GUIDANCE ON SUBMITTING A STATEMENT TO THE LCR COMBINED AUTHORITY

  • At each Ordinary Meeting of the Combined Authority there will be an opportunity for Members of the Public to submit statements to the meeting. Members of the public addressing a meeting will be permitted to speak for up to 5 minutes. There is a deadline set for the receipt of statements to be submitted to each meeting. The following table sets out the date of each scheduled meeting and the latest time for the receipt of questions for that meeting:-

  • Statements will be considered in the order that they are received so it is important that you submit any statements as soon as possible. The Metro Mayor may group together similar statements.

SUBMITTING YOUR STATEMENT

  • Statements submitted must be in a writtenformat.
  • When submitting a statement please ensure you include:-

1.The date of the meeting at which you wish to ask the question;

2.Your name, address and telephone number; and

3.If available, an e-mail address.

  • Please also indicate whether you live, work or are being educated in the Liverpool City Region.
  • Whilst you will be given the opportunity to read out your statement at the meeting, if you feel that you may not be able to do so, or you need other assistance, please contact Trudy Bedford on 0151 443 3365 or 0151 330 1330 to discuss.

PREPARING YOUR STATEMENT

  1. Your statement should be concise.

2.If your statement relates to the following matters it will not be considered by the LCR Combined Authority:-

  • Matters which are not directly related to the Combined Authority’s functions;
  • Matters which do not directly relate to the Liverpool City Region;
  • Matters which are better addresses to a Constituent Council (or another relevant public authority);
  • Matters outside the remit of the Committees of the Combined Authority;
  • Matters which concern an individual’s circumstances where it would be inappropriate for details to be aired in public;
  • Any business or contractual matter considered to be under negotiation or otherwise commercially sensitive;
  • Any matter that may require the disclosure of confidential or exempt information;
  • Allegations against individual members or officers of the Combined Authority, its Committees or a Constituent Council (in these cases the Combined Authority or relevant body’s); or
  • Any defamatory, frivolous or offensive submissions.

VALID STATEMENTS

  • Once received your submission will be looked at in the light of the above requirements. If there are any doubts as to the validity of your submitted statement you may be contacted by an officer of the Combined Authority. An opportunity may be provided for you to amend the wording of the submitted question to make it valid.
  • If your submission is considered to be invalid you will be contacted with the reasons for it not being submitted to the Combined Authority.
  • If your submission is considered valid, it will be included on the list of statements to be submitted to the meeting and you will be invited to attend the meeting. The list will reflect the order in which the questions were received.
  • If you are unable to attend the meeting your statement will not be read out on your behalf.
  • You may withdraw your statement at any time prior to the meeting at which it is due to be considered. If you subsequently discover you are unable to attend the meeting please contact the Committee Services Section.

AT THE MEETING

  • Copies of all valid statements will be made available to those present at the meeting.
  • The Metro Mayor will refer to the list of valid statements and will ask in turn each member of the public to stand and read their statement.
  • When reading the statement you must not deviate from the text of your agreed submission.
  • If you are not in attendance at the meeting your statement will not be read out. However, copies of it will be shared with the Members of the LCR Combined Authority and in the public gallery.
  • You should expect to receive a written reply within 10 working days of the meeting.
