HERBERT AVENUE (ARNE AVENUE TO ROSSMORE ROAD)

ROAD SAFETY SCHEME

1. Purpose of Report

1.1. To consider a package of road safety measures on Herbert Avenue between Arne Avenue and Rossmore Road in support of the Council’s policy to achieve government targets for casualty reduction.

2. Recommendation

It is recommended that:

2.1The provision of a mini-roundabout at the junction of Herbert Avenue and

Arne Avenue, shown in outline on drawing number JC0441/04, as Appendix A.

2.2The street lighting and signing at the junction of Herbert

Avenue and Rossmore Road be upgraded to current design standards, shown in outline drawing JC0441/05, as Appendix B.

Be approved, and :

2.3Traffic orders be advertised for the following:

(a)Remove on street parking in Herbert Avenue to the west of Arne Avenue outside the former library over a length of 15 metres and replace with no waiting restrictions.

(b)The no waiting restrictions to the east of Arne Avenue junction, outside number 155 Herbert Aveunue, be reduced by 5 metres.

And that any objections to these orders be reported back to a future TAG.

  1. Background
  2. Herbert Avenue is an important link within the Borough. It runs parallel with the A3049 Wallisdown Road and is used as an alternative east-west route, It also serves a large residential area, a number of shops and schools.
  3. This particular section of Herbert Avenue, between Arne Avenue to the west and Rossmore Road to the east, is recorded as having a proportionately high level of injury accidents.
  4. The whole length of Herbert Avenue has recently been resurfaced as part of the Boroughs 2004/05 structural maintenance resurfacing programme. This in itself should assist with accident reduction, by increasing the skidding resistance of the carriageway surface and also enhancing the visibility of the lining.
  5. Cycle lanes along a significant part of Herbert Avenue were approved at 11th November 2004 TAG and have been put down in conjunction with the resurfacing scheme.

4.0 Accident Data

4.1The latest available injury accident data for this section of Herbert Road, for the four-year period from 2003, is shown below:

4.2Analysis of the accident data indicates that the majority of these accidents have occurred at two junctions, namely Arne Avenue and Rossmore Road, 50% of which are accidents resulting from junction manoeuvres.

4.3Three of the accidents (50%) at the Rossmore Road junction have occurred in the dark, compared with the normal level to be expected of 16%.

5.Proposed Scheme

5.1Arne Avenue Junction.

Herbert Avenue is a heavily trafficked road, which results in fewgaps for

vehicles to emerge from Arne Avenue, particularly those turning right. The proposed scheme is to provide a mini-roundabout at this junction, giving the following advantages :

(a)to slow traffic down on the approach to the junction

(b)to assist all forms of right turning traffic, both into and out of Arne Avenue.

5.2The principal features of the scheme are:

(a)A pedestrian island on Herbert Avenue on the eastern approach to the mini-roundabout. This will provide a safer place for pedestrians to cross Herbert Avenue and also act to slow vehicles down as they approach the junction.

(b)The kerb alignment on the northern side of Herbert Avenue will be built out over a length of approximately 50 metres at the junction, to increase vehicle deflection approaching the roundabout. This will reduce vehicular speed on the western approach and also highlight the location of the carriageway give-away markings.

(c)Vehicles entering Arne Avenue from Herbert Avenue will have priority over vehicles exiting Arne Avenue through the first narrowings, achieved by the provision of vehicle priority signing.

(d)The bus stops in Arne Avenue, located close to the junction with Herbert Ave, will be marked as ‘bus stop clearway’ to assist traffic movements through the junction.

(e)Street lighting levels will be improved at the junction, to current design standards, by replacing and upgrading lighting columns.

(f)The scheme would include carriageway resurfacing to tie-in with the structural maintenance works that have recently taken place either side of the junction.

(g)The central island will be a raised dome formed by building up white paint.

(h)Proposed removal of the short length ( approx 15m ) of on street parking in Herbert Avenue to the west of Arne Avenue outside the former library, replaced with No waiting restrictions.

(i)Proposed reduction of the no waiting restrictions to the east of Arne Avenue outside number 155 Herbert Avenue by 5 metres, providing additional parking at this location.

5.3Rossmore Road Junction

The accident data for this junction indicates that 50% of the recorded accidents have occurred in the dark.

5.4Street lighting levels will be improved at the junction, to current design standards, by upgrading the existing lighting columns. Signing of the junction on the approaches from Herbert Aveune will also be improved.

6Financial Consideration

6.1The total Road Safety budget within the 2004/05 Capital Programme is £190,000

6.2The estimated cost of the proposed safety measures are shown below and can be funded from this budget.

a)Arne Avenue junction - £ 50,000

b)Rossmore Road junction - £ 5,000
