Golborne Community First Plan

Introduction

Golborne ward is situated in west London in the Royal Borough of Kensington and Chelsea. Data from the 2011 Census shows that there are 8,900 residents in Golborne. 18.7 per cent of residents are aged less than 16, 71.1 per cent between 16- 64 and 10.3 per cent are aged over 65. 65 percent of the adult population are economically active and 35 per cent are economically inactive.

There is a well established and varied voluntary and community sector in Golborne and there are a number of existing plans which identify the priorities for Golborne.

How have resident’s views been considered?

The views of local residents have been considered when drawing up this plan and community organisations and others have been consulted on the aspirations and funding priorities for the ward identified within it.

In early 2012, Kensington and Chelsea Social Council led a research project to find out how residents in Golborne felt about living there and what could be improved. This highlighted a number of concerns which have been fed into this plan.

Golborne Councillors carried out surveys with residents in 2009 and 2011 to find out what issues and concerns local people had. Councillors talked to many residents associations, community and voluntary groups and shops and market traders in the area to add to the understanding of what is needed.

A consultation with local people and organisations on the draft aspirations and funding priorities was undertaken and a list of those consulted can be found at Appendix A. The consultation was advertised in the Council’s City Living, Local Life newsletter and on Kensington and Chelsea Social Council’s website and that of the Golborne Forum.

In addition, the Golborne Forum meeting of 12 February discussed the draft aspirations and funding priorities for the area

Aspirations for Golborne

1.  Enhance understanding of local areas (including history, geography, demography, local assets and community resources).

2.  Build stronger connections and relationships within communities (networking within and beyond ward boundaries).

3.  Golborne’s vibrant and eclectic mix of shops, restaurants and street market are successful and protected.

4.  Local people and families are supported to develop skills and gain support

5.  Local people and organisations work together to improve the area and the quality of life for its residents.

Needs of the Golborne community

The needs of the community have been identified by ward surveys and in consultation with local community groups and residents.

The key issues identified are:

·  Increase the footfall & prosperity in Golborne Road, Portobello Road North and in Golborne ward generally

·  Increase employment, training & volunteering

·  Increase community engagement, and enabling residents and community groups to solve their own problems

·  More activities needed for young people

·  Teach and promote local history

·  Local destination events and support new business and trading opportunities

·  Improve Council and other services in Golborne, and to make development and regeneration projects work for local people

There are many voluntary organisations and services working to support the residents of Golborne; just a few of these are detailed below.

City Living Local Life is a programme led by ward councillors which aims to support local people to develop and implement ideas for improving their neighbourhood. Local Councillors are encouraged to work with residents and funding is available to support community projects.

Golborne Forum, which is open to everyone living or working in Golborne, started work in April 2006 and aims to:

·  give local people a voice on the big issues affecting the community;

·  make the case for Golborne to help bring funding into the area; and

·  consult and communicate with Golborne people about what’s going on.

The Forum has no staff and is entirely run by volunteers. The Forum’s Board includes representatives of the Royal Borough of Kensington & Chelsea, the Metropolitan Police, Westway Development Trust and Kensington & Chelsea Social Council. The Board represents all sections of the community, including social housing tenants and leaseholders, people living in private sector housing, local business, young people, older people, black and ethnic minority residents and people with disabilities.

Kensington and Chelsea Foundation – the borough’s community foundation works with local residents and businesses to raise funds and resources for the local voluntary sector.
