HAEMOPHILIA FOUNDATION RESEARCH FUND

PART ONE - STATEMENT OF CONDITIONS

1.Preamble

Throughout their respective histories Haemophilia Foundation Australia (HFA) and State and Territory Foundations have initiated or provided financial assistance for haemophilia research projects.

In 1990 the Medical Advisory Panel, which at that time was auspiced by HFA (MAP became an incorporated body in 2000 and is now known as Australian Haemophilia Centre Directors’ Organisation), requested the HFA Council to provide funds for Australian based research.

The HFA Council conducted a special fundraising campaign within the framework of its Resource Development Program, for the purpose of establishing the Haemophilia Foundation Research Fund (hereinafter referred to as The Fund).

2.Haemophilia Foundation Research Fund

(a)The Fund is a Special Fund under the control and financial management of HFA, created for the purposes of haemophilia research in Australia. Haemophilia research for the purpose of The Fund includes research in the areas of von Willebrand disorder and other related coagulation disorders.

(b)The Fund is a Capital Fund from which 25% of the capital base on hand at June 30 each year may be used to promote and support Australian based medical and social research. The Fund is to remain open indefinitely for the purpose of receiving donations.

Donations directed to the Fund and made payable to Haemophilia Foundation Australia are tax deductible.

3.Objectives of The Fund

The objectives of The Fund will embrace research in any field of haemophilia.

(a)To promote and support research in Australia on haemophilia including, but not limited to:-

iProjects concentrating on the causes and prevention of haemophilia.

iiApplied research where results are likely (in the foreseeable future) to directly assist people with haemophilia.

(b)To provide funds to non-profit organisations or institutions, including HFA, Member Foundations and Haemophilia Centres, providing such funds are exclusively applied to the purpose of promoting and supporting medical and social haemophilia research in Australia.

(c)To establish and grant fellowships, scholarships, bursaries and grants in aid, for the purpose of promoting and supporting haemophilia research in Australia.

(d)To promote and support the presentation of lectures, seminars, conferences and classes calculated to advance, encourage and promote haemophilia research in Australia.

(e)To maintain a national register on haemophilia research in Australia.

(f)To support and evaluate pilot projects designed to initiate new services or update existing services provided for people with haemophilia and their families.

4.Haemophilia Foundation Research Fund Committee

(a)The Haemophilia Foundation Research Fund Committee will comprise of the Australian Haemophilia Centre Directors’ Organisation Research Sub-Committee, one representative from the Australian Haemophilia Nurses' Group, one representative from the Australian Haemophilia Counsellors’ and Social Workers’ Group, one representative from the Australian and New Zealand Physiotherapy Haemophilia Group, and a representative of HFA Council.

(b)The Haemophilia Foundation Research Fund Committee shall be an advisory committee to HFA Council on all matters related to the objectives of The Fund.

(c)Haemophilia Foundation Research Fund Committee shall convene for the purpose of dispatching business related to The Fund.

(d)Applications for grants and fellowships shall be considered by the Haemophilia Foundation Research Fund Committee and shall be assessed by at least two Research Assessors, appointed by the Committee, who shall have extensive experience in research and special knowledge of the disciplines covered by the application(s).

(e)Research Assessors shall advise the Haemophilia Foundation Research Fund Committee on the merits of applications received, and their suitability or otherwise for the provision of a fellowship or project grant.

(f)All communication between the Research Assessors and the Haemophilia Foundation Research Fund Committee shall be and remain confidential.

(g)Haemophilia Foundation Research Fund Committee shall make recommendations to the Australian Haemophilia Centre Directors’ Organisation and, subject to endorsement by the Australian Haemophilia Centre Directors’ Organisation the recommendations shall be submitted to HFA Council for final approval and decision about funding.

PART TWO - APPLICATION GUIDELINES

(a)Applicants must be Australian residents, hold appropriate qualifications, and have substantial experience and proven ability in research.

(b)Where the applicant is the member of the staff of an institution or organisation, the applicant must have written approval of the responsible officer of the said institution or organisation.

The Fund will accept any of the following as responsible officers of institutions:- Registrars of Universities, Directors of independent institutions and Chief Executive Officers of hospitals and other organisations.

(c)Where the applicant is a member of staff of an institution or organisation, all communication to and from The Fund relating to applications for grants, the award of grants, conditions associated with grants and payment of grants, shall be through the responsible officer of the organisation or institution.

(d)The award of any Fund grant is subject to the formal acceptance of the grant and conditions associated with the grant by the recipient of the grant, the Head of Department where the work will be carried out, and the responsible officer of the institution or organisation.

(e)Renewal of a grant is subject to the same procedures as for the original grant and should describe in detail the progress made in relation to the aims of the existing grant.

