1)  CALL CITY COUNCIL MEETING TO ORDER

Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance and called roll. Those in attendance were Council Members Mark Reidhead, Tom Nordstrom, John Plant, Lloyd Meacham, Secretaries Kaelyn Meyers and Anissa McDonald.

Pledge of Allegiance – Deferred.

Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern.

2)  CRESCENT POINT ENERGY PRESENTATION – Jacob Woodland

Jacob Woodland was in attendance to present a check to Ballard City in the amount of $1000 for sand and or sandbags to aid in the prevention of spring flooding.

3)  TEMPORARY OFFICE SPACE – Craig Ashby

Craig Ashby indicated that he would like to move in two temporary office trailers at the Crescent Point Offices located at 86 north 1500 east. He stated that Crescent Point needs more office space so he would like to either add on the current building or build a new building close to the existing building. Craig Ashby stated that he is speaking with land owners to the north and east of his existing building to see which way to expand. After a brief discussion all Council Members agreed that Mr. Ashby could proceed with his plans and bring in temporary office space.

4)  PICKUP WASH UPDATE – Mayor Abercrombie

Mayor Bob Abercrombie said that he has met with commissioners and other water entities regarding the pickup wash catch basins. The Pickup wash committee would like to see all affected entities in the Uintah Basin participate in the project.

5)  FLOOD ISSUES – Mayor Abercrombie

Mayor Bob Abercrombie indicated that Ballard City might need to apply for funding for flood control and prevention in Ballard. Mayor Abercrombie will keep in contact with Eric Major regarding any more development with this project.

6)  CABINET BIDS FOR OFFICE – Mayor Abercrombie

Mayor Bob Abercrombie discussed with Council Members the bids for cabinets and desks at the City Office Building. A discussion was held regarding the cost of custom built cabinets as opposed to utilizing Northeastern Office Supply for desks and cabinets that could be purchased for less. After going over the bids, Council Members decided to move forward with Northeastern Utah Office Supply for the needed office desks and cabinets.

Motion made by Council Member Lloyd Meacham to order necessary office furniture from Northeastern Utah Office Supply, not to exceed $4000, 2nd by Council Member Tom Nordstrom. All in favor.

7)  BUILDING UPDATE – Mayor Abercrombie

Mayor Bob Abercrombie said that Earl Unruh will take out the carpet and grind the bump down where there has been some water damage to the concrete. It was stated that the ceiling tiles and painting will be completed this week.

8)  PUBLIC INPUT –

Ed Spann gave a brief update on the policing of the City.

9)  PLANNING AND ZONING UPDATE – Tom Nordstrom

Council Member Tom Nordstrom gave Council Members an update of tonight’s Planning & Zoning meeting.

10)  OFFICE / PROJECTS REPORT

Secretary Anissa McDonald asked Council Members what flag pole banners to order. There was some discussion after the last Council Meeting regarding the purchase of spring versus Christmas banners right now. Council Members agreed to order spring time banners and will order Christmas banners at the end of July.

11)  REVIEW AND CORRECT MINUTES --

Motion made by Council Member Tom Nordstrom to approve the minutes of February 21, 2017 as corrected, 2nd by Council Member Lloyd Meacham.

12)  FOLLOW-UP ON PAST MINUTES

·  Council Member Tom Nordstrom asked if letters were sent to Mike McKee for his service to Uintah County and a thank you letter to Ben Allred for the help with the runoff water. Secretary Kaelyn Meyers said that they had been mailed.

13)  MAYOR’S REPORT

Ø  Mayor Bob Abercrombie asked Council Members if we still wanted to contract out the furnace and air conditioning maintenance to Reinhardt or go with Chatwin heating for said maintenance. It was decided that the Mayor contact Chatwin Heating to ask if they could service the furnace at the City building.

Checks and finances were gone over and approved.

Motion made by Council Member Lloyd Meacham to adjourn Council meeting at 8:50 pm, 2nd by Council Member Tom Nordstrom. All in favor.
