Tournament Information/Rules
This tournament is open to HGEA/AFSCME Active, Associate and Retiree members. The purpose is to foster interest in competitive recreation as well as the spirit of good fellowship among the HGEA members.
DATE/SITE: February 17 and 18, 2017 – Naval Station Bowling Center, Pierce St, Bldg. 1736, JBPHH, HI OAHU
February 19, 2017 – Awards Luncheon to be held at HGEA Hall, 888 Mililani Street, 1st Floor.
ENTRY DEADLINE: 4:00pm, Friday, December 2, 2016. Entries will be on a first come/first serve basis, limited to 36 four-person teams. Submit entries along with your checks made payable to HGEA at:

ENTRANTS: A bowler may enter only once in each event. Bowlers may enter Team Event only, but bowlers entering the Doubles or Singles Event must enter both. All participants shall be USBC Adult members in good standing or may establish eligibility by applying for affiliate membership through their local association prior to start of tournament.
AFFILIATE MEMBERSHIP FEE: If bowler does not present his/her card at the tournament site, bowler must pay the affiliate membership fee of $12.00. This fee will be reimbursed by the National USBC office once the bowler informs his/her local association for verification and requesting refund from the National USBC office.
PARTICIPATION FEE: Applicable only to those who do not participate in a sanctioned league and there is no refund. A bowler may establish eligibility by paying one time $5 participation fee. By paying this one time participation fee you will be eligible for all tournament prizes except the USBC recognition awards.
ENTERING AVERAGES: (Shall be determined in the following order):
1. Highest HGEA league average of 21 games or more completed during the period January 1, 2016 to October 31, 2016 OR a composite average of all USBC leagues, including leagues with less than 21 games bowled from the 2015-2016 season, WHICHEVER IS HIGHER;
2. Highest HGEA league average of 21 games or more completed during the period January 1, 2015 to December 31, 2015 OR a composite average of all USBC leagues, including leagues with less than 21 games bowled from the 2015-2016 season, WHICHEVER IS HIGHER;
3. Highest current USBC sanctioned league average of 21 games or more as of October 31, 2016. (Please submit verification by the league secretary with the league standing sheet attached to the entry blank.)
4. If average is not established under 1, 2, or 3, use scratch average: 175 for men and 165 for women.
5. This tournament will waive rule 319 a.2. — The ten or more pin increase in average provision.
HANDICAP: Handicap will be based on 100% of the difference between the entering average and 200.

Bowlers may also participate in the optional ALL-EVENTS: $5.00. This must be indicated on the entry form. Prize Fund will be returned 100%. At least one prize for every ten entries or fraction thereof. For ALL-EVENTS, at least one prize for every eight entries or fraction thereof. Entry fee must accompany entry form; all fees are not refundable once the schedule and prize list has been completed.
CHAMPIONS: To be determined in the following events:
1. TEAM EVENT — Mixed. Minimum one woman/one man per team.
2. DOUBLES EVENT — Men and women. Mixed doubles teams will be placed in the Men's Division. Individual scores will be credited to the bowler's gender.
3. SINGLES — Men and Women
4. ALLEVENTS — Men and Women
Champions in all of the events will be determined by the three game total pinfall with handicap with the exception of the AllEvents being determined by nine game totals with handicaps. In case of a tie in any event, CoChampions will be named.
HGEA-SPONSORED AWARDS: Individual awards will be awarded to the Champions, RunnerUp and third place winners of each event. Awards are being provided by the Oahu Division HGEA and HGEA State Recreation Committee. In case of a tie, for the purpose of awarding the HGEA provided awards, the tie breaker will be the highest game with handicap for the event. If the highest game is tied then the next highest game will be used until the tie is broken.
SCHEDULE: Team Event: Friday, February 17, 2017 – Squad No. 1: 3:30PM; Squad No. 2: 7:00pm
Singles/Doubles: Saturday, February 18, 2017 – Squad No. 1: 9:00am; Squad No. 2: 1:30pm; Squad No. 3: 6:00pm
All bowling times are subject to change (based on the number of entries). Shift preference will be considered as much as possible. Bowlers with a preference to bowl on the same shift, please make the appropriate notation on the space provided on the entry form. All participants must be available to bowl from the scheduled start of the tournament. Check-in time for each event is 45 minutes prior to the squad time.
Please NOTE: Complete the "List of Persons Seeking Access to Joint Base Pearl Harbor Hickam" for ALL bowlers and EVERY member of the bowlers' family or friends who do not have DoD access and may wish to attend the competition at Naval Station Bowling Center.
TEAM CAPTAIN AND BOWLER RESPONSIBILITIES:
1. Copies of current USBC cards must be submitted with the Tournament Application form and all bowlers must present their card at tournament checkin. If a bowler does not present their card, they shall pay for an affiliate membership card. See explanation under “ENTRANTS” and “AFFILIATE MEMBERSHIP FEE”.
2. Tardy bowlers shall bowl from the frame being bowled with no credit for unbowled frame(s).
3. Bowling Courtesies:
a. Only one lane courtesy to your left and right will be observed. (This will be enforced)
b. No kicking, punching, or other abuse of bowling alley equipment.
c. No use of profanity.
d. Bowlers shall be responsible for their children while in the bowling alley and the non-bowlers shall not be allowed in the bowler's area.
4. No bowling balls will be stored in the tournament office during the duration of the tournament except as designated by the tournament committee.
5. If a problem or question arises during the tournament which the team captain cannot resolve, the captain will contact the Tournament Committee. The Tournament Committee's decision will be final.
USBC RULES: This tournament will be conducted under the Rules of USBC.
1. It shall be each bowler's responsibility to determine that the submitted average is correct whether submitted by the bowler, team captain or other. Failure to use the correct average shall disqualify score if submitted average is lower than correct average thereby resulting in a lower classification or more handicap. Prize winnings shall be based on the submitted average if it is higher than the correct average. However, corrections in averages may be permitted up to the completion of the first game of a series.
2. Rule 319c — Average Adjustments (Rerating): The average of a bowler may be adjusted upward before participation in any event. If the assigned average is not accepted by the bowler, the entry fee shall be refunded.
3. This tournament will waive Rule 319d — Reporting Prize Winnings.
4. This tournament will waive Rule 319e — Average Adjustment for Entry.
ANY RULES AND REGULATIONS CONCERNING THE CONDUCT OF THIS TOURNAMENT NOT SPECIFIED HEREIN SHALL BE GOVERNED BY THE RULES AND REGULATIONS OF THE USBC.
