Future possibilities of the employment of Davide Lanzillotti at the
International Union of Tenants and la CNL in France

There is a new development for a joint action which creates the chance to maintain the manpower at the IUT Brussels office and win manpower at the CNL office in Paris without financial overburden.

La Confédération Nationale du Logement is willing to pay the employment of Davide Lanzillotti for 2,5 days per week.

Proposal from CNL:
Davide will work every second week of the month two days in Paris to support CNL in their European policy, every 1st and 3rd week he will work one day in Paris and one day in Brussels for CNL (teleworking).

50% of his salary will thus be covered by CNL. CNL is intending to pay 20.000 €/year
50% could be covered from the IUT Brussels Budget (temporary staff).

Practical solutions; proposal to avoid bureaucracy and double costs by double administration in France and Belgium:
Davide shall stay in the social security system of Belgium. CNL will reimburse 50% of the costs to IUT.

From a tax relevant point of view this system would be without problems, as this is not an income for IUT, but merely a reimbursement of costs.

Offer: IUT will pay the costs for the fiscal administration and the social secretariat in Belgium in total, without passing on these charges to CNL.

Common efforts needed:
CNL asks IUT to pay the hotel and travel costs for Davide.
Estimated costs: hotel: 1700 €/year; train 4.000€/year

This can’t be covered additionally from the Brussels budget. Is there a possibility for a common solidary solution?

Calculation of costs:

In the calculation below, the costs are shown according to a salary range between 1.640 € net and 1.490 € net/month.

The first four columns calculate the costs for the November and December 2014, as the current contract of Davide ends 31.10.2014. The last four columns calculate the costs on a yearly basis.

According to Belgian law, the factor of multiplication for a year salary in comparison to a monthly salary is 13,95 (Christmas and holiday bonus).

Contract; duties and responsibilities

The contract of Davide Lanzillotti with IUT should be a limited project contract for 3 years, fulfilling these tasks:

1) Study of the rent law in the European Union, comparison of the countries NO, SE, FIN, DK, UK, NL, F, DE, AT, CH, CZ, E

2) Energy policy and legislation of the European Union with regard to housing and rental markets: monitoring, reporting, conduct seminars for the members of IUT in the languages EN, FR

3) European Semester, Country Specific Recommendations with regard to housing and rental markets, monitoring, reporting, conduct seminars for the members of IUT in the languages EN, FR

4) Tenant participation in the social housing sector: Comparison of the countries NO, SE, FIN, DK, UK, NL, F, DE, AT, CH, CZ, E

5) Corporate Social Responsibility in the housing sector, canvass new partners and signatories for the European Responsible Housing Initiative

6) Monitoring, research and support of IUT members for funding projects of the European Union

7) Update the EU guide for Tenant Unions according the new legislation and responsibilities in the EU institutions

Advantage of a limited time project contract: In the contractual terms according to the Belgian law there will be neither a termination pay nor any other compensation in case of the cancellation of the agreement. No further rights of prolongation of the contract after the fulfilling of the contractual tasks can be claimed by the employee.
