2. JOB PURPOSE

The purpose of the job is to provide first line delivery of maintenance and new and minor works within the post holder’s skills and trade both during and out with normal hours.
The object of the job is to deliver effectively, efficiently and economically day-to-day maintenance and minor works for the benefit of the service and to provide a safe environment for patients, staff and members of the public.

4. ORGANISATIONAL POSITION

5. ROLE OF DEPARTMENT

The Estates Department will provide the following services to NHS Highland.
All operational building and engineering services for the users of the estate :
·  Planned preventive maintenance
·  Breakdown maintenance
·  Emergency call-out service (24hours)
·  Irregular maintenance
·  Improvement works
Project management including the design and supervision of delegated minor Capital Schemes.
Energy management
Property management
Non Domestic Rates & Council Tax management
Fire prevention management
Grounds and garden maintenance

6. MAIN TASKS, DUTIES AND RESPONSIBILITIES

1.  To undertake a planned electrical maintenance programme in accordance with statutory, mandatory and economic requirements.
2.  To undertake a comprehensive planned electrical maintenance programme on :
·  Heating, boilers and controls
·  Hot water calorifiers and controls
·  Air conditioning and ventilation systems
·  Electric laundry & kitchen equipment
·  Sterilisation equipment
·  Fire alarm systems
·  Electrical installations
·  Portable and fixed electrical equipment
·  Refrigeration plant
·  Emergency generators
·  Emergency lighting
·  Medical gases & control
·  Dental & Podiatry equipment
·  Lifts
·  Nurse call systems
·  Security systems
·  Compressed air supply
·  Building Energy Management System
3.  To carry out Portable Appliance Testing (PAT) and commissioning of new electrical equipment, and PAT testing of personal electrical equipment brought into the hospital for use by patients, and personal electrical items brought into staff accommodation.
4.  To give advice to patients on use of personal electrical equipment and test if it is safe to use (PAT) e.g. televisions.
5.  To provide a responsive fault finding and problem solving solution to day to day electrical breakdowns on plant and equipment listed in 2/ above following requests initiated by customers via the Estates Helpdesk.
6.  To carry out alterations and improvements to electrical services to agreed specifications.
7.  To be aware of and comply with the requirements of the Health & Safety at Work Act, (encompassing Risk Assessments, Method Statements and Permits to Work), associated Acts and subordinate regulations to minimise risk and protect patients, staff and public from danger/harm and NHS Highland from litigation.
8.  Ascertain desired action using acquired skills and abilities to expedite best solution for desired outcome.
9.  Install and commission machinery using installation manuals to ensure safety and compliance with IEE Regulations.
10. Occasionally measure and plan new installations and alterations checking drawings and site plans to determine best practice.
11. 11/ To give advice/instruction to staff and patients when electrical systems are under repair or modification e.g. do not use light.
12. The post holder will follow Estates and NHS Highland polices.
13. The post holder will work with and supervise Maintenance Assistants.
14. Test and report on equipment for audit purposes e.g. Maintenance records.
15. Responsible for materials and plant used in carrying out duties.
16. To specify and obtain materials from local suppliers and to maintain operational stock in vehicle.
17. Lead in releasing trapped passengers from hospital lifts.
18. 18/ Carry out such other duties relating to the work of the department as required by Management.
19. To participate in an out of hours emergency mechanical, electrical and building on-call service to maintain continuity of service.
20. Occasional work on community equipment within patients’ homes (beds, hoists).

7b. SYSTEMS
1.  Recording of maintenance and repairs activity in line with statutory requirements (worksheets, checklists, risk assessments and performance checks).
2.  Completion of personal timesheets, overtime and annual leave.
3.  Maintaining stock levels and identifying spares/materials required.
4.  4/ Adherence to policies and procedures (including Permit to Work schemes).

