RESOLUTIONS

Facts and Figures on Rescue 2008

At the Meetings and World Championships, 54 nations were present.

National teams: 36 nations with 460 athletes.

Delegates and referees: over 520 delegates and referees.

IRB Teams: 23 teams with 104 participants.

Interclub teams: 158 club teams with 1,096 participants.

Masters = 198 teams with 833 athletes.

The estimated number of spectators for the event is over 250,000 people.

In total 3,013 people participated actively in rescue 2008.

Resolutions

·  The agenda was unanimously approved.

·  The Minutes of the 2004 General Assembly in Viareggio – Italy were unanimously approved.

·  The General Assembly ratified the Organisations that applied for Membership after the 2004 General Assembly.

·  Royal National Lifeboat Institution (United Kingdom) as Associate Member.

·  Mexican Life Saving Federation as a Full Member.

·  Indian Life Saving Society as Associate Member of ILS on 19/09/2009.

·  China Lifesaving Association as a Full Member of ILS on 19/09/2006 subject to Macau accepting the status of Associate Membership.

·  Associacion de Salvavidas des Peru as Corresponding Member of ILS on 19/09/2006.

·  German Red Cross as Associate Member of ILS on 19/09/2006.

·  Chilean Lifesaving Federation (Cuerpo de Seguridad Y Salvamento Acuatico - CUSESA) as Associate Member of ILS on 19/09/2006.

·  Salvavidas y Rescate Federation (SEAL) of Chile as a Full Member of ILS on 19/09/2006.

·  Chinese Lifesaving Federation to become Full Member of.

·  Life Saving Association of the Philippines as Full Member of ILS on 30/09/2007.

·  Life Saving Association of the Virgin Islands as Full Member of ILS on 30/09/2007.

·  The General Assembly approved the YMCA Venezuela as Full Member as of 19/07/2008.

·  The General Assembly unanimously approved the Peruvian Life Saving Federation as Full Members as of 19/07/2008.

·  The General Assembly unanimously approved the Pakistan Association of Lifesaving (PALS) as Full Member as of 19/07/2008.

·  The General Assembly approved the Malta Life Saving Federation as Full Member as of 19/07/2008.

·  The General Assembly unanimously approved the Bosnia and Herzegovina Life Saving Federation as Full Member as of 19/07/2008.

·  The activity report of the ILS President was presented by Alan Whelpton, AO, President of ILS and was received unanimously.

·  The activity report of the ILS Secretary General was presented by Dr. Harald Vervaecke, PhD and was received unanimously.

·  The activity report of the Africa Region was co-presented by Sameh El-Shazly (Egypt) and Jelle Meintsma (South Africa) on behalf of General Dr. Yousry Dawoud, PhD (Egypt), Vice-President of ILS and President for Africa. The report was received by the General Assembly.

·  The activity report of the America Region was presented by B. Chris Brewster (United States), Vice-President of ILS and President for the Americas Region. The report was received unanimously.

·  The activity report of the Asia-Pacific Region was presented by Robert Bradley (Australia-Royal), Vice-President of ILS and President for the Asia-Pacific Region. The report was received unanimously.

·  The activity report of the Europe Region was presented by Dr. Klaus Wilkens (Germany), Vice-President of ILS and President for the Europe Region. The report was received unanimously.

·  B. Chris Brewster (USA), Commissioner of the Lifesaving Commission presented the report from the Lifesaving Commission and its Committees for the period 2004-2008. The Lifesaving Commission covers the following Committees:

·  Development Committee

·  Rescue Committee

·  Education Committee

·  Medical Committee

·  Drowning Report Committee

·  The General Assembly received unanimously the report of the Lifesaving Commission.

·  Jelle Meintsma (South Africa), Commissioner of the Sport Commission was asked to present the report from the Sport Commission and its Committees for the period 2004-2008. The Sports Commission covers the following Committees:

·  Technical and Rules Committee

·  Anti-Doping Committee

·  Sport Development Committee

·  Event Management Committee

·  Athletes Committee

·  The General Assembly received unanimously the report.

·  The progress report of the 2009 World Games was presented to the General Assembly by Morrie Chiang (Chinese Taipei), Technical Delegate to the 2009 World Games. The General Assembly received unanimously the report.

