EDA AWARD NO. 01-01-14139

The Pease Development Authority (PDA) will receive clearly marked and sealed bids for The Economic Development Administration (EDA) Award No. 01-01-14139, Building Demolition, 80 Rochester Avenue, until 10A.M. Local Time onOctober 11, 2012, at the Pease Development Authority, Engineering Department, 55 International Drive, Pease International Tradeport, Portsmouth, New Hampshire, 03801, at which place and time all bids will be publicly opened and read aloud.

The work under this contract consists of Abatement for Asbestos and Hazardous Building Materials from, and Demolition of the former Air Force Supply Warehouse located at 80 Rochester Avenue, Portsmouth, New Hampshire.

A copy of the contract documents for the work may be obtained from Infinite Imaging, 933 Islington Street, Portsmouth, NH (603-436-3030) when paid for by cash or credit card. This is a non-refundable fee. In order to be eligible to bid on this project, the contactor must be on file as a plan holder with Infinite Imaging.

A pre-bid meeting is scheduled for September 25, 2012 at 2 PM so Contractors are informed about existing conditions and limiting factors that could affect the price.

Each bid shall be accompanied by a bid security in the amount of five (5) percent of the value of the bid in the form described in the Information for Bidders. Surety companies executing bonds must appear in the Treasury Department’s most current list (circular 570 as amended) and be authorized to transact business in the State of New Hampshire.

The successful Bidder must furnish a Performance Bond and a Payment Bond each in the amount of 100 percent of the Contract Price, for the faithful performance of the contract. No bidder may withdraw his/her bid within sixty days after the actual date of the opening thereof.

All work of the contract shall be completed within 180 calendar days after execution of the contract. Liquidated damages shall be charged the Contractor in the amount of Five Hundred Dollars ($500.00) per calendar day for every day the work remains uncompleted after the established completion date.

Any contract or contracts awarded under the Advertisement for Bids will be funded in part by a grant from the U.S. Department of Commerce - Economic Development Administration (EDA). The total amount of federal funding included in the project financing will be $400,000 which represents a portion of the total project costs to include design, construction, project inspection and management of the project. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this advertisement or any resulting contract.

The Disadvantaged Business Enterprises (DBEs) policies of the Pease Development Authority are applicable to the total dollars paid to the construction contract. The construction goal for this project is a minimum of five point zero (5.0) percent participation. Additional information on the policy and requirements of bidders are contained in the bid documents. Failure to comply with these requirements may be deemed to render a proposal non-responsive.

Minimum Wage Rates as determined by the Secretary of Labor in accordance with subchapter IV of chapter 31 of title 40, United Stated Code (The Davis Bacon Act), as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract.

Employment conditions, subject to Executive Order 11246 (EEO Requirements), as amended, apply to this projects Contractor and all Subcontractors.

The PDA reserves the right to waive any informality in,to reject any or all bids and to accept the bid in which the PDA deemsis in its best interest to do so. No bidder may withdraw his/her bid for a period of sixty days after the actual date of the opening thereof.
