MINUTES OF THE PARISH COUNCIL MEETING

Monday 13 June 2011

PRESENT

Councillors – P Murray (Chair), Mrs J Slawson, A Jones, D Jenkinson, Mrs J Burley, P Smith, C Dobson, Mrs S Murray and D Tagg.

APOLOGIES FOR ABSENCE - R Bell I Harper.

ALSO PRESENT – R Smith Clerk to the Parish Council, Burton Mail, N Jenkinson, District Councillors Taylor and Dunn, Mr & Mrs Brazier, PC Magee, PCSO Badham-Spalding and Mr Brearley.

PUBLIC PARTICIPATION
1.  Mr & Mrs Brazier from Woodville Road asked for assistance and advice about their neighbor. They said that they had built on land owned by Mr & Mrs Brazier and some of the boundary fencing was in excess of 2 metres high and in some parts over 4 metres. They also reported that the Police were involved over an incident that occurred recently. The Chair advised that the Parish Council would write to the District Council in respect of the fencing, the County Council in respect of the encroachment on to the public footpath. With regard to the encroachment onto their land the Chair said that they should contact their solicitors. PC Magee said the Police were aware of the incident and he would privately discuss the situation with Mr & Mrs Brazier at the conclusion of Public Participation item.
2.  Mr Brearley reported that some work had been carried out on the lamp post; however he felt that this was only a token attempt to clean up the area. Clerk said he would contact DCC.
3.  Mr Brearley asked if there was any chance of a footpath on part of Manchester Lane. The Chairman said that as far as he was aware the County Council has no intention of putting a footpath on Manchester Lane.

52/11 / POLICE MATTERS
1.  Both PC Magee and PCSO Badham-Spalding indicated that they would try and attend all Parish Council meetings in the future.
2.  Councillor Dobson asked what areas did they cover, they said that they were responsible for the whole of the Parish plus others areas adjacent.
3.  PCSO Badham-Spalding said that recent problems at Goseley had been resolved. However issues around the shops at Salisbury Drive had not been reported to the Police therefore they were unaware of any problems but they said they would now look into them.
4.  As part of their work with SDDC they are looking at supporting the Village Games however additional volunteers were required.
5.  They reported that the ‘Oz Box’ would be back in Goseley on 28 June.
6.  Councillor Smith asked if the Police were aware of the drugs issue at Manchester Lane car park. PC Magee said that they currently had no proof however they will monitor the area. PC Magee suggested that if anyone sees anything then car registration numbers would be very helpful.
7.  PCSO Badham-Spalding said that speed guns had been used recently near to the school in Hartshorne. He also reported that a ‘Dream Scheme’ was to be introduced at Goseley.
8.  The Chairman reported that the ‘tunnel’ at Lincoln Way was being used by youths. The Police said they would look into the matter.
9.  PC Magee reported that a new Neighbourhood Watch scheme had been set up in Tower Road.
10.  The Chairman thanked the Police for their attendance.
53/11 / MATTERS ARISING
1.  The Clerk presented a monthly update on all outstanding matters; this is attached to the minutes.
2.  The Clerk reported that only one application had been received for the outstanding 4 vacancies on the Parish Council.
RESOLVED that Neil Jenkinson is co-opted onto the Parish Council.
3.  Councillor Murray commented that he would contact DCC on the review that is to be carried out on the gritting routes in the area.
4.  The Clerk reported that the District Council has no plans at present to develop the waste land at Guildford Avenue.
54/11 / HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS.
1.  Councillor Mrs Burley reported that the 3 & 3a service had been withdrawn by Arriva Transport. Councillor Bell had received a reply to a petition signed by approx 500 people objecting to the withdrawal. In the letter Arriva said that the reason was due to the withdrawal of funding from the County Council. All councilors agreed that the funding from the County Council was for services provided at weekends and evening. Councillors also queried why the ‘Saver’ tickets were not available to residents on Goseley Estate.
RESOLVED that
I.  the Clerk writes to Arriva asking for a full explanation why the service was withdrawn.
II.  the Clerk writes to Arriva asking why ‘Saver’ tickets are not available.
2.  Councillor Mrs Burley asked when the streets on Goseley Estate would be swept as large amounts of grit still remain on the roads from the winter months.
RESOLVED Clerk to write to DCC.
55/11 / PARISH NEWSLETTER AND WEBSITE
Councillor N Jenkinson reported that if the Police supply crime figures he would put them onto the website.
56/11 / REPORTS FROM OUTSIDE BODIES
Councillor Mrs Burley reported that she had attended the Safer Neighbourhood meeting. She said that no issues were raised affecting the Parish. PC Magee commented that all the recreation grounds in the area still have a high priority with regard to anti social behavior.
57/11 / RECREATION GROUNDS & ALLOTMENTS
The Clerk reported that 3 quotations had been received with regard to the Japanese Knotweed at Salisbury Drive. Because of the urgent nature of the problem he asked if the full Parish Council could resolve the matter this evening
RESOLVED that the lowest tender from H Heath Ltd ne accepted and the Clerk contact them as soon as possible to commence work on the site.

Although the above application is just outside the Parish boundary, Councillors wished to comment on this development.
Councillors were concerned that the proposal is at the Mason Arms which are currently subject to redevelopment therefore the siting of the mast may be affected by the proposed changes. Currently the signals/reception in the area is good, and therefore Councillors are unsure of the need for an additional mast. The proposed mast is to be built at ground level therefore concerns were expressed as to its effectiveness.
