Please accept my apology for not getting this to you sooner. I’ve been out of the office and returned just this morning.

I want to thank you for providing us with the opportunity to participate as observers in your Full Scale Exercise (FSE) on March 13, 2012. The experience was invaluable to us at DHS/TSA.

It is reassuring to know that your team at OCTA has taken the steps to minimize the impact of an incident such as the one played out at the FSE yesterday. History has demonstrated that the time to build relationships and determine roles is best at exercises such as these and not when an incident actually occurs.

From my perspective this exercise was well planned and executed. As an observer, TSA was able to gain a strong understanding of the parties that would be involved, the processes that are in place, and how things may play out in an incident such as this. The Hot Wash allowed us time to meet the stakeholders and have any questions we had on the process answered.

Please keep us in mind for any future training or exercises that you provide, and thank you for your proactive approach to the security of our Mass Transit systems.
