KZNLGA BY-LAWS AFFILIATION & LEVIES

1.AFFILIATION FEES & LEVIES PAYABLE BYMEMBERS & GOLFING MEMBERS

In terms of the Constitution members and golfing members are liable for Affiliation Fees and Levies payable to the Association as specified hereunder:

Each affiliated Golf Club within the Province shall pay to the Association an annual affiliation fee as decided by the Executive Committee.

An Annual Levy is payable in respect of each Golfing Member of every Affiliated Golf Club.

All Country Members will pay a levy as decided by the Executive Committee.

The levy for the following year shall be passed at the first Executive Meeting each year.

Levies may be increased by a maximum of 20% without the approval of a Special General Meeting or an Annual General Meeting (passed AGM 10.5.93).

KZNLGA BY-LAWSDUTIES

2.DUTIES OF CLUB HANDICAP MANAGERS

2.1.HOME CLUB (Clause 18 of the Constitution)

The first Club to which any player is elected is her HOME CLUB and shall remain so until shenominates another Club of which she is a playing member as her Home Club. Such nominationmay only be made by giving notice in writing to the Secretaries of the present and intended Home Clubs not later than 31st December in any year, to take effect on the 1st January in the following year unless:-

1.She ceases to reside in the town in which her Home Club is situated, OR

2.She resigns from her Home Club.

No playing member may serve on the Committee of, or represent any Member Club other than her Home Club, exceptwith the written consent of her Home Club or the Provincial Union.

NoteA playing member is a full or Country golfing member of a Ladies’ GolfSection of an affiliated Club.

2.2.SCORES

1.Handicap Managers to check that players enter all their scores.

2.To post handicaps of all golfing membersmonthly. Such handicaps automatically computed at the end of the last day of a month to be effective from the 1st day of the following month.

3.The Handicap Manager to familiarize herself with the South African Golf Handicapping System Manual.

2.3.HANDICAP CERTIFICATES

To sign and issue Handicap Certificates when necessary during the year.

2.4.WGSA SILVER AND BRONZE MEDAL COMPETITIONS

1.Clubs to notify Secretary/Treasurer of intention to play monthly WGSA medals.

2.To calculate the winners of the WGSA Silver and Bronze MedalCompetitions, as laid down in the WGSA Handicapping Regulations.

3.To forward such results (stating whether markers or pens are required)to the Regional Handicap Manager for confirmation. The Regional HandicapManager shall forward such results to the Secretary of the KwaZulu-NatalLadies Golf Association before 31st March each year.

Notes:

It is not necessary to notify the Executive Committee or Regional Handicap Manager when Clubs wishto change their Medal Day.

Medal rounds may only be postponed in terms of R & A Rule 33, 2d. (Course Unplayable) or when thecourse is not available on that day. Postponed rounds must be played within (2) months of the stipulated date, but not later than the last dayofthe calendar year.

2.5.QUERIES

All queries shall be referred to the Regional Handicap Manager.

2.6.MEMBERSHIP

Should a Handicapped player come to reside in the area and have to wait for an entry into the Club, her handicap shall be handled by the Regional Handicap Manager until she has been accepted as a member when the Club Handicap Manager will take over.

KZNLGA BY-LAWSDUTIES

3.DUTIES OF REGIONAL HANDICAP MANAGER

3.1.APPOINTMENT

The Regional Handicap Managers shall be appointed by the Regions, and such appointment shall be confirmed at the AnnualGeneralMeetingoftheRegion.

3.2.RECORDS OF HANDICAPS

To be responsible for receiving all monthly records from Club Handicap Managers, which she shall check and file.

To submit to her Regional President on request, records of all differentials from players of:-

1.14 Handicaps and under.

2.19 – 14 Handicaps.

3.Junior (18 years and under) handicaps.

4.To submit the differentials referred to in the preceding paragraph to the Secretaryof the KZNLGA on request.

5.To submit the medal results of item (i) and item (iii) as well as the names of any new Junior golfer to the Secretary of the KZNLGA on a monthly basis.

3.3.MEMBERSHIP

Should a Handicapped player come to reside in a Region and have to wait for an entry into a Club,the Regional Handicap Manager shall be responsible for theplayershandicap until her acceptance asa member of a Club, when the Club Handicap Manager will take the responsibility.

3.4.NATALIA FOURSOMES

The Secretary/Treasurer of the KwaZulu-Natal Ladies Golf Association shall notify the RegionalPresident/Handicap Manager when the above competition is in their Region.Club results must be received by the Regional Handicap Manager as soon as possible after the30th June each year.

The Regional President and the Regional Handicap Manager shall do a draw, and nominate neutral courses for all subsequent rounds.

The Regional Finals must be played on or before the middle of September each year.

