The Board of Trustees of the Village of Winnebago met at 7:00 p.m. with President Frank Eubank, Jr. presiding.

ROLL CALL

GAINES – GRAHAM – KIEPER MACHAJEWSKI – KIMES – MALIGRANDA – MCKINNON – present

Guests: Attorney Mary Gaziano, Todd Weegens, Sally Bennett, Jim Johnson, Chief Todd Stockburger, Lori Schultz, Ann Lawson, Joan Sage, Jay Solomon, Jamie Murray, Curt Kleckler, George Gaulrapp, Mike McMahan, and Chris Johnson.

There was no disclosure of any conflict of interest.

Item 2 under the President was moved to right after Public Comment followed by Joan Sage. Item 1 under Public Works was removed.

A motion was made by MR. KIMES, seconded by MRS. KIEPER MACHAJEWSKI, to accept the agenda as amended. Motion carried on a voice vote.

A motion was made by MRS. KIEPER MACHAJEWSKI, seconded by MRS. GAINES to accept the consent agenda as presented. Motion carried on a unanimous roll call vote.

Mr. Kleckler and Ms. Murray gave a brief overview of the 2016 audit. They again noted that because of our small staff segregation of financial duties is very hard. The fact that the Finance Committee does handle the bank reconciliations and reviews the credit card expenditures each month is very good. MRS. KIEPER MACHAJEWSKI thanked the auditors and Mrs. Bennett.

COMMITTEE/DEPARTMENT REPORTS/REQUESTS

H. PRESIDENT

2. Mr. McMahan and Mr. Gaulrapp of ComEd presented information on

the Smart Meter Program. Mr. Mc Mahan is in charge of the Smart

Meter Program. They hope to complete installation in Winnebago in

2018.

No one requested the opportunity to address the Board.

Ms. Sage with Comcast explained that Foresight Financial is moving

their headquarters to Winnebago. They use Comcast to communicate

with all of their banks. Comcast would like to sign a Franchise

Agreement with the Village to provide services to Foresight Financial.

The decision on this matter will be made at the August 7, 2017

meeting.

1.  Mr. Weegens’ monthly report was provided in the Board packet.

1. The President’s Report was provided in the Board packet.

3. The painting of fire hydrants for Art on Fire was very successful

and what to do with the net revenue of $1,240.00 will be decided at the August 7, 2017 meeting.

4. The RAEDC Annual Investor Meeting will be November 15, 2017. Board members were requested to let Mrs. Schultz know if they plan to attend.

5. The IML Conference will be September 21 through 24, 2017, let

Mrs. Bennett know if you plan to attend.

NEW BUSINESS

The National Night Out will be August 1, 2017 from 5 to 7 p.m. It is hoped the event will be held at Winnebago High School.

2.  A motion was made by MR. KIMES, seconded by MRS. GAINES, to go into Executive Session at 8:08 p.m. to discuss litigation when an action against, affecting, or on behalf of the particular public body has been filed and is pending before a count or administrative tribunal.

Motion carried on a unanimous roll call vote.

The Board returned to Regular Session at 8:24 p.m. with all members present.

A motion was made by MRS. GAINES, seconded by MR. KIMES to adjourn at 8:34 p.m. Motion carried on a voice vote.
