HESES10 re-creation algorithms

Purpose

1.  This document describes the methods used to generate the data needed to re-create HESES from the HESA student data. It also describes how to generate the numbers that feed into the grant adjustment reports.

2.  This document is aimed at readers with in-depth knowledge of the data. Readers are advised to have a copy of the HESA Student Record Coding Manual 2010-11 and ‘HESES10: Higher Education Student Early Statistics Survey 2010-11’ (HEFCE2010/36) to hand when using this document. They should also have copies of their institution’s finalised 2010-11 grant tables.

HESES10 re-creation tables

3.  The HESES10 re-creation tables and HESES10 tables can be accessed from the HEFCE extranet. The Excel workbook HESRSNXXXX.xls (where XXXX denotes the HESA institution identifier) contains the following worksheets.

4.  The ‘DIFF’ sheets (see items ending in ‘DIFF’ in Table 1) will indicate where differences in cell totals between the HESES10 re-creation and HESES10 exceed a given threshold. The size of this threshold can be altered by entering the required value where indicated on the worksheets. These sheets are provided to assist institutions in reconciling differences between HESES10 and the HESES10 re-creation.

Using the individualised file

5.  When working through this document it is necessary to use the individualised file HESRSN10XXXX.ind[1], where XXXX is the HESA institution identifier. This will show the allocation of students to cells within the tables and, where relevant, details of why they were excluded. Full details of how to access this file are given on our web-site (www.hefce.ac.uk/learning/datacoll/derived/help/output/).

6.  Only certain fields, detailed in Table 2, were used to generate the HESES recreation.

7.  Fields taken from the HESA return or derived as part of the recreation are shown in capitals using the names given in Tables 2 and 3 respectively.

† These fields are not used in the comparison but are included in the individualised file to allow easy identification of students.

‡ For the first countable year when two countable years are generated (STUBID = 1 and FDBRIDGE≠1) the individualised data file will contain 2010-11 HESA data for these fields despite the algorithms using 2009-10 HESA data (see paragraphs 15-16 for further details)

Linking between years

8.  We have linked the 2010-11 HESA data to 2009-10 HESA data using the HUSID, UKPRN and NUMHUS (HIN) triple. This is to help account for definitional differences between HESA and HESES data.

9.  These data from earlier years will be used to help determine the following:

a.  Instance attributes for the first countable year for students who are generating two countable years

b.  FTE and price group distribution for final year students on non-standard academic years.

10.  For the algorithms used to re-create Table 6 (paragraphs 92-109) we have linked the 2010-11 HESA data to the 2008-09 and 2009-10 HESA returns using the HUSID and UKPRN combination. We linked across these three years of data to identify students that were not active at the institution in either of the two academic years prior to 2010-11. Where a student (HUSID) from the 2010-11 HESA data has more than one record in the 2009-10 HESA return, we linked to records from the full-time undergraduate population (SNCFTUGPOP09 = 1) in preference to those not in the population. If the student had more than one record with the same value of SNCFTUGPOP09 we linked to records that were active in 2009-10 (SNCACT09 = 1) in preference to those that were not active. If the student had more than one record with the same value of SNCACT09, we linked to the record with the lowest COURSEAIM09 value. If this failed to uniquely identify the student we continued to prioritise using highest STULOAD09 value and then earliest COMDATE09 value until we identified a single record. We took an equivalent approach when linking to the 2008-09 HESA record.

Description of derived fields for re-creating tables

11.  Here we give details of the derived fields in the individualised data file. These fields are used to build the key dimensions of the HESES recreation tables.

12.  Note that due to file size restrictions we display a maximum of 16 module identifiers for the 2009-10 academic year per instance and 32 module identifiers for the 2010-11 academic year per instance.