·  The progress report of Rescue 2010 was presented to the General Assembly by Jonathan Ball (Great Britain–Surf), Chairman of the Organising Committee. The General Assembly received unanimously the report.

·  The General Assembly was informed on the bidding and evaluation procedures that ILS has followed for Rescue 2012. All bidding documents were mailed in May 2008 to all ILS Full Member Federations. ILS received the application of Surf Life Saving Australia to host the 2012 Lifesaving World Championships. SLSA was present at the Bid Session organised in Berlin.

·  Robert Bradley (Australia-Royal), Commissioner of the Business Commission will present the report from the Business Commission and its Committees for the period 2004-2008. The Business Commission covers the following Committees:

·  Governance Committee

·  Ethics Committee

·  Equity and Diversity Committee

·  Finance and Administration Committee

·  Revenue Generation Committee

·  Communications Committee

·  Bid Oversight Committee

·  The General Assembly received the report.

Financials

·  The General Assembly approved the 2004-2007 financial statements.

·  The General Assembly unanimously approved the 2004-2006 balance sheets and the 2007 interim balance sheet.

·  The General Assembly unanimously approved the 2004-2006 auditors’ reports and the 2007 interim auditor’s report.

·  The General Assembly unanimously approved the 2004-2007 financial reports and auditors reports and discharged the Board of Directors and the Auditors for the 2004-2007 financial management.

·  The General Assembly approved the 2008 budget.

·  The General Assembly approved the draft 2009-2012 budgets.

·  The General Assembly approved the following fees for the years to come:

·  Shane Baker (Australia-Royal) and Justin Scarr (Australia-Royal) made a presentation on the 2011 World Water Safety Conference that will be held in Danang – Vietnam from 13 to 15 May 2011. The General Assembly unanimously received the presentation.

·  The General Assembly approved the proposed amendments to the ILS Constitution (51: Y46, A5). The General Assembly took a separate vote on additions to the objectives of ILS and unanimously approved these additions.

·  The General Assembly was informed that the Board of Directors has refined the ILS Bye Laws in order to be consistent to the ILS Constitution.

·  Joan Duncan Presented the 2008-2012 Strategic Plan that was approved by the General Assembly.

Life Governor

·  Upon recommendation of the Board of Directors, the General Assembly approved to award to Alan B. Whelpton, AO the award of Life Governor of ILS. Alan Whelpton received a standing ovation.

Elections

·  The election procedures were explained to the General Assembly.

·  The following candidatures for President were received within the constitutional deadlines (in alphabetical order): Dr. Steve Beerman, MD (Canada), B. Chris Brewster (USA), Frank Nolan (Ireland) (withdrew his candidature).

·  The following candidature for Secretary General was received within the constitutional deadlines: Dr. Harald Vervaecke PhD (Belgium).

·  The General Assembly unanimously approved Alan Whelpton to chair the meeting while elections are underway.

·  The General Assembly unanimously approved the following scrutinisers having no conflict of interest with the elections: Bertil Werner (Sweden), Ian Fullagar (Australia-Surf) and Ken White (United Kingdom-Royal).

·  The acts of the Board of Directors for the period 2004-2008 were unanimously approved and the Board was relieved from its functions.

·  According to the Constitution, the election of the ILS President was done by secret ballot. Dr. Steven Beerman, MD (Canada) was elected ILS President for the period 2008-2012.

·  According to the Constitution, the election of the ILS Secretary General was done by secret ballot. Dr. Harald Vervaecke PhD (Belgium) was elected Secretary General for the period 2008-2012.

·  The newly elected President and Secretary General thanked the General Assembly.

·  The elections of the Regional Board Members were done at the Regional General Assemblies prior to the ILS General Assembly. The composition of the four Regional Boards is given below.

·  The election of the financial examiners was done by secret ballot. The two following candidates were approved by the General Assembly:

·  Ludger Schulte-Hülsmann (Germany).

·  Sean Murphy (Ireland).

·  Appreciation was extended to Ludger Schulte-Hülsmann (Germany) and Sean Murphy (Ireland), the elected financial examiners of ILS for the period 2004-2008.
