I have yet to receive a response from you regarding why offers from citizens to foster animals are being turned down. I received yet another email regarding puppies being killed by BARC even though citizens had offered to foster them.
I would like an explanation as to why BARC is still killing animals when the public is stepping up and offering to help.

Elizabeth,
I would like to know the reason for turning down an offer to foster these 8 bottle babies at BARC. As you know, BARC killed or "lost" over13,000 animals in 2011. BARC's leadership has claimed repeatedly to be tryingto increase the number of foster parentsto help with the kill rate,yet, when a citizen offers to foster 8 puppies that will need to be bottle fed, she is turned down.
As you must know, few working people can foster bottle babies because they require around the clock care and feedings every few hours. People who can foster bottle babies are rare,yet this offer was turned down by you.
This decisionmakes no sense and only costs lives at BARC.Considering BARC's high kill rate of 56% in 2011,I would like to know your justification for turning down offers to foster BARC animals.
BTW: This is not the first offer of Foster Care that I have seen turned down by BARC. Several others have been forwarded to me within the last few weeks.

Absolutely not. Fosters must live inside the city limits of Houston. Foster animals must be kept at the home address of the foster. Foster animals cannot be given to anyone else to keep at their house instead.

These pups mom was hit by a car and passed. It was 10 pups originally and the person who dropped off found a foster to take 2. We need a foster or rescue who can pull these today. They all need to be bottle fed. Their eyes are open.
