The meeting opened with a presentation by Urbaser Balfour Beatty, the preferred bidder for the Residual Waste Treatment Project. They presented details of their planning application and answered questions from GWP members.

  1. Joint Waste Programme update

PH provided an update on progress with the waste partnership programme.

The partnership has considered the decisions taken in Nov/Dec 2011, when CBC, CDC and GCC agreed to form the partnership but FoDDC and TBC deferred. Further consideration and reshaping of the financial arrangements will enable FoDDC to now take a paper back to their Cabinet in June 2012 to re-consider joining the partnership. If this results in a positive decision the partnership between CBC, CDC, GCC and FoDDC will then form in summer 2012 with the aspiration of being fully functionalby April 2013. The partnership is very keen to ensure that other potential partners are kept informed and have therefore asked the programme manager to visit each authority and update them in more detail, including the latest updates to the business case.

Action – AL to visit GC, SDC and TBC.

  1. Government Consultations

AP presented details of the current Defra consultation on amending the Waste Regulations 2011. It was agreed that GWP would submit a formal response to this consultation and it was suggested that all partners also make their own representations on this matter.

Action: AP to co-ordinate and issue a GWP response to this consultation.

4.Weekly Waste Collection Fund – Partner Bids?

Each authority outlined their position with regards the bidding process for DCLG’s weekly waste collection fund.

Cheltenham Borough, Cotswold District, Tewkesbury Borough and Forest of Dean District stated that they are not bidding for this money.

Gloucester City have submitted an expression of interest for funds in support of a number of potential changes to the service, including weekly collection of residual waste in smaller containers and collections of an increased range of recyclable materials. There has been some inaccurate reporting of this in the media.

Stroud District have also submitted an expression of interest. Funds would be used to buy wheelie bins for residual waste, to establish a garden waste collection service and to operate a scheme of community recycling rewards. It is hoped that feedback will be received from DCLG within the next couple of weeks.

The LGA a running a series of workshops to assist authorities in developing their bids further. Stroud District, Gloucester City and the County Council will aim to attend one of these events.

5.Performance Update

The 2011/12 performance summary was circulated to GWP members.

6.Joint Strategy Action Plans and Service Updates

All 2012/13 Joint Strategy Action Plans have now been produced, and individual plans have been approved by management and members at each authority. These documents will now be circulated to all GWP members for final comments prior to formal issuing and uploading on to the RFG website.

Action: AP to circulate Joint Strategy Action Plans and upload on to RFG website.

7.AOB

CN stated that with the recent inclusion of Gloucester City, the clinical waste collection contract is now operating county-wide.

ScW pointed out that the joint Cheltenham and Cotswold waste services (operated by Ubico) are now in place. Employees have been TUPE’d into the new organisation, and phase 2 (transfer of Cotswold service arrangements) is now underway.