(f)Selected applicants may be required to attend an interview.

(g)Decisions by HFA Council based on advice received from the Haemophilia Foundation Research Fund Committee are final and without appeal. HFA Council is not bound to give reasons for the rejection of any application and will not enter into correspondence concerning such rejection. Rejection of an application does not preclude the re-submission of the application (as previously presented or modified) in a subsequent year.

Payment of Grants

(a)Grants are given as a fixed sum and for a specified period. Under no circumstances will the approved sum be varied as the project proceeds.

(b)All grants are subject to funds being available and the Fund is not bound to make any awards in any calendar year. This will enable special campaigns to take place to raise funds necessary to maintain or increase the capital base of The Fund.

(c)Payment of money in respect of any grant shall be upon the terms and conditions specified in the grant. Where the applicant is a staff member, payment will be made to the institution or organisation. Payments through institutions or organisations shall normally be half-yearly, in advance. Applicants not associated with an organisation or institution shall normally receive payments monthly in advance. A tax invoice for payment is to be forwarded to The Fund.

(d)The Fund must be notified immediately a grantee to which a grant is paid, leaves an institution or organisation. When a grantee leaves before the expiration of that grant, the grant may be terminated or transferred at the discretion of The Fund.

(e)Grants which have not been expended or committed by the recipient at the end of the specified period shall be refunded, except where the Fund approves the money being carried forward.

(f)Grants will be used solely for the purpose for which they were approved. Failure to carry out the research project in the terms of the grant shall be a breach of conditions of the grant and the institution, organisation or individual shall be responsible for refunding part or all of the money already granted and any further payments will be terminated.

(g)The grant will be terminated if in the opinion of The Fund the research for which the grant is approved is not being carried out with competence, diligence and scientific honesty.

(h)Each institution or organisation will undertake to provide all necessary overhead expenses and institutional or organisational maintenance charges and no portion of the grant shall be applied to these purposes.

(i)Except as provided by the following clause, all taxes, duties and government charges imposed or levied in Australia or overseas in connection with the performance of this grant shall be borne by the institution or organisation.

(j)The grant payable will include a GST component to cover liability for Goods and Services tax (“GST”). A tax invoice must be issued by the grantee to The Fund.

(k)The grantee shall be responsible for seeking from the Collector of Customs, entry under customs by-laws of equipment purchased outside Australia. The Fund shall be informed by the grantee, institution or organisation, prior to placing an order for equipment if customs exemption has not been granted.

(l)Any discovery arising out of projects supported by The Fund shall not be the subject of an application for patents without the prior written approval of The Fund and the agreement of the institution or organisation in which the work is carried out.

(m)Intellectual property resulting from funded research usually belongs to the institution or

organisation and must be handled in the public interest.

(n)Ethical Consideration in Human Experimentation

Safeguarding the rights and welfare of human subjects involved in research supported by The Fund is the responsibility of the grantee. Any human experimentation shall be conducted in accordance with current requirements of the NHMRC Statement on Ethical Conduct in Research Involving Humans and Supplementary Notes. An applicant for a grant in which human experimentation is proposed must obtain certification from an appropriate body (Ethics Review Committee) that the project will be conducted in accordance with the principles laid down in the above noted NHMRC statement.

(o)Code of Practice for the Care and Use of Animals in Research in Australia

Maintenance of high standards for humane treatment and welfare of animals used in research projects is the responsibility of the grantee. Research involving the use of animals shall be conducted in accordance with the current Australian Code of Practice for the Care and Use of Animals for Experimental Purposes and any supplementary notes adopted by NHMRC. Such applications submitted for support should bear evidence of being acceptable to the Ethics Committee of the particular institution.

(p)Publication of Results

Recipients of grants from The Fund are expected to make their results available through the usual scientific channels. Recipients shall not make public the results of their research through any other channels without the prior written approval of The Fund. Grantees may indicate their status as recipient grants in scientific publications and programs of scientific meetings, but not in any other public connection.

All publication of results arising from projects assisted by The Fund shall state prominently that the work recorded was carried out with the assistance of The Fund. Two reprints of any journal publication and one copy of any monograph or book on the work shall be delivered to The Fund.

(q)Responsibility of the Grantee

Any individual, institution or organisation accepting a grant from the Fund accepts full responsibility and legal liability for any act or acts related to, or arising from, any project supported by The Fund and The Fund shall not be responsible or liable for such act or acts in any way.

(r)Reports

The grantee shall provide a progress report six months after the grant is made, and furnish a further report to The Fund not later than 28th February of the year following that for which the grant has been given, or at such other date as specified in the award procedure. The report will include a list of the previous year’s publications arising from the grant.
