Haley Smith Basketball Team Draft Instructions v12

Prior to starting the draft:

-Review season schedule

  • Practices start week of Nov 27 for ES and MS divisions
  • Regular season schedule will be posted by the end of Thanksgiving weekend
  • Girls teams game sites are HES, Sterling MS, and Sully ES
  • HS division game sites are HMS (8am-2pm), HCC (3-7pm), and if needed, HES (8am-4pm) this year
  • Sat Dec 2: regular season games with ELBL for girls teams; C1-2, B3-4, B5-6, B7-8will have scrimmages and game official/scorekeeper evaluations
  • Sun Dec 3: scrimmages for B9-10 and B11-12; regular season game for G9-12
  • Sat-Sun Dec 9-10: regular season games for all divisions and Cops&Kids Holiday Toy Drive
  • Sat-Sun Dec 16-17: regular season games for C1-2 and boys teams; scrimmage or practice for girls teams
  • No practices or games Dec 18-Jan 1
  • Sat Jan 27: Skills Challenge/All Star Games; New: coaches will pick players from other teams not their own team
  • Playoff schedule not posted until regular season games are completed and rankings are known
  • Sun Feb 18, 25: HS division playoffs/championship game
  • Sat-Sun Mar 3-4, 10-11: ES and MS division playoffs/championship game

-Review coach NCSI background check list and identify any coaches without background check application complete

  • All head coaches, assistant coaches, and managers must submit their background check application before participating in a team practice
  • Only waivers are for assistant coaches younger than 18 years old

-Collect team sponsor agreement and funds from Head Coaches

  • Sponsor agreement must be received by Nov 26 to get names on game shirts
  • Sponsor agreement and funds must be received by Dec 9 or team is not in playoffs

-Review Code of Conduct with all coaches

  • No “visible or audible protests or complaints of game official calls” - use Game Official Evaluation Form to provide feedback to Commissioner
  • Code of Conduct Agreement signed by all players and coaches must be turned in before game shirt will be issued to a coach/player
  • Report coach or player direct technical fouls and player school suspensions to League Commissioner

-Review Player Participation Rules with all coaches

  • New: 2 full quarters for all divisions; all players who arrive prior to start of the game must play 3 quarters before any player on the team plays 4 quarters
  • One warning then penalty for player participation rules violation
  • NotifyLeague Commissioner and scorekeepersbefore game for player injuries or absence from practices reducing playing time
  • Checking with scorekeeper on player participation during time outs or half-time

-Other House Rules changes implemented this year:

  • C1-2: can play zone defense all game
  • B5-6: ball size change to 28.5inch to align with FCYBL
  • Girls teams: see rule document changes to align with ELBL
  • Lopsided game rules: 30pts – running clock 4th qtr; 40pts – warning then penalty

-Appeal of penalties

  • Appeal of penalty issued by a Coach, Game Official, Division Coordinator, or Deputy Commissioner goes to Commissioner
  • Appeal of penalty issued by Commissioner goes to Deputy Commissioner

-Head Coach/Division Coordinator equipment

  • New: equipment sign-out sheet
  • New: Wilson Evolution game balls
  • If you need additional coach supplies (e.g., ice packs) during the season, email Jasmine
  • All equipment must be returned at end of season to keep our costs down

-New head coaches can ask for a more experienced head coach mentor – send email to Commissioner if you want one (e.g., to provide strategy for play line up and feedback on games)

-Prepare team draft worksheets

  • Distribute blank team draft worksheets to coaches
  • Determine order of draft using card draws
  • Update team draft worksheet with coach last names and team names
  • Distribute game shirt color chart and update team draft worksheet with color selected by each team – do not allow teams to have similar colors!
  • Distribute practice night gym allocation sheet and update team draft worksheet with practice location/day/time selected by each team

-Review player information

  • Placement of players in category A(round 1-2), B(round 3-4), C(round 5-6), D(round 7-10)
  • Updated practice nightavailability and player height information gathered at the player evaluation session and/or from parent emails
  • Head Coach’s child(ren) in the same division as the Head Coach (Assistant Coaches’ children must be drafted through normal draft process)
  • High school players coaching a lower level house basketball team (identify their coaching practice night)
  • Siblings in the same division that requested to be placed on the same team and siblings who requested NOT to be placed on the same team
  • Players who received permission to play in an upper level division
  • New registrations or withdrawals

-Dropping players from draft when a division has more players/teams than head coaches

  • First – drop players who did not attend evaluation and have a balance due on registration
  • Second – drop players who attended evaluation and have a balance due on registration
  • If cannot drop all players in first or second category above, drop players based on latest registration date

Draft Rules:

-Coaches are responsible for double checking when a player can not practice beforemaking their selections

-The Head Coach* gets his/her children in their division, but they do not automatically get their Assistant Coaches’ children - they need to draft them early to get them (*There is only one Head Coach per team – no co-Head Coaches)

-Coaches other than the parent-Head Coach determine the category for the Head Coach’s child(ren) and parent-Head Coach may not argue or appeal decision; if coaches are split on ranking, then player is placed in lesser ranking category

-Players whoattendedthe player evaluation are drafted first and are drafted in order by the category (A-D) they were ranked at the player evaluation

-If a player did not attend the evaluation, then the player goes in a hat for random pick/assignment

-During the draft, a timer will be used to keep the draft moving; if a coach does not make a selection within 45 seconds, the draft manager will make the selection for the coach

-Coaches are not allowed to trade players after the draft concludes for their division

At the completion of the draft:

-Division Coordinator turn in the team draft worksheet with coach and team information and player evaluation numbersassigned to each team

-Head coaches pick up their equipment/supplies before leaving and complete equipment sign-out form

-If your team wants upgraded game jerseys/shorts in addition to game shirts, use the website Online Store to order and pay for them

-Watch for email with instructions on emailing team, setting up team site, requesting alternate practice nights, setting up your team’s score sheet for games, etc.

As expected, once the welcome emails go out, requests to start changing team assignments come in.Below are the ground rules for handling requests for player moves once the draft completes:

-Requests for moves because of practice night conflicts:

  • Go back to the player evaluation check-in notes and determine if the parent either said the no-practice night in the original registration or told us during the player evaluation check-in
  • If the parent did neither, then the parent needs to either resolve their family schedule conflict or can withdraw the player (the reason for this hard stand is parents/players game the process by suddenly having a conflict to get their child on the team they want)
  • If the parent did tell us and we made a mistake during the draft, work with your Division Coordinator to identify a player swap for a player drafted in the same round (no multiple swaps; a single, one-for-one swap based on an equal draft round pick; no re-debating on whether the players were really equal round picks or not)

-Requests for adds/moves because of playerwithdawlsto re-balance teams:

  • If a team as a result ofparent-initiatedwithdrawlgets down to 6 or fewer players, the Division Coordinator will work with coaches to identify a replacement player from an equal or later draft round of another team or a player to add to the team from the waitlist
  • No multiple swaps – only a single replacement based on an equal or later draft round pick; No re-debating on whether the players were really equal round picks or not

-All other add/move requests will be denied unless there are extenuating circumstances (e.g., radically unbalanced teams despite best efforts at draft)

-Submit move requests to the League Commissioner for approval and he will instructthe Registrar to make the move(s)
