Guideline for Application, Admission and Registration Process

Objective and Scope

Article 1- The aim of this guideline is to determine application, admission and registration requirements for associate degree or undergraduate degree international students whose quota has been approved by Turkey Council of Higher Education.

Article 2- This guideline is prepared as per;

General Principles

Article 3- Requirements for Applicants

a)  The applications of those who fulfill the following requirements are accepted on condition that they are at the last year of their high school education or a high school graduate.

1.  Have foreign citizenship other than Turkish Republic

2.  Be Turkish citizens by birth but left Turkish citizenship with the approval of Ministry of Internal Affairs, and those who officially certify that that they have the certificate of leaving Turkish Citizenship, and their children under 18 who certify that they hold the document regarding the Use of Rights provided by the Law of Turkish Citizenship. (As stated in the 7 th article of 5901 numbered Law of Turkish Citizenship: A child of a Turkish father and mother is regarded as Turkish citizen whether or not born in Turkey. It is advised that all applicants read the Law of Turkish Citizenship carefully)

3.  Gain the right of subsequent citizenship while holding another foreign citizenship, and those who hold double citizenship along with Turkish Republic.

4.  Hold Turkish Republic citizenship but received secondary education completely in a foreign country (including Turkish medium schools) other than North Cyprus Turkish Republic.

5.  Hold North Cyprus Turkish Republic citizenship and who also reside in North Cyprus Turkish Republic, who completed their secondary education in North Cyprus Turkish Republic but received education at high schools/colleges in other countries between 2005-2010 and who hold or will hold test results of GCE AL.

b)  The applications of those who;

1.  hold Turkish Republic citizenship and completed secondary education in Turkey or North Cyprus Turkish Republic

2.  hold North Cyprus Turkish Republic citizenship ( except for the ones who completed their secondary education in North Cyprus Turkish Republic but received education at high schools/colleges in other countries between 2005-2010 and who hold or will hold test results of GCE AL.)

3.  hold double citizenship but Turkish Republic as the first citizenship as defined in Article (a/2) above. (excluding the ones who received secondary education completely in Turkish medium schools in a foreign country other than North Cyprus Turkish Republic)

4.  hold double citizenship one of which is North Cyprus Turkish Republic.

5.  hold Turkish citizenship or those with double citizenship but Turkish Republic as the first citizenship by birth and received high school education in Turkey at foreign high schools under the body of Embassies in Turkey.

are not accepted.

APPLICATION

Article 4- All the explanations regarding the application procedure is available at Kocaeli University web site. Applicants should send the documents to Kocaeli University, Directorate of Student Affairs by post or applications can be made personally. A student cannot make more than 10 choices. For applications by post, the delays caused by the post service are not taken into account. Applications to departments/programs that admit student by aptitude test, should be made personally to the related Faculties, Schools or Vocational Schools.

4.1 Documents Required for Application

1.  Application Form for Foreign Students. Only one application form, which is available on www.kocaeli.edu.tr, is enough even you apply for more than one program of different faculties, schools and vocational schools.

2.  Original Copy of High School Diploma and a Copy of the Diploma in Turkish Language officially approved by Notary or the Consulate is required in the process of enrolment.

3.  Transcript of Records. An official transcript supplied from High school directorate showing all the grades and courses of the applicant and approved by Notary or the Consulate. If the transcript is in a language other than Turkish, a translated copy shall also be provided with the original one.

4.  An officially approved copy of one of the following test results:

a.  An official SAT1 certificate with a total score of at least 1000 out of 1600 in the combined "Critical Reading" and "Math Reasoning" tests and at least 550 "Math Reasoning" score

b.  A maximum overall score of 3 in the ABITUR exam (A maximum overall grade of 2 for Faculty of Medicine and Dentistry)

c.  A maximum overall score of 3 in the MATURA exam (A maximum overall grade of 2 for Faculty of Medicine and Dentistry)

d.  A score of A at least in 3 subjects in GCE (A level) exam, at least one of which is required to be related to the applied field

e.  Minimum Composite 24 points from ACT ; Math and Science Reasoning parts included

f.  At least an average of 90 points including all subjects Scientific Stream from Tawjihi exam, held in Jordan and Palestine.

g.  A minimum 15 grades of diploma average from Scientific Stream part of "Baccalaureate Libanais" examination held in Lebanon.

h.  A minimum of 30 grade of diploma average and having an international Bachelor's Degree.

i.  For Faculty of Medicine, Dentistry and Engineering; a score of at least 190 out of 240, for other programs a score of at least 175 from Al-Shahada- Al Thanawiyya (Baccalaureate) Scientific Stream parts, held in Syria.

j.  Minimum 12 grade point average for French Baccalaureate.

k.  A minimum score of 540 over 750 from Gaokao exam held in the People's Republic of China.

l.  A minimum score of 50 for Faculty of Medicine, Dentistry and Engineering and a minimum score of 45 for other departments from Indonesia UAN examination.

m.  A certificate of central university entrance exam from TQDK examination held in Azerbaijan with a minimum score of 550 over 700 in the related career field applied for.

n.  A grade certificate of minimum 2 from each of the 6 subjects or maximum 9 from 6 subjects in total from West African Examination Council (International) Senior School Certificate Examination (WAEC - SSCE) which is held in countries such as Gambia, Ghana, Liberia, Nigeria, etc.

o.  A minimum GPA of 15 in Scientific Stream in Baccalaureate Diplomas used in African countries.

p.  A score of minimum 70 out of 100 from Foreign/International Student Admision tests held in Turkey.

