The chairman welcomed back Mr Ken Griffiths and Mr Michael Clacy to receive their presentation as past council members. The chairman thanked both for their loyalty and contribution as community councillors over many years and wished them health and happiness in their retirement.
Cllr Campbell also said a few words of thanks to both members for their advice and wealth of knowledge. Mr David Evans was unable to attend this evenings meeting therefore clerk will deliver the plate. Again with best wishes for the future.

POLICING MATTER 05.09.16 Officer Roger Anthony attended and gave the following report:
Damage made to car window. This has been dealt with. Theft of money from a house at Gate Road reported. Still waiting to hear back regarding a camera to be set up at the Nature Reserve. Few reported missing gates in area recently.

The minutes of the Ordinary General Meeting of Llanfihangel Aberbythych Community Council held on 25 January 2016 were distributed prior to the meeting. It was proposed, seconded and unanimously agreed, that they were a true and correct record and should be signed by the
chairman.

07.08.16Page 2Cllr Campbell had received an email from Mr John McEvoy regarding the speed hump at Carmel. Council officers have made a site visit to view the profile of the road hump in the village of Carmel. “We came to the view that the vertical shape of the hump (northbound carriageway) needs to be re-profiled. The profile on the hump over the southbound carriageway appears to be effective in slowing down traffic, and this was indicated by our observations of traffic moving over this side of the hump. Mr T Hammett will undertake the re-profiling work in the new financial year”.
Members were pleased to hear that CCC intend re-profiling the hump from the northbound direction, but were disappointed to hear that nothing would be done to the southbound. Cllr Campbell to voice concern of the councillors as they strongly disagree with these views and ask officer for the southbound to be adjusted as well. Cllr Campbell will keep us updated.
COUNTY COUNCIL MATTERS

Cllr Campbell gave a short report as follows:
County Council members recently met to discuss further the annual budget, which was originally though would be an increase of around 5%. Thankfully the Welsh Government have agreed on a 1% increase, therefore this is a better outcome than what was originally feared.
Cllr Campbell said he would bring along the list to the next meeting stating where the cuts are being made.
Pavement outside the new housing site on Gate Square has been finalised in the last few weeks.

Clerk made the following comment “The size of the proposed building seems to totally outweigh the size of the application holding as registered and for that reason we object to the application”.
E/33367Single 100KW wind turbine with associated infrastructure at land north of Bryndu Isaf, Maesybont, Llanelli for Norvento Wind Energy – Trevor Howe.
Clerk made the following comment. “In the council's opinion the planning department should object to this proposal as the turbine will have an unacceptable impact on the visual amenity and landscape character of the area and will dominate the village of Carmel”.

Oil drums and and black bags have not been collected from the nature reserve and a wicked gate has been removed at entrance to path leading from car park. Clerk to follow up.

JWThe state of the roads around Llanfihangel Aberbythych is unacceptable. Gullies are blocked which lead to excess water on the roads. Clerk to contact Highways and ask sweeper to clean up the area.
Nothing has been done to the holes in road at location just after Garn and Bwlchau Farm, Carmel. Clerk to follow this up again.
BGA number of residence have spoken of their concern with the size of the lorries travelling through Golden Grove and mounting the grass verges and making tracks and a lot of mud on roads making it dangerous for motorists using this road.
Tyres still on Golden Grove hill. Clerk to follow up again.
EBClerk informed members that the March meeting will be held on Monday 21 March as the last Monday of the month is a bank holiday.
