3. Project Purpose – Problem Being Addressed: TRIOR2 addresses two problems: the condition of the San Joaquin River System and public knowledge and concern about its condition. The CALFED Watershed Program was established to help achieve the California Bay-Delta Authority’s goal to restore ecological health and improve water management by working with the community at a watershed level. It is essential that the public served by the Bay–Delta system is aware of the system as a vital public resource and supportive of the Authority’s investments in its viability.
In order for this to happen, communities must first be aware that there are problems, and then choose to contribute to solutions to those problems. Phase 1 of the project used surveys to gauge the public’s awareness of the San Joaquin River in Fresno and Madera Counties, and a media program to increase that level of awareness in the two counties. TRIOR2 will again use public opinion research to gauge awareness of the San Joaquin River, but in a larger area—nine counties instead of just two. The results of the surveys will help direct the focus of outreach and community education. The goal is to provide information that is effective at educating a larger community about San Joaquin River issues, and the restoration planning efforts currently underway by various stakeholder groups.

a. Short-term Goals: Assessment of residents current knowledge about restoration planning efforts on the San Joaquin; targeted education program designed to increase residents knowledge about the current conditions and restoration planning efforts in progress.
b. Long-term Goals: Increased number of students and community members familiar with the conditions of the nearest reach of the San Joaquin River or tributary and restoration plans in their area.
