GENERAL ROAD SAFETY MEASURES

1. Purpose of Report

1.1. To consider a package of general road safety measures at locations where there is a skidding related accident record over four-year period.

1.2.The Road Safety category of the Capital Programme is designed achieve Government targets for casualty reduction.

2. Recommendation

2.1It is recommended that the safety measures as described in item 4.1 be approved.

  1. Background
  2. As part of the Councils Road safety programme analysis has been undertaken at locations where over a four year period clusters of accidents where wet skidding has been a factor.
  3. These locations are then checked to see if there is any correlation with the measurements obtained from SCRIM (sideways co-efficient routine investigation machine) surveys undertaken on the whole of the Principal road network every year. The SCRIM results indicate whether the skid resistance of the road surface has reached a level where further investigation should take place.
  4. Finally each site is visually checked to see if there is any evidence of polishing, surface failure, or any other relevant feature which needs to be taken into account in assessing each site.
  5. Where there are more than one of these factors present, appropriate safety measures are considered. These are :

(a)Provision of additional signage

(b)Alteration to existing or provision of new carriageway markings

(c)Renewal of or provision of new anti-skid surfacing.

4.0 Locations

4.1Based on the above consideration the following measures are considered appropriate to improving the road safety record at the locations listed:

(viii) A35 Upton Road, approach to Creekmoor roundabout /  /  / 

5.Proposed Schemes

5.1It is proposed to improve road safety at the sites listed in item 4.1 by introducing a combination of improved warning signs, carriageway markings and anti-skid surfacing as necessary. Where necessary repairs to the existing carriageway will be undertaken prior to this surfacing .

5.2Wherever possible these works will be dovetailed into existing programmes, for example new signing and lining contracts recently let. Due to the problems of freezing winter temperatures and associated salting it is likely that the anti-skid surfacing works will not be undertaken until March 2005.

6.Financial Consideration

Detailed estimates of these proposals have yet to be prepared. It is envisaged, however, that they can be contained within the £50,000 identified for this purpose within the current £190,000 Road Safety Programme.
