BOARD OF TRUSTEES MEETING

  1. CALL TO ORDER:

President Jane Whalen called the April 16, 2012 meeting of the Grafton Heritage Partnership Project (GHPP) to order at 5:02 p.m.

  1. APPROVAL OF THE MEETING MINUTES

Shirley Ballard moved that the minutes of the November 1, 2011 meeting be approved. The motion was seconded by David Hatfield.

  1. TREASURER’S REPORT

Therese Feinauer presented the Treasurer’s Report for the period November 2, 2011 to April 16, 2012. The Partnership has a net income of $6537.75 for the period 11-02-11 to 04-16-12. This includes 12 months interest $124.60; rental income $1800.00; sales tax refund $61.60; the donation box $1010.68; and other donations $8703.30 for a total of $11, 700.18.

Partnership expenses came to $5162.43, and included bank fees, contract labor, donation, entertainment, fees, fundraising expenses, insurance, membership dues, postage, professional fees, property maintenance, safe deposit box annual fee, and water share assessment.

Shirley Ballard moved to accept the Treasurer’s Report, with David Hatfield seconding the motion.

  1. REVIEW GHPP FINANCIAL STATEMENT FOR 2011
  1. RESOLUTION to affirm Utah Non-Profit Ethics Statement

The ethic’s statement includes core values: of integrity, respect and dignity, good citizenship, care and loyalty, truth telling and openness, accountability, stewardship and excellence.

Shirley Ballard moved to accept and GHPP would sign the annual affirmation ethic statement. David Hatfield seconded the motion.

  1. GRAFTON CEMETERY REPAIR AND MAINTENANCE PLAN

Shirley Ballard moved to accept the plan as it was laid out in the meeting. Jim Harlan seconded. The plan is to replace a Gibson Headstonethat is broken in half, install some name plaques and fix other broken headstones.

  1. HISTORIC DIVERSION STRUCTURE

The hand-made rock structure in the Grafton cemetery wash is in need of repair. Years ago anirrigation pipe went across the wash and was held up byrock structures builton each side of the wash. They were probably built in the early 1940’s. The structure is not currently in use and would take $4000.00 to fix it. One side of rock structure that held up the pipe has now collapsed. GHPP felt it was not important to restore this structure at this time.

  1. GRANT from the Natural Resources Conservation Service (NRCS) TO REMOVE RUSSIAN OLIVE AND TAMARISK FROM THE RIVER

The grant is for private land owners to remove Russian olive and tamarisk from the river banks. NRCS will pay 75% and 25% of the costs will come from other grant funds. BLM will also be doing river restoration on their property next to Grafton Schoolhouse. NRCS is developing a conservation plan for the property.The GHPP and BLM properties will be fenced to protect the river restoration project from grazing.

  1. ADMINISTRATIVE BUSINESS

The Partnership discussed planting new cottonwood trees at the Grafton Reunion location. The cottonwoods in that location are old, in poor condition and need to be pruned and checked for rot. Dale said it will cost approximately $3000 to prune the trees. Some trees could be pruned each season in order to preserve the shade for the reunion.

Therese Feinauer made a motion to get a professor or a professional arborist from one

of the college/universities to look at the situation. Shirley Ballard seconded the motion.

  1. David Hatfield resigned from the GHPP board and Jeff Ballard will take his place as the liaison between GHPP and the Town of Rockville.
  1. OTHER BUSINESS

Dale Johnson will be asked to smooth out the reunion area about a month before the reunion.
