Feedback from GM Reform Board

Chaired by the Mayor of Greater Manchester, Andy Burnham, the GM Reform Board meets upon a monthly basis and provides strategic leadership for the continued development of approaches to reforming public services in GM. The GM VCSE sector is represented at these meetings by 4 members of the VCSE Reference Group. Additional representatives from the sector are also invited to attend by the VCSE Reference Group members upon an ad-hoc basis to provide expert advice upon specific topics as required.

The last meeting of the Reform Board took place on Friday 2nd February 2018 on the theme of school, readiness and the chief topic of discussion was the use of digital technologies to better identify individuals requiring supportand ensure all agencies coordinate their efforts in this respect.

GM Connectis a GM wide Data-Sharing Authority set up to bring together data held by different partners, providing a clearer picture of the challenges individuals and families are facing, enabling improved decision making in relation to individual cases. Key discussion points of interest to VCSE sector were as follows:

  • A concern was raised that data is trapped in old silo models and of the need to focus on those people at risk, with data helping to identify who they are.
  • Public trust in data sharing is a key issue: we need to take people on the journey. Need to force the market to have open standards, so that IT systems talk to each other.
  • Risk: There are holes in the current system for child safeguarding which in not considered to be robust. Other examples include risk of homelessness. An understanding of the role of VCSE in earliest possible identification of risk? (Such as safeguarding of children and vulnerable adults, NEET, homelessness, loneliness amongst elders).
  • The meeting stressed the need to engage VCSE organisations in developments – the Reform Board recognised that this is not just about the statutory sector. There is a need to link appropriate people from VCSE sector into developments

School Readiness

The Mayor and the Combined Authority are determined to ensure that every child has the basic skills needed to start school. The focus on school-readiness is a major part of the Greater Manchester Strategy, which includes the city-region’s five-year aim to exceed the national average for the proportion of children reaching a ‘good level of development’ at the end of reception. Key discussion points of interest to VCSE sector regarding the next steps for this initiative were as follows:

  • Reform Board to support Cabinet Office proposal - GM pilot: resilience and support for Early Years providers
  • Work to continue on ‘deep dive’ to understand what is working and develop GM standards
  • Develop social innovation approach with VCSE partners
  • Better understanding of resources needed / investment gap
  • Engagement with schools as system leaders