The Regional Handicap Manager shall advise the Secretary/Treasurer of the KZNLGA of thefinal results.

3.5.CORONATION MEDAL

The Secretary/Treasurer of the KwaZulu-Natal Ladies Golf Association shall notify the Regional HandicapManager and all Clubs, when the above competition is in their Region.

When the competition is played in her region, the Regional President and the Regional Handicap Managershall serve on the Sub-committee appointed to organise and run this competition.

The Sub-Committee shall be the Regional Handicap Manager, the Captain and Secretary of the LadiesGolf Section of the Club at which the competition is being held. The Regional President shall act asChairman.

The Regional President and Regional Handicap Manager of the Region in which the competition is to beplayed, shall decide the venue preferably to be held in conjunction with the Regional Championships.

This shall be approved by the Executive Committee.

KZNLGA BY-LAWSDUTIES/HANDICAPPING/INTERNATIONAL EVENTS

3.DUTIES OF REGIONAL HANDICAP MANAGER CONT.

3.6.WGSA SILVER AND BRONZE COMPETITIONS

To forward Club results to the Secretary of the KZNLGA before 31st March each year.

3.7.QUERIES

Where necessary any queries shall be referred to the Regional President.

4.DUTIES OFCLUB CAPTAINS

It is the responsibility of Club Captains to:-

4.1.Be acquainted with the KZNLGA Constitution and Bye-Laws, any Regional Bye-Laws and theSouth African Golf Handicapping System for Men and Women, and to make them available toany player.

4.2.Ensure that all members are acquainted with the Bye-Laws, Conditions of Play, and in particular, closing dates of entry, pertaining to the competition in which they are playing.

4.3.Keep members informed and encourage them to play in all KZNLGA Competitions. Players are to submit their own entries for KZNLGA Championships

4.4.Ensure that no Club fixture clashes with Provincial or Regional Fixtures.

4.5.Ensure that all KZNLGA Minutes are read, directives complied with and Minutes posted on theClub Notice Board.

4.6.Register for WGSA Medal Competition with KZNLGA Secretary by 31 January.

4.7.Junior Golfers should be encouraged to participate in club and regional competitions.

4.8.Refer any queries to her Regional President.

5.HANDICAPPING AND COURSE RATING

5.1.The Regulations governing Handicapping and Course Rating are covered by a separate document(South African Golf Handicapping System for Men and Women effective 1 August 2010) also available on the WGSA website namely

5.2.Club Handicap Managers should refer all queries to their Regional Handicap Manager.

5.3.Should a Regional Handicap Manager be unable to make a decision, the matter shall bereferred to the Regional President.

6.INTERNATIONAL EVENTS

6.1.TEAMS

6.1.1.A Player may only represent KwaZulu-Natal if she has been domiciled and handicappedin KwaZulu-Natal for a period of not less than 90 days prior to the selection for the proposed team.

6.1.2.All teams shall be selected by the KZNLGA Executive Selection Committee.

6.1.3.The names of the players shall be placed in alphabetical order.

6.1.4.The team Captain and if necessary a Vice-Captain will be appointed and announced prior to the event.

6.2.TEAM UNIFORM

Players shall wear the stipulated KwaZulu-Natal uniform.

5.

KZNLGA BY-LAWS

6.INTERNATIONAL EVENTS CONT.

6.3.METHOD OF PLAY AND SCORING

Method of play and scoring shall be decided by the WGSA Executive or the KZNLGA Executive when applicable.

6.4.RESPONSIBILITIES

6.4.1.EVENTS PLAYED IN KWAZULU-NATAL

The ASSOCIATION shall be responsible for:-

6.4.1.1.Arranging venues and days of play.

6.4.1.2.Player’s expenses as decided by KZNLGA Executive Committee.

6.4.1.3.Arranging private hospitality where possible for members of the International/KwaZulu-Natal teams who require accommodation.

6.4.1.4.Transport for visiting teams.

6.4.1.5.The KwaZulu-Natal flag will be flown where necessary.

6.4.1.6.The President, 1st Vice-President, 2nd Vice-President and any Executive of the KZNLGA required will attendthese events.

6.4.1.7.Executive uniform to be worn at all KwaZulu-Natal events.

The PLAYERS shall be responsible for:-

6.4.1.8Players will be assisted where possible for their travelling expenses.

CLUBS shall be responsible for:-

6.4.1.9.Items as advised by the KZNLGA Executive Committee.

6.4.2.EVENTS PLAYED AWAY

The ASSOCIATION shall be responsible for:-

6.3.2.1.All travelling expenses, within budgetary constraints, from a central departure point.

6.3.2.2.Accommodation and daily allowance for the Kwa Zulu Natal Team.