8. ASSIGNMENT AND REVIEW OF WORK

1.  The post holder receives direct instruction from the Maintenance Supervisor who also prioritises and reviews workload. Work is regularly checked.
2.  Work is generated from various sources; via the Helpdesk, planned preventative maintenance system, minor works alterations from Estates Officers. The post holder is required to exercise initiative in making decisions with regards to electrical maintenance, repairs and installations.
3.  The post holder is expected to work unsupervised and is technically accountable for his/her own actions.
9. DECISIONS AND JUDGEMENTS
1.  The post holder will use a degree of initiative in using their own judgement and make decisions in response to emergency breakdowns, repairs, fault finding and problem solving. During emergency call-outs the post holder will, subject to consultation and approval with the on-call technical officer, undertake whatever work is required to restore the failed equipment or service.
2.  The post holder shall require the ability to organise their area and use their judgement to deal with new situations as they arise.
3.  To prioritise requests and demands, from various sources, balancing the workload with available resource.
4.  Check availability of equipment/materials and accessibility before commencement of work.
5.  When troubleshooting faults the post holder can shut down systems until repairs are complete for health and safety reasons, following established policies and procedures e.g. Permit to Work.

10. MOST CHALLENGING/DIFFICULT PARTS OF THE JOB

1.  Maintain high standard of work sometimes in restricted conditions.
2.  Fault finding service across a wide range of equipment and services often in remote sites without direct supervision.
3.  Balance unplanned day to day repairs whilst ensuring planned maintenance continues.
4.  Required to have a comprehensive knowledge of the plant and equipment.
5.  Working in occasional cramped and difficult conditions.
6.  Liaise with colleagues, staff and patients regarding access to clinical/ward areas before commencement of work.
7.  During on-call the post holder must decide, in consultation with the on-call Technical Officer, what action will be required to maintain safe and continued services.
8.  Lone working throughout a wide geographical area.
11. COMMUNICATIONS AND RELATIONSHIPS
Within department: with other trade groups and disciplines, senior staff members on a day to day basis.
Out with: with all NHSH staff and managers regarding electrical services. Suppliers of materials and contractors.
Provide and explain technical information and instruction to staff, patients and colleagues regarding faults and safe use of electrical equipment and services. This can be complex and sensitive with barriers to understanding.
12. PHYSICAL, MENTAL, EMOTIONAL AND ENVIRONMENTAL DEMANDS OF THE JOB
Physical skills
Driving.
Use of hand and power tools.
Use of precision tools when adjusting and calibrating various types of electrical equipment.
Physical effort
Moving and handling.
Carry tool box weighing over six kilos frequently on a daily basis from job to job.
Move equipment and materials with no mechanical aids weighing more than fifteen kilos, this can be occasional to frequent dependent on task at hand.
Crawling through solums and other confined spaces.
Wearing of PPE e.g. masks, gloves etc.
Mental effort
Concentration required when tracing faults on electrical equipment and services in public areas, being aware of any danger this may pose to the public, staff and patients – frequent.
Intense concentration required when working on live equipment and services - occasional.
The post holder shall have the in depth ability to diagnose and repair faults on complex electrical equipment and services.
Emotional effort
Working beside terminally and seriously ill patients when repairing nurse call, bedside light and medical gas faults - frequent.
On-call – call-out at anytime day or night on an agreed rota.
Working conditions
Working at heights.
Occasional working in cramped and restricted areas in inhospitable contaminated environments.
Working both inside and out.
Working on blocked sluice masters with direct contact with body fluids – frequent.

13. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB

1.  A recognised Apprenticeship in the appropriate trade, a City & Guilds qualification or equivalent.
2.  Compliance with BS 7671 IEE Regulations.
3.  Ability to carry out work in accordance with current regulations and a knowledge of approved Codes of Practice and Industry Standards is essential.
4.  Good communication and team working skills.
5.  Attend specialist training courses as required by management e.g. Ventilation, Medical Gases.
6.  Literacy & numeracy.
7.  Ability to prioritise and work using own initiative.
8.  Driving licence.
