TENDER EXTENSION NOTICE

Extension to Tender No. 03/08-09 Dated: 16-09-2008

Tenders for the Disposal of Dredged Material at Azhikkal Port

Competitive tenders in sealed covers with superscription “TENDER FOR DISPOSAL OF DREDGED MATERIAL” are invited by the undersigned for and on behalf of Governor of Kerala from firms, individuals, Agencies, Contractors and Societies for the disposal of the dredged Material at Azhikkal Port. The department intents to sell approximately 60,000 Tonnes of dredged material, (mixture of sand, mud, sediments etc.) The probable cost of the dredged material is Rs. 30 lakhs (Rupees Thirty Lakhs). The envelope containing the offer should be addressed to the Director of Ports in the under mentioned address and should also contains the Name and Address of the Tenderer. The tender notice was published in Mathrubhoomi daily on 30-8-2008, with last date for receipt of tenders notified as 3 PM on 16-9-2008. The last Date of Receipt of Tenders is hereby extended to 3 P M on 30-09-2008 at the address mentioned below. Tenders will be opened at 3.30 PM on 30-09-2008 in the presence of such tenderers or their authorized representatives who may be present at the time of Tender opening. If the last date for receipt of tender happens to be a holiday, 3 PM on the succeeding working day shall be taken as the last day for receipt of tenders and tenders shall be opened at 3.30 PM on that day. Belated tenders will not be accepted.

Terms and Conditions

1.  The minimum cost (upset value) of the dredged Material (mixture of sand, mud, sediments etc.)per tonne is Rs. 50/- (Rupees Fifty). The minimum cost (upset value) of dredged material is fixed assuming that up to 60% of material is recoverable/ retrievable from the dredged material.

2.  If the rate of recovery of retrievable material is found to be more, based on tests by independent agencies like LBS, Engineering College etc., proportionate increase in the rate of cost will be applicable. The contractor shall be bound to pay at the quoted rate plus the proportionate increase.

3.  Test of material shall be conducted at random intervals.

4.  No reduction in the rate is applicable in the event of retrievable material falling below 60%.

5.  Tenderer shall make arrangements to deposit the dredged material within 50 to 100 meters in-shore from wharf under construction; and preferably within 150 meter from Port Office, Azhikkal.

6.  The tenderer shall make own arrangements for taking on lease the necessary land or for obtaining necessary permission from the land owners for the purpose of dumping dredged material in the site and produce proof thereof along with the tender.

7.  The successful tenderer shall remit daily, in advance, the cost of material to be removed during the day. The amount is to be remitted by cash or demand draft at Port Office, Azhikkal.

8.  VAT shall be paid extra at the prevailing rate.

9.  Fee for vehicle pass to transport the dredged material shall be Rs.10/- per vehicle and the tenderer shall pay the same at Port Office, Azhikkal and obtain pass for the vehicles.

10.  Royalty to the Geology Department shall be paid by the contractor at the rate per tonne as applicable (present rate is Rs. 10/- per tonne).

11.  Tenders should be submitted in Contractor’s own papers along with an EMD of Rs.75,000/- In the form of Demand Draft drawn in favour of the Director of Ports, Kerala payable at Thiruvananthapuram. The tenders received without the required EMD are liable to be rejected. If any tenderer is exempted by rules to furnish EMD, he shall produce proof thereof.

12.  A preliminary agreement in Rs.50/- Kerala stamp paper shall be submitted by the tenderer in the prescribed format along with the offer.

13.  On finalization of the tender the successful tenderer selected to purchase the dredged material from the department shall execute an agreement in the prescribed format in Rs.50/- Kerala Stamp paper, for due fulfillment of the contractual obligations. The terms and conditions prescribed in this Tender Notice shall form part of this agreement mentioned herein as well as agreement in Article 12 above.

14.  Security Deposit: the Security Deposit (SD) shall be Rs. 75,000/- in the form of DD drawn in favour of Director of Ports, payable at Thiruvananthapuram. The EMD submitted by the successful tenderer shall be retained by the department towards Security Deposit; and will be released after the contractual obligations are duly fulfilled. The tenderer if any exempted from furnishing EMD shall not be exempted from furnishing SD.

The undersigned reserves the rights to reject any or all the tenders without assigning any reason thereof. All the terms and conditions existing in Port Department are applicable to this tender also.
