TheCommitteereviewedthecurrentRegulationsandmadeseveralrecommendationsincluding:-

Mr.EdisonisthenewGeneralManagerfortheSalmonidInterpretationCentreandSangerMemorialPark. HegaveCouncilanoverviewofERMA'splansforthecomingyearincludingasnewStrategicPlan,lookingatwaystoincreaserevenue,andnewmarketinginitiatives. CommunityProfileUpdate

TheEconomicDevelopmentOfficergaveabriefoverviewofthestatusoftheCommunity Profile. Theprojectisprogressingwellandisabouteighty-fivepercent(85%)complete.Saltwire Network willproduceonehundred(100)copiesofthisprofileandwewillalsohaveadigitalcopyavailableontheTown's

website. ThedraftdocumentswillbereadyforCouncil'sreviewshortlyanditshouldbecompleted bymid-May.

StrawberryGreenhouses

TheCommitteereviewedaproposal fromalocalresidenttoestablishseveralstrawberry greenhousesinthecommunity.Theproponent isintendingtooperateyearround. Staffwillfollow upwiththisinitiative andreportbacktoCouncil.

WayForwardTimberRights

TheCommitteediscussed theProvince'scun·entTimber AllocationProgram. Council discussedthisissueandareconcerned thattheallottedamountoftimberpromised whenthemillclosedmaynotbeavailable totheareaifthetimberisgranted tooutside interests.

TheCommitteerecommendsthatstaffreviewthedetailsonthetimberallocationandharvest levels. Weneedtounderstand howtheincrease inallocation willimpacttheavailable timberfordevelopmentopportunitiesinCentralNewfoundland. WhentheAbitibiMillclosedin2009,Governmentcommitted asignificanttimberallocation forfuturecommercialdevelopmentforthisregion.

GenomicsResearch

TheTownofGrandFalls-WindsorthroughtheEXCITECorporationwillbehostingaCollaborativeConferenceinJune,foranewresearchprojectfocusedonthe"anxietygene". ThisisacollaborationoftheTownofGrandFalls-Windsor,CentralHealth,DalhousieandMemorialUniversity.

MealsonWheels(MOW)

TheMealsonWheelshasbeencompleted. ThepilotwassuccessfulandtheMealsonWheelsGrandFalls-WindsorOrganizationareplanningonimplementingafullprogramforthefallof2018.

OtherBusiness

ChamberofCommerceTradeShowSponsorshipRequests-TheCommitteediscussedtherequestsandrecommendedthattheTownsupporttheChamberfor

$500, butthattheTownreceiveafreeTradeShowBooth.

MidWinterBivverPostEventMeeting-Recommendations2019- TheCommitteereviewedthereportandsuggestedthatamemberofCouncilsitinonasimilarmeetingafterthe2019event. ThesepointswillbeconsideredwhenplanningtheBivverfor2019. TheyalsorecommendedthattheCommitteecontinuewiththeSaturdayBrunch.

CouncillorFinnstatedthatwithrespecttotheTaxiRegulations,wedidhave

agooddiscussionandwillmeetwiththeoperators. WhenchangestotheRegulationsaredrafted,theywillbecirculatedtoresidentsforinputpriortofinaladoption. Themobilevendorfeeswillbereviewedandwillbefairwithrespecttotaxationoflocalfoodestablishments.

MayorManuelagreedthatthiswastheintentofthemobilevendorfees.It

isimportantthatbusinessesandmobilevendorspaycomparableamounts.

CouncillorFinnadvisedthatthetimberallocationissuesinthisareainrecentweekshasdrawnattentiontotheagreementmadebyGovernmentwhentheMillclosed. ItisimportantthatwecontinuetosupportthatconceptandtimberinCentralwouldbeallocatedfordevelopmentinCentral.

MayorManuelstatedthatthenewstructurefortimberallocationcouldallowcontrolofthetimberinCentralbetransferredtooutsidecompaniesformulti-yearpermits. WesupporttherecentprojectinBotwood. WeaskforanyinterestedpartiestocontacttheirMHA'sandexpressconcern.

