Confirmation of the Minutes of the 78th meeting of Heritage Conservation Committee held on 13-09-07.

Mrs Frauke Quader suggested that in the paragraph “Other Items” appearing at the end of the minutes, the reference to Russian script may be omitted since the observation was based on a temporary malfunctioning of software which got rectified later.

The minutes were confirmed with the above modifications.

Item no 2.

Action taken on the minutes of the 78th meeting.

It was suggested that HUDA may remind the Government to issue final orders for notifying the Heritage Precinct around Fakhruddin Gutta.

Item No: 2 (a).

Listing of Additional Heritage Buildings.

After the 78th meeting held on 13-09-07, members made two inspections of the proposed Heritage Buildings/sites in the city on 22-09-07 and 29-09-07. The agenda notes contained full details.

These inspections were made in order to examine the large number of buildings / precincts suggested by various sources over the last few years as per list submitted in the agenda of 76th meeting. During inspections members looked at the following criteria:

a)  present condition of buildings,

b)  their location,

c)  access

d)  prima facie architectural value,

e)  association with important personalities and events and

f)  historical importance.

In the meeting observations of inspecting members were noted and discussed. The following tables contain the suggestions made by the Committee.

Construction of Five Star Hotel “Trident Hilton Hyderabad” at Madhapur.

This proposal was earlier placed in the 77th meeting of the Committee held on 18th august 2007. The site was also inspected by members on 4th August 2007. In the 77th meeting the developers had made a detailed presentation on the proposed structures duly showing all the topographical features of the site and important rock formations. However prima facie the members had felt that the proposed Hotel may affect the site which has several rock formations even though the plans of the developers intended to retain the individual Rock Site named as Bears Nose. At that time the proposal was yet to be received through the GHMC.

On receipt of detailed proposals with maps and drawings through the Greater Hyderabad Municipal Corporation. Vide the GHMC Letter No. 611/CSC/TP112/07/2495,

dated: 9-10-07 the matter was discussed by the Committee. In the meeting the developers once again made a power point presentation to the members while emphasizing that they would make all efforts to integrate the rocks and the rocky terrain into the hotel project. They conceded that a few rocks would need to be cleared in order to locate the blocks. The committee re-examined the venture in the light of the fact that insistence of the condition that no single rock would be touched will mean that nothing could be built on the entire site. On the other hand allowing the proposed development may ensure that the individual Rock site i.e the Bears Nose would be made a center of attraction and be well protected and that most other rock formations that were part of the overall precinct would also be utilized by the architects as landscape elements.

The Committee therefore agreed to the proposal subject to the following conditions:

  1. The developers shall submit to GHMC a detailed plan of how the individual heritage rock and its surroundings were being treated.
  2. All the other rocks on the site shall be numbered and a plan showing their location submitted. The developers shall make rocks as the key landscape element.
  3. The hotel shall prominently erect display boards that the site was part of a Rock Heritage Precinct and that the individual heritage rock Bears Nose was also protected. Also the Green Building features shall be displayed.
  4. The compound wall of the entire site would be fenced only with transparent iron grill fencing similar to the Fencing at K.B.R Park, Banjara Hills, in order to afford unrestricted view of the Rocky landscape to general public even from outside the property.
  5. The developers shall submit to HUDA a detailed contour map of the site for record.

The Committee reiterated that the above views purely related to the heritage considerations. Before granting permission the Greater Hyderabad Municipal Corporation or other competent authorities would examine and ensure compliance of Land Use Regulations, building rules and other requirements in force, including examining ownership and any objections thereon, the ULC Act and rules etc as may be applicable.

Additional Rock sites for notification:

Notifications of five additional Heritage Precincts (Rocks) were published for objections and suggestions in the following newspapers.

1.  The Hindu , English daily dated: 1-09-2007

2.  Eenadu Telugu daily dated: 1-09-2007

3.  Siasat Urdu daily dated: 1-09-2007

No objections and suggestions were received in the office of HUDA as on 8-10-07, the last date being 16-09-07.

The committee suggested that Vice Chairman HUDA may send proposal to Government for final notification of the sites.

Item No. 5

A Letter No. 589/A2/CW/SSA/Hyd, dated. 27-07-2007 received from the District Collector, Hyderabad District addressed to the Commissioner GHMC and copy marked to Vice Chairman HUDA with a request to approve the proposals of Mahboobia Girls School and clearance of HCC.

Approval of the Committee was communicated to Collector and the GHMC.

Item No.6

Proposed construction of Group Housing Complex in Pr.No. 1-8-316//1 & 317 in the Premises of Devdi Nazeer Nawab Jung, Heritage building SL.No. 46, Code No.2.48

Grade –IIB.

Approval of the Committee was communicated to GHMC by HUDA letter no. 11166/Plg/HCC/H/07 dated: 8-10-07.

Item no 7

Proposal reg Kaithlapur Rocks.

Members inspected the site on 18th Sept 2007. It was noted that on the portion of the site falling in sy no 108 (part) belonging to M/s Anil Kumar there were no rock formations. Hence the Committee has no objection to the proposal purely from heritage point of view.

Item no 8.

Proposals reg Saroonagar Khandak

Dr V.V Krishna Sastry member was requested to suggest modifications to the site boundaries etc.

Item no 9.

Conservation works on Lakshmi Paper Mart building, Secunderabad.

It was noted that the Committee’s approval to the conservation was communicated to the concerned.

Item No.10

Additional construction in the premises of Erra Manjil, Heritage Building Sl.No.47, Code No.2-49, Grade-IIB

It was noted that the Committee’s views were communicated to the concerned.

Item no 11.

Letter No: 31/8/TPS/C6/GHMC/2007 dated: 31-08-2007 received from Asst. City Planner, Circle No.VI, GHMC addressed to Vice Chairman HUDA with regard to request for remove or repair of the following Heritage Buildings.

·  Nanu Bhai G.Shah’s Building Sultan Bazar and

·  Raja Bhagwan Das Building Sultan Bazar

The Committee decided to inspect the buildings.

Item no 12.

Old Jail Secunderabad

It was noted that GHMC were addressed to take up repairs to the structures as may be needed.

Item no 13.

Suggestion to conserve the Chest Hospital building Erragadda and the Old Distillery buildings at Vithalwadi.

It was suggested to inspect the buildings for inclusion as heritage buildings. Also the Hanger in HUDA Nursery at Erragadda may be considered.

Item no 14.

Note from Vice Chairman HUDA for examination of the plans submitted by the Cine Workers Association at Sy no 246 of Manikonda Jagir.

The committee suggested that in their previous meetings the Committee has already issued detailed guidelines. Further action to ensure that the plans of the applicants complied with the guidelines may be taken by competent authorities responsible for granting permission.

Item no 15.

Proposed Statue in the foreground of St Mary’s Church.

Some individuals complained that a 40 feet tall statue of Pieta was being built in the foreground of St Mary’s Church which is a Heritage Building.

It was suggested to address the GHMC to take necessary action since prior permission from HCC was needed for making additions alterations to Heritage Buildings.

Item no 16.

Request from Rajbhavan for arranging inspection of heritage buildings located in the Rajbhavan Premises.

The Committee agreed to make an inspection.

Other suggestions.

The long pending photo documentation of heritage buildings for production of a coffee table book should be taken up by HUDA urgently by selecting a reputed photographer by following necessary procedure.

Next meeting.

The next meeting of the HCC will take place on 5th November at 3 PM in the office of HUDA at Greenlands Guest House, Begumpet.
