MINUTES
1. Apologies: Councillor Whetstone, Cllr Edwarde, Cllr Smith and Cllr Hatch.
Present: Cllr Colenutt, Cllr Risby and Cllr Higgins.

In attendance: Emma Fulham Clerk to Hartfield Parish Council.
2. Minutes from the meeting on 18 November 2013 and matters arising.
The minutes were duly approved.
Matters arising as follows were discussed:
The paving slabs between shop and Oaklea were reported again and a remedial quote was not forthcoming from ESCC just a difference in costs in percentage terms of 75% increased costs was reported. HPC confirmed this was not acceptable and asked for actual costs in terms of a monetary quote.
ESCC were asked again to report cost of slab versus tarmac to the Hartfield Parish Council.
The history and possible alternatives for the plastic bollards were reported by ESCC and a website for possible alternatives was provided although exact costs were not confirmed. It was also noted the future ongoing costs would be HPC responsibility if they were changed as well as the initial installation cost.

ESCC would also revert with costs for changing plastic bollards back to wooden ones for HPC to review.
HPC also expressed dissatisfaction that ESCC does not seem to comply with same rules in the conservation area that HPC, homeowners and businesses have to comply with to maintain the traditional environment.
30 mph from Upper Hartfieldinto village
This was discussed again and the representatives from ESCC confirmed it was on a long list for approval and HPC requested it was prioritised.
Oaklea sign, Forest Row side loose
Cllr Colenutt confirmed this had been completed.
Yellow lines outside playground bus stop
Ian confirmed a 27 metre clearway would be required 7am-7pm 7 days a week which would mean some parking spaces were lost and a public consultation would be required. The Cllrs would refer this to a HPC meeting and revert to ESCC.
Dropped kerbsnear Haywagon
The Haywagon kerb would be completed after the drain repairs. The Clerk provided details of drain and kerb locations to Richard Cartland to progress the matter.
3. Payback team / clearance footpath Upper Hartfield
This matter has not progressed due to road safety issues.
ESCC confirmed an order was put in for verges to be cleared from the Gallipot to Parrock Lane and that several hedge enforcement letters had been sent to local residents.
ESCC agreed to chase this work up and add the area up to the area near Brian Gow roof supplier from the original area.
ESCC would visit and write to landowners with overgrown verges/ banks and hedges too.
ESCC confirmed that they would not pay or provide traffic control for the payback team.
4. Colestock cross roads
Lines at Colestock cross roads were still faded.
The lines had faded badly and there had been a fatal accident there recently. HPC asked that the lines be reinstated again as a matter of urgency. This was still not completed.
ESCC agreed to action this ASAP.
HPC requested that the junction at Edenbridge Road / Castlefields was also remarked at the same time - ESCC would add to the list.
5. Review of outstanding works
ESCC confirmed all planned works were as per table below. An interim pot hole repair team were providing temporary repairs.
HPC asked for the hole near Castlefields / Rectory Fields to be repaired and that that the chevron was also put back on its posts on the corner coming into the village near Rectory Fields.
ESCC agreed to add to the list for action.

Cllr Risby asked about lowering certain road speed limits on the forest.
ESCC suggested a list was provided by conservators for review.
John Chalke asked if tree works could be undertaken to raise canopy to prevent lorries driving in the centre of the road.
ESCC asked that any low trees of concern be referred to them but a blanket request would not be fulfilled.
