1. / APOLOGIES. Graham Macpherson.
In the absence of the chairman the meeting appointed Marion Roberts to take the chair.
2. / INTERESTS. In accordance with the adopted code of conduct 2007. Nigel Robinson declared an interest in agenda item 9.
3 / MINUTES. RESOL That the Chairman of the Council is authorised to sign the minutes of Council meeting, 10 January 2011
4 / MATTERS ARISING. Council meetings. The halls have been booked for 2011/12. Emergency planning is agenda item 12.
5. / COMMITTEE MINUTES. RESOLVED: That the minutes of the planning committee are received held 29 December 2010 and 7 February 2011.
6. / PUBLIC PARTICIPATION. Our District and County councillors reported that council tax would not be increased for 2011/12. That there would be no compulsory redundancies at Rother DC. That collaboration with other local authorities was proceeding and will result in significant savings.
7. / FINANCE.
1.  Bank reconciliation. RESOLVED: That the bank reconciliation dated 01 March 2011 is approved
2.  Approve payments. RESOLVED: That the following cheques are approved for payment. DS Beaney bus shelter removal £450.00. P Brown £1.95 stamps £2.50 ream A4 paper. Three Oaks village hall hire 14.03.11 £8.75.
8. / ROADS AND TRANSPORT. PCSO Sharon Eldridge reviewed the current priorities. Speeding remains the top priority. Fly tipping and other anti-social behaviour becomes the next priority followed by the fear of burglary.
The parish can borrow the Speed Indicator Device As soon as we have some volunteers, a minimum of three. They have to undergo half a day training and insurance will have to be clarified. We can also borrow the speed gun (same stipulations) but as these are often in use by the PCOs we could consider co-operating with adjoining parishes to obtain our own. Parishioners should also be encouraged to report speeding or offending drivers on the “Operation Crackdown” website.
Guestling Scout Group have received £450 from the police priority fund.
9. / THREE OAKS CAR PARK. Cllr Robinson declared an interest and left the room for this item. RESOLVED: The parish council planning committee will consider any future application.
10. / GRIT BINS AND ROCK SALT. No decision was taken but the issues will be further considered when creating a parish emergency plan.
11. / QE2 FIELDS CHALLENGE. More information will be sought from Rother DC. / Evans
12. / EMERGENCY PLAN. Further information has been supplied by Mr Sharrod of Rother DC. RESOLVED: The acting clerk will start compiling information. The project will be passed on to the new council / Brown
