GUIDANCE ON THE FLYING OF FLAGS FROM COUNCILBUILDINGS AND FACILITIES

General Guidance

The Council has agreed the following general guidance in relation to the flying of flags from Council buildings and facilities:-

  • as a general rule, the Saltire should be flown continuously from Council buildings or facilities where a useable flagpole presently exists;
  • where two flagpoles exist at a particular facility, the Saltire and the Union Flag should be flown continuously;
  • where three flagpoles exist at a particular facility, the Saltire and Union Flag should be flown and it should be left to the discretion of the relevant Area Committee to determine which other flag should be flown routinely from the third flagpole.

Exceptions

  • where a flagpole has been purchased by a Service or facility for a particular purpose, e.g. to display a flag indicating an ECO school award, a blue flag beach award, etc., then there is no requirement to fly the Saltire;
  • schools should have discretion to fly flags other than the Saltire on specific occasions in accordance with their existing practice, for example, the relevant flag on the national day of every child’s country of birth;the school flag on prize giving evenings, etc.
  • a variety of flags may continue to be flown from the roof of the Town House in Kirkcaldy.

Arrangements to mark specific occasions/anniversaries

Where there is only one flagpole at a particular facility (apart from the exceptions listed above), the Saltire will be taken down on the undernoted days to enable the specified flag as detailed below to be flown (these arrangements reflect current practice and include instances where local communities have requested the Council to fly particular flags to mark specific occasions such as gala days, etc.):-

  • St. AndrewsTown Hall – Saltire flies continuously apart from UN Day in October when UN flag flies
  • City Chambers, Dunfermline – Fife Council flag and DunfermlineTown flag fly on particular occasions, e.g. Civic Week, St. Margaret’s Day Parade, etc.
  • St. Andrews – Fife Council flag flies from a flagpole in St. Andrews to mark annual RAF Freedom ceremony
  • Fife House, Glenrothes – The Saltire will fly from the Fife House main building and the Union flag from Fife House (West). The Union flag will be replaced, as required, on specific occasions to allow other flags to be flown as listed above
  • Town Square, Kirkcaldy – Two Saltires and one Union flag will fly from the flagpoles in the Town Square unless the Area Committee wishes to designate an alternative flag to one of the Saltires
