Sir,

1.Please find attached copy letters from (Name Redacted) Solicitors acting for Staffordshire County Council, re civil actions against them resulting from investigations conducted during Operation Thor.

2.The letter dated 14th March 2006, requests information relating investigations conducted into allegations made by residents of Heron Cross House, Heron Cross, Stoke on Trent.

3.1 can state that Heron Cross itself did not feature as a main line of enquiry conducted by staff on Operation Thor, but that it became an offshoot of that enquiry as a result of a number of residents spoken too about Riverside Children's Home, the main line of enquiry, also being former residents of Heron Cross House.

4. Their letter identifies a number of individuals about whom they appear to already have been made aware of allegations against. I assume they have obtained this information from Staffordshire County Council or other Solicitors firms acting for former residents. With regard to these individuals I can make the following comments:

A (name redacted) - is now deceased, a number of allegations were received against him from former residents of Heron Cross House, but as he is deceased no further action could be taken.

B (name redacted) - A file was submitted detailing a number of minor allegations of assault received against B. As the allegations were of minor assaults a decision of'no further action' was reached by the investigations Senior Officers.

C(name redacted) - A file was submitted to C.P.S. detailing a number of assault allegations against C. C.P.S. decided that due to the age of the allegations and their minor nature no further action could be taken.

D(name redacted) -I have no record of D having featured in the investigations conducted by Operation Thor.

E(name redacted) - A file was submitted detailing a number of minor allegations of assault received against E. As the allegations were of minor assaults a decision of 'no further action' was reached by the investigations Senior Officers.

Staff Member F(name redacted only first name known) - Operation Thor only has one staff member at Heron Cross House named F (only first name known) that is F* (full name with same first name). Operation Thor did not receive any allegations against him however my research shows that there were nine allegations of assault made against him during the Pindown Enquiry which were not processed due to them being out of time.

Other Staff Not Proceeded Against - I have completed research on both Pindown and Operation Thor a result of which I can state the following persons not listed in their letter were investigated by Operation Thor who are shown as having worked at Heron Cross House. I am unable to state without more thorough research however if the allegations investigated were committed at Heron Cross House:

G(name redacted) - A file was submitted to C.P.S. which appears to be for offences committed at Riverside only. CPS decision was No Further Action.

H(name redacted) - A file was submitted to C.P.S. which appears to be for offences committed at Riverside only. CPS decision was No Further Action.

I(name redacted) -A file was submitted detailing a number of minor assault s being alleged against I however the Enquiries Senior Officers decided that due to the passage of time these allegations could not be pursued.

5.1 have completed extensive research of documentation still in my possession relating to the Pindown Enquiry and can say that the following Social Services Staff were subjects of reports submitted to the Crown Prosecution Service a result of which a decision to take no further action on all cases was reached.

Unfortunately the documents do not specify where the offences were committed, only that they were relating to the Pindown Method of restraint. I am also aware that Social Services held an enquiry of their own into Pindown, which I understand was named The Levy/Kahan Enquiry.

As you will see the first letter requesting this information is dated 14th March 2007. I apologise for not replying sooner but the research I have had to conduct has taken some considerable time.
