and dresses must be hand length (fingertip rule) or longer. Skirts or dresses that are above the knee in length may only be worn if they have leggings underneath that go beyond the knee.
- Pants, shorts, and skirts must be worn at the waistline. (Undergarments may not be exposed at anytime)
- Shoes/sandals must be worn at all times. Cleated shoes are prohibited inside the school building. House/bedroom slippers are not acceptable except on special occasions.
- Students may not wear hats, caps, bandanas, sunglasses, combs, picks, etc., inside the school building except on special occasions.
MEDICATION
Highland-Turner’s staff is prohibited from administering any medication, including aspirin, Tylenol, etc., to any student.
Students needing occasional medications, such as penicillin, etc., for colds, earaches, and sore throats, are to take these at home. Medication that is prescribed three (3) times a day can be given before the student comes to school, after school, and again at bedtime. However, if medication MUST be given at school, it must be personally delivered by the parent and accompanied by a written authorization from a parent/guardian and physician that includes the name of the medication and instructions for its administration (time and dosage).
BREAKFAST AND LUNCH
There will be a charge for alacarte items.Students may eat in the cafeteria or bring their own lunch. No one is permitted to leave school grounds during lunch period. Some simple rules of courteous behavior which will make the lunch and breakfast periods more pleasant are: observing good dining room manners at the table; leaving the table and surrounding areas clean and orderly; throw all garbage in the garbage can; and keeping conversation low as not to disturb others
FIRE DRILLS/TORNADO DRILLS
Every precaution is taken to insure the safety of your child during normal school hours. Periodic fire and tornado drills are executed to make certain students learn proper safety procedures and adhere to all safety guidelines.
BUS DRILLS
All students participate in bus drills each nine weeks. Students review proper procedure for bus emergency evacuation.
VISITORS
All visitors MUST check with the front office before visiting any classroom. Parents are encouraged to visit the school but should first check in at the front office.
PTO
The PTO is a vital part of our school program. We encourage parents to support by becoming ACTIVE members. A successful school needs the services of the PTO. Meetings will be scheduled periodically throughout the school year.
EXTRACURRICULAR ACTIVITIES
There are several different opportunities for students to participate in extracurricular activities at Highland-Turner.These include the academic team, cheerleading, girls and boys basketball and football, 4-H club, UNITE club, Girl Scouts and PRIDE club.
