(window, split & tower type) installed in Bank’s

different Offices/ Residential complexes at Kolkata

Sealed tenders in two bids system from authorized service providers related to air conditioner machines and enlisted with Banks, Government Departments, PSUs etc having minimum 3 years experience in the similar field are invited for comprehensive annual maintenance contract of Voltas make 76 window type, 28 split type and 3 tower type air conditioner machines installed in different offices & residential complexes at Kolkata as per list enclosed.   1. Documentary evidence in support of experience has to be submitted along with part-I (Technical Bid) in one sealed envelope and part-II (Price bid) is to be submitted in a separate sealed envelope. Providing Service Tax Number & PAN is a must.

6 / Payment terms / Payment will be made on quarterly basis on production of bill subject to services provided during the quarter are satisfactorily.

Work: Comprehensive annual maintenance contract of air conditioners (Voltas make split, window & tower type) installed in Bank’s different offices / residential complexes at Kolkata.

General conditions and instructions to the contractors

  1. Contractors are advised to visit the site and understand the nature and scope of the work and doubts of any nature should be got clarified before quoting.
  2. Eligibility criteria :
  1. The agency should have at least THREE years of experience in the field, as on 30.06.13.

ii.The agency should have successfully executed minimum one AMC for split & window ACs for value not less than Rs.34,000/- per month or two works of Rs.21,400/- per month or three works of Rs.17,000/- per month in Government Deppt., Public Sector undertaking, Banks etc. during last three years.

  1. Scope of work: Scope of work includes carrying out general inspection & comprehensive maintenance of Voltas make window, split & tower type air conditioner machines installed in Bank’s different offices/ residential complexes at Kolkata as per enclosed. The rate should be inclusive of necessary parts replacement for smooth functioning of ACs.
  2. The agency should strictly adhere to the Statutory Regulations viz. Minimum Wages Act, Shops & Establishment Act, PF Act, ESI Scheme and any other regulations covering labour contract where applicable. The Agency should submit copies of Registration Certificates issued to them in respect of the above wherever applicable. The certificates are prerequisite for considering the bids.
  3. The contractor should use its own equipment for maintenance of air conditioners.
  4. The agency should have Income Tax PAN No.
  5. Duration of the contract: The contract will be valid for a period of minimum of one year i.e. 1stSeptember 2013 to 31stAugust 2014. However, if services are not found satisfactory during the aforementioned period, the contract will be terminated any time by giving a one month notice. The contract may be extended for further one year on same rates at Bank’s option.
  6. Payment terms:

a)Payment will be released on quarterly basis; after ascertaining the satisfactory performance of contractual responsibility carried out in the said quarter based on the bills submitted by the contractor and certified by the concerned officer to the effect that all the complaints recorded in the registers have been attended to and routine maintenance has been carried out.

1st Quarter – Last week of Nov’2013
2nd Quarter – Last week of Feb’2013
3rd Quarter – Last week of May’2013
4th Quarter – Last week of Aug’2014

b)No advances will be paid and no running bills will be entertained.

c)All Taxes as applicable will be deducted at source.

  1. Penalty: While all contractual obligations will be strictly enforced, deductions will be made for poor services like:-

a) In case, the contractor’s service personnel refusing to do duty assigned in respect of maintenance of air conditioners.

b)The contractor’s service personnel not turning up for service on the appointed day at the appointed time.

c)Deductions will be made for poor services like not carrying out fortnightly services, deficiency in the workmanship and misbehavior of the staff deployed for supply and service.

d)In case of delay in attending the work in time, the Bank will be at liberty to get the work done through any other contractor and the cost may be recovered from the AMC contractor.

e)The penalty will be levied on the basis of assessment by Bank.

  1. Rate should include charges for removal of debris out of premises to nearest MCD dump, removing stains, cleaning the site thoroughly and restoring it to original condition where work is undertaken.
  2. Quoted rate should be workable and should include all overheads and profits. Rates should include all taxes, VAT, service Tax, duties, octroi, levies, wages as per act, work contract tax, etc. and should be firm for the entire contract period. No variation of rates will be allowed.
  3. The contractor should have valid license relating to the contract work all the time and the workmen employed by the contractor should also have the valid license and experience in the trade.
  4. The Contractor should observe all the safety precautions for the safety of the labour and the employees of the Bank during execution of works. The contractor should arrange to obtain necessary insurance cover for its employees. He would be responsible for the safety of persons employed by him.
  5. The contractor or his supervisor should visit the site at least twice in a month or as and when required by the bank for which no extra payment will be made and they should be readily available to the Bank.
  6. The contractor should arrange to issue photo identity card to its workmen/ employees, which they must carry while executing their job.
  7. The contractor shall be fully responsible and shall compensate the Bank in the event of any damage to men or material, injury/ damage or death as the case may be, caused directly or indirectly due to the negligence of the contractor or his agents and/ or his employees or workmen. The decision of the Bank in this regard shall be final and binding.
  8. The contractor should not employ any person who is prohibited by law from being employed for fulfilling obligations under this contract.
  9. Any act of indiscipline/ misconduct/ theft/ pilferage on the part of any employee engaged by the contractor resulting in any loss to the Bank in kind or cash will be viewed seriously and the Bank will have the right to levy damages or fine and/ or even terminate the contract forthwith.
  10. In case of any default or failure on your part to comply with all/ any one of the terms and/ or conditions, the Bank reserves to itself the right to take necessary remedial measures befitting to the situation including, inter-alia, the deduction of appropriate amount(s) from dues otherwise payable to you and/ or by taking recourse to appropriate recovery proceedings.
  11. If any dispute arises on any matter concerning this contract, the decision of the Bank shall be final and binding.
  12. The contractor should not at any time do, cause or permit any nuisance on the site/ do anything which shall cause unnecessary disturbances or inconvenience to the occupants/ visitors at site or near the site of work.
  13. The workman employed by the contractor should abide by the rules and regulations inside the Bank.
  14. The contractor should obtain approvals, if any, necessary for the work from the statutory bodies on behalf of the Bank. The fees, if any, will be reimbursed, based on the original receipts issued by them.
  15. The bank reserves the right to accept/ reject any tenders either in whole or in part without assigning any reasons whatsoever.
  16. The contractor shall provide everything necessary for the proper execution of the works. Bank will not supply any T&P materials or any other materials required for AMC works. The Bank will make no payment for T&P materials, etc. However, Bank will provide power; water free of cost for works within the premises with prior permission but indiscriminate use will not be allowed. The contractor shall supply, fix and maintain all the scaffoldings, jhulla, T& P etc. at his cost during the execution of any work and remove them as soon as the work is over.
  17. The contractor shall not directly or indirectly transfer, assign and sublet the contract or any part of it.
