The duties described in the parent text are hereby redelgated to District Rangers.District Rangers may approve, issue, and amend letters of authorization for the construction, operation, and maintenance of mining facilities, and other associated activities, within the confines of the BLM issued mineral lease. Approval for major construction projects such as ore haul roads, mine shafts, mills, or tailing ponds are not delegated and require the forest supervisor’s review and approval.The required and current NEPA documents must be completed for each letter of authorization.2822.04d – District Rangers. The Bureau of Land Management responsible for administering licenses, permits, and leases on the Mark Twain National Forest is: Bureau of Land Management 901 Pine Street, Suite 201 Rolla, Missouri 65401It is imperative that BLM be kept fully and currently informed of MTNF on-the-ground administration of licenses, permits, and leases. This will be accomplished mainly through the submission of documents to BLM. Documents to be submitted include but are not limited to: 1. Copies of all correspondence from the district ranger to the licensee, permittee, or lessee.

2. Copies of license, permit, or lease inspection report.

3. Copies of correspondence from the district ranger to the forest supervisor regarding licensee, permittee, or lessee activities and performance.Forest Service surface-management of licenses, permits, or leases must be accomplished and maintained in a business like atmosphere. All direction, instruction, and requests must be documented in writing so as to prevent future misunderstandings so often associated when these items are conducted on a verbal basis.
