NATIONAL GUARD BIATHLON TRAINING CENTER

CAMPETHAN ALLEN TRAINING SITE, JERICHO, VT

The State of Vermont Military Department requests submittalof proposals for Design Services. The scope of work includes the recommending improvements to the National Guard Biathlon Training Center that will bring the venue up to International Biathlon Union (IBU) competition standards. In order to better compare proposals, please respond as shown in the outline detailed below. Your Response must be received no later than1600hours Thursday,June 17th, 2010. Reply by Mail or Courier to: LTC John Medenwald, Building #5, Camp Johnson, 789 National Guard Road, Colchester, VT 05446-3099. This RFP including Appendices by Mail on Paper and/orby E-mail are provided for your use.

A Mandatory site visit is planned for Thursday, June 10th at 0900 hours.

OUTLINE -

Milestones:

The Project will be accomplished according to the following schedule of Milestones A and B:

A. Project Design Contract Award, Approximately June 21, 2010.

B. Final Report of Recommendations, July 31, 2010.

1. Project Team:

Please provide a list of project team members, for companies, sub-consultants and individuals. Project Team information should contain a schematic, which details how you see the information flow during the design. Included in your schematic should be the Construction and Facilities Management Office (CFMO) and our customersat theTraining Site Command (TSC). This portion of the submittal should be on one, two sided, 8 ½ by 11 inch page or a two sided 11 by 17 inch page. Individual resumes should be in an appendix to the Proposal.

2. Project Schedule:

Please provide a Gantt diagram (bar chart), which shows how you plan to schedule this project. Successful firms will show that plans can be submitted in accordance with (IAW) the Project Milestones listed above. Schedules should be shown on a one sided, 8 ½ by 11 inch page or 11 by 17 inch page.

3. Project Site

You must contact me to get a topographic map witha partial listing of utilities. Please provide your observations of the site and how you will make it work for the proposed project. Information you may be interested in, is the various Historic and Environmentally Significant locations to be taken into consideration during Design and Construction. Please consider the use and or compatibility of these resources with the project. Please incorporate your plans for sustainable design in this part of the outline.

The Narrative for the project site should be contained on one two sided 8 ½ by 11 inch pages.

4. Describe how the design team is well suited to predict today’s construction costs (One half of a page).

5. Design Labor Costs:

In a separate envelope, please include a detailed labor cost analysis with a fee schedule. The cost estimate should be categorized according to the Milestones shown above. This project will be let out on a lump sum contract. Our goal is to come to contract terms with the firm we determine to be the most qualified, however, the firm should demonstrate that it can contain its costs within Federal Design Cost limitations(Estimated Construction Cost $1M).

Scoring Criteria

Project Team and Related Team Experience- 60%

Design teams having familiarity with International BiathlonUnion requirements and experience in Military biathlon in the last five years will receive more points and more consideration.

Project Schedule-30%

Design teams who display a commitment to schedule and a plan to incorporate CFMO and customer (TSC) concerns will receive more points. Design teams that display a good knowledge and a good plan to accomplish the design problem will receive more points. Design teams that show innovation with their approach will be scored higher.

Design Labor Cost, 10%
