Giving the CFO/Administrator Authority to Approve Payment of Bills
Due to Township Committee Meeting Schedule; Lack of Quorum
WHEREAS, the annual meeting schedule of the Township Committee adopted pursuant to Resolution #2011-0002, sets meetings for the 2nd and 4th Tuesdays after the 1st Monday of each month (twice a month); and
WHEREAS, at each scheduled meeting, the Township Committee is presented with a resolution authorizing payment of bills; and
WHEREAS, when there is a cancellation due to the lack of quorum of the Township Committee; and
WHEREAS, the CFO/Administrator advises that failure to pay certain bills will result in delinquencies on township accounts; and
WHEREAS, the CFO/Administrator recommends that the township committee give him the authority to approve payment of bills to avoid delinquencies on township accounts.
NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Bernards that we do hereby authorize Bruce McArthur, CFO/Administrator, to audit the bills scheduled for payment when there is a cancellation of a township committee meeting, and give him the authority to approve payment; and,
NOWTHEREFORE BE IT FURTHER RESOLVED, by the Township Committee of the Township of Bernards that the payment of bills authorized by Bruce McArthur be memorialized in a resolution to be adopted by the Township Committee at the next regularly scheduled meeting.

Explanatory Statement
Throughout the year, if a Township Committee meeting is cancelled and the payment of bills is delayed, it may result in late payments on our accounts. I am requesting that the Township Committee give me the authority, throughout the year, to pay certain bills to avoid delinquencies on township accounts. Vendors count on the Township to promptly pay its obligations, and take our payment record into account when pricing their goods and services. The payment of these bills will be memorialized in a resolution presented to the Committee at the next regularly scheduled meeting.