5.  A copy of identification pages of the passport translated into Turkish language and approved by Notary or Consulate.

6.  1 passport size photo.

4.2.Validity Period and Features of the Documents:

a. The applicant of students who do hold test results other than the ones mentoned above in article 4.1 /4, are evaluated by a commission appointed by Kocaeli University Senate.

b. The results of tests to be used in the admission of International/ Foreign students and specified by Committee of Higher Education and also used as a high school degree such as; Abitur, International Baccalaureate, GCE Tawjihi are perpetual, however university placement tests such as; SAT, TSC, etc. are valid for two years.

c. Applications with incomplete documents will not be evaluated.

4.3 Application Fees and Dates

The details are announced at the web page of Kocaeli University.

As per 04.09.2013 dated and 57802651 numbered official declaration of Committee of Higher Education Directorate and as per the regulations specified by Committee of Higher Education; Syria citizens, Blue Card Holders, Turkish Republic citizens who completed all their secondary education in a foreign country, including Turkish Schools, in a country other than North Cyprus Turkish Republic, those who continue their education at regular programs (day time programs) and distance learning programs within the academic period, those who register for the first time do not pay any fee. Their fees are paid from the budget of “Turks Abroad and Related Communities”. Students who are already registered in a regular program or a distance learning program, but cannot graduate within the specified academic period need pay school fees. Those who are already registered or who want to register in evening programs need to pay their school fees.

In addition; all the expenses of Afghan students such as, scholarship, dormitory, etc. are meet by the government of Afghanistan.

4.4 Keeping and Returning Application Documents

Kocaeli University, Student Affairs Office is responsible for keeping application documents and returning them to the owner if they decide not make any registration.

EVALUATION of APPLICATIONS

Article 5- Evaluation of applications and placement of applicants are carried out by Kocaeli University. Kocaeli University is free to fulfill or not to fulfill its quota. Meeting the requirements for application does not mean being accepted all the time. The applicants are placed by a commission appointed by Kocaeli University. Applications to the programs which accept students by aptitude test should be made personally to related faculties, schools or vocational schools.

The applications to our office for the programs which accept students by aptitude test are evaluated on the basis of aptitude test directories.

5.1  Objection to the Evaluation Result

A student can object to the evaluation results in written ways within two working days with letter of request submitted to Student Affairs Office, asking the commission to reevaluate his/her application. The commission reevaluates the application and informs the students if there has been a mistake or not.

Turkish Language Proficiency

Article 6-

1.  Turkish Language Proficiency level of the students who do not hold certificate from TÖMER and who are not a graduate of Turkish high school are given a language test by Kocaeli University, Turkish Language Department. Those who fail in this exam are regarded as “on leave” for one year to improve their Turkish language and the next year they are given a test once more. They can start education as long as they certify their Turkish Proficiency.

2.  TÖMER certificates provided from foundation universities are not accepted in application. The minimum grade for TÖMER certificates provided from state universities is 80.

Language of Education

Article 7- Language of instruction is Turkish at Kocaeli University. Applicants of programs which require one year compulsory English preparatory class are given an English Language Proficiency Test by School of Foreign Languages. Those who fail the test have to take one year long English preparatory class and continue their education on condition that they pass English Proficiency Test.

Announcement of Application Results

Article8- The results of applications are announced at Kocaeli University web site and the applicants are also informed about the results with a letter. If their application is accepted, a letter of acceptance or an equaling document is sent to the applicants. Applicants are required to get a student visa from Turkish Republic Embassy with this acceptance letter.

REGISTRATION

Article 9-Registration procedures are carried out by Department of Student Affairs.

Documents required for registration:

1.  Original copy of high school diploma and an officially approved copy by Turkish Republic Embassy, Consulate or Notary.

2.  “Certificate of Equivalence” provided from Turkish Republic Ministry of National Education or from Turkish Republic Embassy, Consulate showing that the diploma is equal to the ones provided from Turkish high schools.

3.  Original transcript and a copy of it in English or Turkish, approved by the Turkish Embassy or Consulate in your country.

4.  Original copy of test results and an officially approved copy by the Turkish Republic Embassy at your country or by Notary.

5.  A Turkish translated copy of the page(s) related to identification parts which is officially approved by Turkish Republic Embassy, Consulate or Notary.

6.  Payment receipt of fee provided from the bank. (The amount is determined by the Borad of Ministers each year before the academic year starts.)

7.  An official proof that the student has the required financial power to receive higher education – a bank account of 3000 Turkish Liras, and salary document or a written guarantee by the people with whom the student will reside if any.

8.  Student visa provided from Turkish Republic Embassy in your country.

9.  TOEFL test result (If any)

10.  TOMER test result (If any)

11.  Tax ID number which can be supplied from any Tax Office around Turkey.

12.  6 Passport size photographs. (4x6 cm)

13.  Those who are eligible to register at Faculty of Fine Arts -Department of Acting, School of Physical Training and Sports, School of Medicine, Departments of Midwifery and Nursing at Kocaeli School of Health shall provide a committee health report from fully certified health institutions such as; Faculty of Medicines or State Hospitals.

Education and Training

Article 10- Foreign students are subject to Kocaeli University Associate and Undergraduate Degree bylaws.

Effective Date

Article 11- This directory is effective after the approval of Kocaeli University Senate.

Enforcement

Artcile 12- This guideline is enforced by the Rector of Kocaeli University.
