Job Title: Pedal Power Coordinator, North East Wales
Location: Groundwork North Wales, Wrexham office
Responsible to: Health Manager, North East Wales
Responsible for: Support and supervision of volunteers.
Length of contract: Permanent subject to the continuation of funding
Number of hours per week: 37.5 hours per week
Salary: £24,603 + benefits
Pension: On completion of a satisfactory 6-month probationary period the post will become pensionable. Groundwork North wales will pay 7.5% of salary into a Stakeholder Pension Scheme.
Background
This is a joint funded position to work on the delivery and development of Pedal Power across North Wales. It will consist of 3 days delivery at Alyn Waters, 1 day delivery at Chirk and some cover at Rhydymwyn. The remainder of the time will be development of the projects. The position involves working with individuals of all abilities using specialist bicycles, identified to meet their needs.
The Pedal Power Steering Group supports the development of this service which consists of representatives from WCBC and Local Health Board, who will continue to support and guide.
Purpose of the job
To work with partners throughout Wrexham and across North Wales to promote and co-ordinate the use of the specialist cycles to improve the health and lifestyle of the target group. Ensure that the users of the bikes have received the required health checks, and are fully inducted on the use of the bikes adhering to all health and safety. Carrying out and recording maintenance on all bikes and recording usage of the bikes.
This post will report to the Health Manager, North East Wales, will include working occasional Saturdays and be part of the Health Team in Wrexham.
To meet the funding needs of the current funders (WCBC, LHB, Pfizer) submitting reports when requested.
Summary of main responsibilities
Health and Safety:
· To carry out regular risk assessment on individuals ensuring suitability of bikes
· To carry out regular risk assessments of all biking routes used and compliance with insurance conditions.
· Ensure that the cycles are correctly maintained and are safe to use. Keeping maintenance records up to date.
· To ensure that the correct bikes are identified for each individual and relevant adjustments are made to each bike for safe cycling.
· To ensure the safe and enjoyable use of the bikes. Accountable for safety and welfare of the service individuals throughout the activity session
Service users:
· To develop the programme in line with the needs of the users.
· Maintain client interaction and constant record of those attending.
· To adhere to data protection policy in maintaining confidential records in relation to volunteers and clients, including CRB checks and health questionnaires.
Monitoring and Development:
· Recruit, support and train suitable volunteers to assist in the delivery of the scheme.
· Develop and deliver the annual and long term Business Plan for the service taking account of both the financial and qualitative factors that underpin the service.
· Liaise with Health professionals in order to establish the service as a wider referral option for patients in the health care system.
· Develop a network of contacts with statutory sector agencies in order to promote the service towards achieving sustainability.

· Develop a marketing strategy to increase the use of the site to the wider population, to include bike hiring, maintenance courses, and bike skills.
· To work with the Health Manager in the upgrading and development of the evaluation and monitoring process used. To carry out thorough monitoring of the project
· To report regularly to the Health Manager on the progress and development of the project.
· To liaise closely with the Pedal Power Steering Group Members including the Country Park Ranger, physiotherapists and GP referral officers and other parties as appropriate
· To manage own budgets in order to meet the business and develop new income streams to ensure the sustainability of the service.
· To promote cycling as a means of transport, exercise and enjoyable leisure activity
· To run the Cycling project at Chirk once a week until 30th September 2012

· Conditions of Service
The appointment will be made subject to the Groundwork North Wales detailed terms and conditions of employment. Candidates should be aware that:
a) The offer of appointment will be made subject to the receipt of satisfactory references.
b) This position is subject to the Criminal Records Bureau check.
c) This post is permanent subject to the continuation of funding
d) The person appointed will be subject to a probationary period of 6 months, with an interim review at 1 and 3 months and a final review at 6 months.
e) The postholder will be required to give one months notice to terminate the appointment.
f) The working week is 37.5 hours and flexibility is required where some of these may be outside the normal working day i.e.: at evenings or weekends. Groundwork North Wales operate a flexi system.
g) The holiday entitlement will be 25 days, plus 3 concessionary days between Christmas and the New Year, plus Bank Holidays. If part time these will be on a pro rata basis.
h) A full driving licence is essential and the postholder will be required to provide a vehicle for use in connection with his/her work.
i) Groundwork North Wales operate a no smoking policy within its premises.

Essential
/ DesirableKnowledge & Experience
(Skill/Qualifications) / · Educated to HND / Degree level or equivalent or experience of working on similar projects.
· Experience of working with adults and children with learning disabilities, physical disabilities and or mental health.
· Passion for cycling and outdoor experience.
· Competent and experienced at riding bikes and outdoor activities
· Previous health sector or community development experience
· Competent in Microsoft packages including Word, Excel and PowerPoint
· Full clean driving licence
· Bike maintenance knowledge and experience. / · Health and safety training including First Aid (training provided if necessary)
· Appreciation and understanding of Welsh heritage and culture
· Level 2 coaching qualification or commitment to achieve within 6months
