A.(060117-9)The Town of Houlton ordains repealing Article V General and Supplementary Regulations, Sec. 42 Recreational Marijuana Commercial Facilities of the Houlton Zoning Ordinance and replacing with Article V General and Supplementary Regulations, Sec. 42 Recreational Marijuana Ordinance dated June 1, 2017. B.(060217-1)The Town of Houlton ordains the addition of Chapter 8, Health, Safety and Sanitation, Article III, Section 8-301 Odor Nuisance Control and Abatement, to the Houlton Code. (Note: The document in its entirety is available for review at the Town Office, during normal business hours.)

III.New Business

A.(070217-1)Council authorizes that the Airport Development Tax Increment Finance District’s captured assessed value percentage be reduced from 100% to 2% for the 2017 fiscal year.

B.(070217-2)Council approves the Grant Agreement between the Town of Houlton and Federal Aviation Administration for the acquisition of Snow Removal Equipment at Houlton International Airport (Project No. 3-23-0024-017-2017) and authorizes the Town Manager to sign all documents pertaining to this agreement.

(Note: Total Project $290,000; Federal Share $261,000; State Share $14,500; Town Share $14,500).

C.(070217-3)Council accepts the bid of $261,324 from Daigle & Houghton of Fort Kent, ME, for the purchase of a 2018 4800SB Western Star for Houlton International Airport. (Note: Funding throughFAA Project No. 3-23-0024-017-2017)

D.(070217-4)Council accepts the bid of $70.40 per ton from New England Salt Company of Bangor, Maine, for the Town’s supply of winter salt. (Funds from 2017 PWD Budget)

E.(070217-5)Council approves the Agreement between the Maine Department of Transportation and the Town of Houlton for a Locally Administered Federal-Aid Project regarding reconstruction of sidewalks along Market Square, Water Street, Broadway and Main Street for a total of .36 of a mile and authorizes the Town Manager to sign all documents pertaining to said Project; estimated cost of the Project is $500,000, 80% contribution by DOT of $400,000 and 20% by Town of $100,000 to be taken from the Downtown Tax Increment Financing Infrastructure Account.

F.(070217-6)Council authorizes the Town Manager to certify that the Urban Initiative Funds will be used only for maintenance or improvement to public roads and the Rural Initiative Funds will be used only for capital improvement of public roads and to sign all documents pertaining to this certification.

G.(070217-7)Council accepts the donation of $35.00 in memory of Jeffrey Howland for the Parks & Recreation Department.

H.(070217-8) Council accepts the Safety Enhancement Grant of $2,000 from Maine Municipal Association Risk Management Services for the purchase of four self-contained breathing apparatus (SCBA) bottles for the Fire Department.
