Health and Safety Adviser

Main Purpose of the Job:

To lead, manage and co-ordinate health and safety arrangements across the College in order to ensure a safe work environment which is compliant with health and safety regulations whilst maintaining the College’s heritage and the nature of the historic buildings. The job holder will be the College’s competent person for health and safety as defined by the Management of Health and Safety at Work Regulations 1999.

Main Responsibilities

1.Work in collaboration with Heads of Departments and other members of College to manage a programme of risk assessments to ensure risks are identified, managed and reduced and follow up action is risk focussed, prioritised and implemented.

2.Work in collaboration with members of College to develop, update and maintain health and safety policies, processes and practices to ensure that the College provides a healthy and safe environment for Fellows, staff, students and visitors to the College and is compliant with health and safety legislation and approved codes of practice and guidance

3.Work in conjunction with Heads of Departments to ensure that they understand their responsibilities for managing the Health and Safety of their teams and through providing advice for safe working practices, guidance, training and information.

4.To be the key point of contact and provide induction and other training, advice and guidance to members of the College to ensure that they comply with health and safety requirements, promoting a culture of safety excellence.

5.To investigate, report on and record all accidents, near misses and related incidents (including diseases and dangerous occurrences), identifying and recommending improvements and modifications and prioritising any changes on the basis of risk to ensure that the College complies with health and safety regulations and recurrence is prevented. Where necessary, to ensure that accidents/incidents are reported to the Enforcing Authority.

6.Produce health and safety management information detailing trends and areas of concern across the College which require action to ensure a safe working environment.

7.Co-ordinate the College’s health and safety committee meetings to ensure the College meets it statutory obligations and Heads of Departments are fully briefed on health and safety matters including health and safety statistics, national trends, Health and Safety case law and changes to health and safety regulations. To keep records of the meetings and maintain Action Lists.

8.Maintain an up-to-date knowledge of health and safety legislation, cases, developments and trends in order to ensure that the College has best practice health and safety arrangements in place that are compliant with legislation.

9.Develop and maintain excellent working relationships with all members of the College, staff, other Colleges’ health and safety representatives, the University Health and Safety Department, external agencies including insurers, Health and Safety

Executive and the Environment Agency and other bodies involved in the protection of the building such as Historic England in order to ensure that the College is recognised as following best practice health and safety practices.

Individuals will be expected to conduct themselves in a manner that will not affect the health and safety of themselves, their work colleagues or the members of the College.

Additional features

The Health and Safety Adviser and Assistant Fire Officerboth report to the Head Porter and it is expected that there will be flexibility between the two roles and that cover is provided in times of absence.

There may be a requirement from time to time to work outside normal office hours in order to undertake specific health and safety duties.

PERSON SPECIFICATION

Qualifications /
  • NEBOSH National Diploma in Occupational Health and Safety - Essential
  • IEMA Environmental Certificate - Desirable

Skills /
  • Good planning and organisational skills
  • Ability to work on own initiative to organise, schedule and lead audits and projects
  • Excellent interpersonal skills to deal with the College’s diverse membership and staff in order to promote excellence in safety management
  • Excellent negotiating skills to convince others to implement and maintain health and safety standards
  • Good written and verbal communication skills in order to explain health and safety processes to a range of people and to provide presentations to groups
  • Attention to detail
  • Ability to understand and analyse complex information and present it simply and accurately

Experience /
  • Devising and implementing a risk assessment approach
  • Formulating, implementing and revising health and safety policies and procedures
  • Proven track record in delivering effective health and safety services in a multi-site environment
  • Report writing and communicating effectively with management
  • Managing health and safety in a historic or listed buildings context (desirable)
  • Construction industry regulations
  • Managing health and safety investigations

Employment Details

Rate of Pay:Salary band - £32,312 - £35,674

Hours:39 per week, Monday to Friday

Holiday:25 working days plus 8 public holidays.

Housing allowance:Upon successful completion of the probationary period staff are normally eligible to receive the housing allowance currently set at £850 pa (pro rata for part time staff) which is paid quarterly.

Pension scheme:A pension scheme, which complies with the requirements of the Occupational and Personal Pension Schemes Regulations for auto-enrolment, will be available after three month’s service. All staff will become members unless they choose to opt out.

Private Health Care:The College provides free health care currently through membership of BUPA. Membership of a dental care scheme is also available. Staff are able to join the schemes after successful completion of their probationary period, subject to certain limitations. This is a taxable benefit.

Gym:Membership of the College gym is available for a modest fee. Inductions are compulsory.

Sports & Social Club:The Trinity College Staff Sports and Social Club, run by a committee of staff, offer regular outings to places of interest, and organises functions including a Christmas event.
