  1. July 27, 2016 expenditures in the amount of $146,160.71are provided for the Commission’s review. If the Commission concurs, a MOTION to approve is in order.
  1. CITY COMMISSIONER REPLACEMENT – Included in your packets is a memo from Mayor Formo regarding the appointment of John R. Stone to fill the unexpired term of Commissioner Christman. If the Commission concurs, a MOTION to approve the appointment of John R. Stone for the period July 27, 2016 – December 31, 2016, is in order.
  1. PUBLIC HEARINGS
  1. Variance 2016-09 – Brad and Jennifer Anderson have requested a variance to construct a 4’ x 25’ addition on property own at 119 3rd Avenue SE. The property when renovated, will be a rental property. The home is considered a legal non-conforming use, constructed at 6 feet from the front property line, where 30’ is required. The proposed addition will be constructed at 21’ from the front property line, where 30’ is required. A variance for impervious coverage has also been requested. The property is currently 42% impervious. As part of the project, the applicant intends to remove the sidewalks, as highlighted on the enclosed site plan. The impervious coverage will then be 40%, where 30% is allowed. The Planning Commission recommended approval.

  1. Glenwood Development Foundation Request to Waive Connection Fees – Enclosed in your packets is a request from the Glenwood Development Foundation to waive the connection fees for a home they intend to construct in Zavadil Addition. The City has, in the past, waived the connection fees for non-profit entities constructing homes in the City. If the Commission concurs, a MOTION to waive the water connection fee of $849 and the sewer connection fee of $849 for the construction of a home on Lot 11 of Zavadil Addition is in order.

  1. ORDINANCES AND RESOLUTIONS
  1. Ordinance No. 9, Third Series, Prohibiting Excessive Vehicle Noise– This Ordinance was introduced at the July 12, 2016 Commission meeting and is now presented for the Second Reading. If the Commission concurs, a MOTION to adopt Ordinance No. 9, Third Series is in order.

  1. 2015 Capital Fund Transfers – Based on the 2015 City Financial Audit, staff is recommending the enclosed transfers from the General Fund to the Capital Improvement Fund and from the Fire Department Operations Fund to the Fire Equipment Fund. If the Commission concurs, a MOTION to approve the transfer is in order.
  2. Electronic Payment Processing – Staff is researching the implementation of an electronic payment system to be effective January 1, 2017.
  3. CCII Community Beautification Meeting – A summary from this meeting is enclosed for the Commission’s review.