CouncillorFeenerstatedthathespoketoseveralconveniencestores\take­

outsinrecentweeksandtheyarestruggling. Themobilevendorlocationsareverycriticalandwehavetoconsidertheimpactonstorefrontoperators.

MayorManuelstatedfurtherdiscussionwillbeheldonthelocationsandfeestructureformobilevendors. WedidmeetwithRandyEdisonofEnvironmentResourcesManagementAssociationandareimpressedwithhisenthusiasmtopromotetheregionandincreasetrafficattheSalmonidInterpretationCentre. ItisimportantthattheTownandEnvironmentResourcesManagementAssociationworktogetheronpromotingtourismdevelopment. WhenCouncildecidedtotakeovertheMidWinterBivver,itdidstruggleinthefirstcoupleofyears.Ithas

grownandisabigeconomicgeneratorforthisregion.

Servicescanbeofferedinanon-efficientandeffective manorotherthanatthehospital. TheDataCentreprojectisonholdanditisunfortunate.

MayorManuelstatedtheLionelKellandHospice isavolunteer\communitydrivenproject. Therewas$8millionintheProvincial Budget forpalliativecareandtheLionelKelland Hospice wouldbeagreatfacilitywhichcouldbenefitfromthisfunding. Itcanoperate atapproximatelyonehalf(1\2)ofthecostasperbedsinthehospitalsetting. Heexpressed thankstothevolunteers andthecommunitythathavesupported thispalliativecaremodel. Therewillbemoretosayonthe

DataCentreproject. Thisareahasbeenselected byacompany asagreatareaforaDataCentredevelopment.TheTown workedhardtogetthegroupstogethertoreachabusinessarrangement.ThiswouldhavecreatedsignificantjobsfortheregionandProvince. MorewillbesaidlaterwiththePressRelease.

AlsothePerformanceReviewprocessmustbesystematicandappropriatesystemshavetobeinplacewithstafftraining,etc...

TheCommitteediscussedaproposalfromtheInternationalMountainBikingAssociationtoprovideuswithatrailassessment,astaffmaintenancetrainingsessionandawrittentrailreportwithrecommendationstocompleteourMountainBikeTrail. Theestimatedcostofthisproposalis$10,380.00.

Theyresideat40McCarthyStreetandtheproposedquadplexwouldbeconstructeddirectlybehindtheirproperty. Mr.andMrs.Pardyareconcernedwiththetypeofstructurethatmaybebuilt,possibleaffectstotheirpropertyvalueandfutureprivacy. TheDeveloperhasyettomeetwiththePardy'stodiscuss.

Thehousehasbeendesignedtoaccommodatetheresidentsandthelocationonthelotneedstobeonthenorthernboundarytofitthedesign. Thedesigneroverlookedthisobstacleduringthedesignphase.

TheCommitteerecommendsthatmovingforwardallsubdividedlotsthatfitthiscriteriahaveadesignationof"1\2"ifindependentand"A"ifanapartment.Thiswouldeliminateconfusionwhensearchingforanaddress. TheCommitteealsorequestedforfurtherinformationonthetotalnumberofexistingdwellingsthatcurrentlyfitthiscriteria.

TheTowncurrentlystoresabandonedvehiclesonTownpropertywhentheyareseized. ThesevehicleshavebeenintheTown's possessionwellbeyondninety(90)daysasstatedintheTrafficRegulations. Currentvehicleofconcernwasseizedtwo(2)yearsago.

TheCommitteerecommendsthatthePublicWorksDepartmentmakearrangementstodisposeofthevehicleastheownerhashadampleopportunitytoobtainthevehicle. MovingforwardtheCommitteerecommendsthatstaffadheretotheTrafficRegulationsandthetimelines. FinaldecisiontodisposewillcomefromCouncilaftertheninety(90)dayshasexpired.
