The Fulton Township Board Meeting was held at Fulton Township Cemetery Garage, 701 Fowler Road, Fulton, Il.The meeting was Called to Orderby Supervisor, Charles Dykstra.

Roll Call was taken:

Present: Charles Dykstra, Supervisor

Brenda Woods, Township Clerk

Greg Naftzger, Township Trustee

Kathy Montgomery, Township Trustee

Absent: Richard Bland, Township Trustee

Ronald Pessman, Township Trustee

Donald Stage, Township Road Commissioner

The Pledge of Allegiance was recited.

A tour of the township cemeteries was taken, with Chuck explaining some of the work that has been done and some that is yet to be done.

Approval of the May Minutes: Charles Dykstra, Supervisor entertained a motion to approve the minutes as written. Kathy Montgomerymoved and Greg Naftzger seconded, with all in favor, so carried.

Approval of the Special Trustee Meeting Minutes: A special meeting was held on May 20, 2015. Charles Dykstra, Supervisor, entertained a motion to approve the minutes as written. Greg Naftzger moved and Kathy Montgomery seconded, with all in favor, so carried.

Approval of the May Bills Presented: As an addendum to bills presented, there were three additional bills that are forthcoming which were also approved to be paid. The payroll liabilities that were paid for May: Federal (06-09-15) $2,635.60, State (06-09-15) $359.56, and a bill submitted from Charles Dykstra for straw for $23. for the Cemetery. Charles Dykstra, Supervisor, entertained a motion to approve the submitted bills as presented. Greg Naftger moved and Kathy Montgomery seconded, with all in favor, so carried.

Approval of the Financial Reports presented: Charles Dykstra, Supervisor, entertained a motion to approve the financial reports. Kathy Montgomerymoved and Greg Naftzger seconded, with all in favor,so carried.

Township Officials Reports:

Supervisor Report: There are 20 stones that have already been reset within the cemetery and the billing was $2,790. under the original quote. Fulton Concrete Construction and Erickson Paving work are complete. A letter to Scott County Landfill and their response was included in the Trustees packets. Cemetery Sunday was held June 7, with the unveiling of the new Jesus statue purchased by Immaculate Conception Church.

Clerk’s Report: Brenda Woods, township clerk,reported the website committee has not yet convened but when activity with the township slows down, the website committee will get started. Once the website is set up then the clerk will contact the TOI on disposal of township records procedure. It has yet to be decided whether we should take on the expense of a Township Flag at this time. Brenda said she felt due to cost, she will not be attending the Quick Books seminar which was to be held on June 15-16 in East Peoria, IL.

Road Commissioner’s Report: Commissioner Don Stage was absent. Chase road is being seal coated and we still have a young man doing community service, helping with some of our road work.

Assessor’s Report: Donald Loftus was absent and no report was given.

Cemetery Sexton’s Report: Cemetery sexton, Mark VanderVinne, reported there were5burials in May and 4 lot sales.

Cemetery Fund Raising Efforts to Date: Supervisor Dykstra reported that $9,600 has been raised thus far. Some of the total amount will be going to FACECemetery Investment and some going to cemetery restoration. The clerk has established a spreadsheet that shows the exact figures going to each cemetery fund as requested.

Proposal from Fulton Township Construction: Family plot walls needing replacement the quote is $43,000 and family plot walls/borders to be removed and taped the quote is $49,000 per quote which both were included in the trustee packets.

PossibleCemetery Restoration Priorities were presented by Charles Dykstra, Supervisor.

Education Conference is to be held on July 16 in Rockford, IL. Brenda and Chuck will be attending. No one else was available to go.

A Christian Concert and or Patriotic Concert were discussed to be held at the Calvary Hill cemetery in efforts to raise funds for restoration. The subject was tabled until a later date.

Tentative 2016-2017 budgets and possible Levy increases were discussed, by 105%, 110% or 115%. Additional funds would help alleviate cost for needed work in our cemeteries.

Rockford District Education Conference is July 16: All board members were asked, with only Chuck and Brenda attending.

Adoption of Prevailing Wage: Supervisor, Charles Dykstra entertained a motion to adopt the Prevailing Wage for the Township. Greg Naftzger moved and Kathy Montgomery second, with all in favor, so carried. Brenda Woods, clerk, will have this announcement posted in the local newspaper.

Other Items: Increase of insurance on the Calvary Hill Cross should be increased and insurance should be added to the policy for the new Jesus figure in Calvary Hill section. Supervisor Dykstra, entertained a motion to include and raise the insurance. Kathy Montgomery moved and Greg Naftzger seconded, with all in favor, so carried.
