[1] Given the significant changes in pay policy since the current Framework was put in place in 2011, we are seeking clarity at present from the Department of Education and Skills on the salary to be paid to retired staff who are subsequently re-hired by an institution. Pending receipt of this clarification, we would advise that the salary paid should be on the basis of 20% of the first point of the pay scale (“new appointee” pay scale if appropriate, as outlined in the Department’s Circular of July 2011 and subsequent circular of July 2014)

[2]The Revised Employment Control Framework June 2011 states under section 3:

3. General Conditions applying to the filling of all posts

a) the filling of any posts under the terms of the Framework should, wherever possible, give priority to the employment of new or recently qualified staff over those who are retired.

b) re-employment of retired staff should occur only in very limited exceptional circumstances.
