145ACCEPTANCE OF APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors Mrs P Panks (family illness), N Bennett (work commitments),EDurdy (illness). Ward Member Mrs L Curran gave apologies. Ward Councillor Mrs P Knight gave apologies due to long term illness. Ward Councillor Mrs P Haith gave apologies, she attends another meeting on the same dates as Town Council meetings, therefore, cannot attend any.

146DECLARATIONS OF INTEREST

Councillor W Temperton-Ball declared a disclosable pecuniary interest in Minute No. 154B, (15/0620/FUL) being on the Board of Trustees for the Community Funding of Vulcan Renewables.

The Minutes of the Meeting of the Town Council held on Monday 9 March 2015 were approved as a true record and signed by the Town Mayor, Councillor W Temperton-Ball.

150MATTERS ARISING FROM THE MINUTES

aAmendments to First Bus Services

Further to Minute No. 135a, the Clerk had received an email from First apologising for not confirming receipt of the petition sent to them previously. The email also contained information about two changes to be made to the current timetable. The X8 is now to stop at Dunsville Surgery and the 84A journey is to be extended to Hatfield Westfield Green on one service in the morning and one service in the evening.

bTraffic Management Issues, Dunsville

Further to Minute No. 135b, this matter had been referred from the previous Town Council meeting in order to allow time for Councillor Mrs L Curran to provide anupdate. As Councillor Mrs Curran did not attend the meeting, no update was provided.

cCouncillors’ Surgery

No members of the public attended the meeting and no issues were raised. During discussions on volunteers for the next surgery, the Clerk suggested that consideration should be given to changing the date of the Annual Meeting in relation to the election as there would not be enough time with the current date to circulate the relevant paperwork.

Resolved: that the date of the Annual Meeting of the Town Council is changed to 18 May 2015. Further resolved: that Councillors D Fiennes-Gregory and W Morrison attend the surgery to be held on Saturday 16 May 2015.

dNewsletter

Further to Minute No. 135f,the Clerk reported on the problems experienced with the delivery of the newsletter by Royal Mail and suggested that an alternative deliverer is sought.

Resolved: that the matter is referred to the next Newsletter Committee.

eHatfield High Street – conservation

Further to Minute No. 140a, the Clerk reported that a new shop had opened on the High Street in the premises previously occupied by Cooplands. She was waiting for information on further improvements.

Resolved: that the Clerk chases up further information.

fJubilee Park – Request to Mark out Weekly

Further to Minute No. 140g, the Clerk reported that she had received an email from the football team who had previously indicated they wished to use Jubilee Park. The football team has now folded and would therefore, no longer required use of Jubilee Park. Consequently there would be no revenue from football teams again for the coming season.

g“Spider Alley”

Further to Minute No. 143, the Clerk reported that the Town Council’s veto had been passed forward to the relevant persons and further details will be forwarded when available.

The Minutes of the Policy & Resources Committee held on Monday 23 March 2015 were approved as a true record and signed by the Town Mayor, Councillor W Temperton-Ball.

Resolved: that all the recommendations made by the Policy & Resources Committee be approved.

152MATTERS ARISING FROM THE MINUTES

Further to Minute No. 5, the Clerk reported that no starting date for her new hours of working had been agreed by the Policy & Resources Committee.

Resolved: that the Clerk’s new working hours will commence on 20 April 2015and the office opening times will be amended accordingly.

Observations: object on the grounds initially because Hatfield Town Council does not agree with retrospective applications being agreed,it is within the Hatfield Conservation area, the windows and slate roof do not match its surroundings.

Observations: object on the grounds that the application encroaches on the Countryside Policy area, the buildings are not in keeping with the surroundings, access and egress is difficult on to a busy road. Also object to the loss of a large number of trees.

bObservations: object on the grounds that it is a retrospective application, it is in the Countryside Policy area and it is an industrial development of agricultural land.

Observations: object on the grounds of lack of information – what is Condition 14? Will be of detriment to local residents i.e. noise, fumes etc.

The Clerk circulated a copy of the Nominal Activity Report for the period 1.2.15 to 31.3.15. There were no noteworthy issues to report.

aDoncaster Local Plan – Engagement with Town Councils

The Clerk had received an email from the Principal Planner, Doncaster MBC, regarding engagement with Parish Councils. As part of the engagement process, she was suggesting that a Local Plans Officer attends a Town Council meeting.

Resolved: that the Local Plans Officer is invited to the 8 June 2015 meeting of the Town Council.

bApplication for Thorpe Marsh Power Ltd – Preliminary Meeting 22 April 2015

The Clerk had received a letter from the Planning Inspectorate in relation to the above. The meeting is to enable views to be put to the Inspector about the way in which the application is to be examined.

Resolved: that the letter is noted.

c70th Anniversary of Victory in Europe Day

The Clerk had received an email from the Rev Canon LizTurner-Loisel, asking if the Town Council had planned any celebrations for this event. She also stated thatSt Lawrence Church were organising a street party in church (limited numbers), a sing along and a short informal act of worship on Saturday 9 May 2015 at 3 p.m. Councillor T Gibbs, M Glynn, J Brown, Mrs J Credland, W Morrison, W Temperton-Ball all indicated that they will be attending.

dFamily History Clubs

The Clerk had received an email from the Group Tutor of the Family History Clubs, who is based at Hatfield Community Library. She was enquiring whether a Town Council representative wished to join in the events she had planned, including a visit to Hatfield Cemetery. The events are to take place on Thursday 25 June 2015.

Resolved: that the matter is referred to the next meeting of the Town Council.

eParking Sign, Hatfield

Councillor Hart suggested that a road sign should be erected in the vicinity of the Ingram Pub, indicating that public parking is available.

Resolved: that the Clerk progresses the matter with Doncaster MBC.

fNorth Lincolnshire Local Development Framework – Lincolnshire Area Action Plan: Submission Draft (October 2014)

The Clerk had received a letter from North Lincolnshire Council stating that the above had been submitted to the Secretary of State on 19 March 2015. The documents can be viewed on the council’s website.
