Action Item: All to read CEPT – EU, OFCOM – UK and the following Oftel presentations found at the following link:

  • Future of Numbering Report Discussion
  • What we are looking at goes beyond just understanding E.164 numbering to include electronic addressing schemes and naming.
  • It is somewhere between TNs and services (and not in the minutia of the underlying enabling technology) that may influence the consumption of numbering addresses versus electronic addresses.
  • TNs are one form of address, but today, there are other (electronic) address that provide similar (but not as ubiquitous) functionality.
  • Alternatives or substitution of non-TN based addresses that may influence future consumption of TNs may be of interest.
  • Market based approach needs to take into account the “competition from electronic addressing.”
  • Artificial influences/barriers to the use of TNs by new services may have helped promote the use of electronic addressing schemes (or limit what otherwise would may have employed TNs if they were able to do so).
  • Business plan approach to writing report? How do we position ourselves to be in the forefront of the future?
  • Regulation, e.g., Senator Steven’s/USF, influence on the use of TNs.
  • Telephone number as electronic address of choice?
  • What needs to be practiced to be considered a good steward of numbering resources?
  • Marketplace allocation characteristics revisited.

5 - Update from INC on Video Relay Service (VRS)

  • Ken Havens notified the FoN that an interim INC meeting is planned that includes a discussion of VRS on July 13, 2006, 11 – 3 PM ET.

6 - Analysis Matrix Discussion and Next Steps

  • Impact on TN consumption with the use of TNs or Substitute Electronic Addresses with new services (competitive addressing schemes/services).
  • Regulation’s Impact upon Numbering Consumption/value, i.e., USF, RCC, Nationwide Uniform Dialing Plan, Thousands-Block Number Pooling, Marketplace allocation, intercarrier compensation/arbitrage.
  • Impact of Nomadic/Mobile Society on Geographic Significance of Numbers
  • Telematics
  • Registries as Enablers, e.g., ENUM