6.3.2.3.The KwaZulu Natal Flag.

6.3.2.4.The President, 1st Vice President or 2nd Vice president will be in attendance.

6.3.2.5.Executive Uniform shall be worn at all times.

The PLAYERS shall be responsible for:-

6.3.2.6. Travelling expenses to a central departure point.

6.

KZNLGA BY-LAWSINTER-PROVINCIAL EVENTS

7.INTER-PROVINCIAL/JUNIOR INTER-PROVINCIAL AND FRIENDLYEVENTS ARRANGED BY PROVINCIAL LADIES GOLF UNIONSAFFILIATED TO THE WGSA.

7.1.TEAMS

7.1.1.A Player may only represent KwaZulu-Natal if she has been domiciled in KwaZulu-Natalfor a period of not less than 90 days prior to selection for the proposed team event.

Letters will be sent to each member of the team:

7.2.1.Informing her of her selection and congratulating her on behalf of the ExecutiveCommittee.

7.2.2.Advising her of the uniform to be worn for the team events.

7.2.3.Details of the proposed programme, time of arrival, details of accommodation andany other arrangements.

7.2.4.Letters will be sent to the Club Captain of each Member selected notifying them of the selection.

7.3.TEAM UNIFORMS

Team players shall wear the stipulated KwaZulu-Natal uniform.

7.4.METHOD OF PLAY AND SCORING WHEN MATCHES ARE PLAYED INKWAZULU-NATAL.

To be decided by the KZNLGA Executive Committee for each event.

7.5.RESPONSIBILITIES

7.5.1.EVENTS PLAYED IN KWAZULU-NATAL

The ASSOCIATION shall be responsible for:-

7.5.1.1.Arranging venues and days of play.

7.5.1.2.Players’ expenses as decided by the KZNLGA Executive Committee.

7.5.1.3.Arranging private hospitality where possible for visiting andKwaZulu-Natal teams when required.

7.5.1.4.The KwaZulu-Natal flag will be flown.

7.5.1.5.The President, 1st Vice President, 2nd Vice President and any Executive of the KZNLGA required will attendthese events.

7.5.1.6.Executive uniforms to be worn at all KwaZulu events.

The PLAYERS shall be responsible for:-

7.5.1.7.Players will be assisted where possible for travelling expenses.

The CLUBS shall be responsible for:-

7.5.1.8.Items as advised by the KZNLGA Executive Committee.

7.

KZNLGA BY-LAWSUNIFORMS

7.INTER-PROVINCIAL/JUNIOR INTER-PROVINCIAL AND FRIENDLY EVENTS ARRANGED BY PROVINCIAL LADIES GOLF UNIONS AFFILIATED TO THE WGSA CONT.

7.5.2.EVENTS PLAYED AWAY

The ASSOCIATION shall be responsible for:-

7.5.2.1.All travelling expenses within budgetary constraints from a central departure point.

7.5.2.2.Accommodation and daily allowance for the KwaZulu-Natal team.

7.5.2.3.The KwaZulu-Natal Flag.

7.5.2.4.The President, 1st Vice President or 2nd Vice President and any KZNLGA Executive required will be in attendance.

7.5.2.5.Executive uniform is to be worn at all events.

The PLAYERS shall be responsible for:-

7.5.2..6.Travelling expenses to a central departure point.

8.UNIFORMS

8.1.KWAZULU-NATAL

DRESS UNIFORM: as decided by the KZNLGA Executive Committee.

PLAYING UNIFORM: as decided by KZNLGA Executive Committee and Team Captain.

8.1.1.RESPONSIBILIES:

8.1.1.1.The ASSOCIATION shall be responsible for providing dress uniforms and playing shirts, subject to funds being available.

8.1.1.2.The PLAYERS in the event of the Association not being able to supply all or part of the uniform, it shall bethe player’s responsibility. However, the player MUST provide the following items:-

  1. Shoes both playing and dress. (Whilst Lotto funds are available Golf Shoes may be purchased by the Association )
  2. Socks.

8.2.JUNIOR INTER-PROVINCIAL CHAMPIONSHIP, (TEAM EVENT) OR FRIENDLY MATCHES

8.2.1.UNIFORM

Team players shall wear the stipulated KwaZulu-Natal uniform

8.2.2.RESPONSIBILITIES

PLAYERS are responsible for their own uniforms.

8.

KZNLGA BY-LAWSMISCELLANEOUS

9.TEAMS REPRESENTATION

S.A. CHALLENGE SHIELD - TEAM EVENT - HANDICAPS 0 - 9 INS.A. CHAMPIONSHIPS

AUSTRALIAN OPAL TROPHY- TEAM EVENT - HANDICAPS 10 – 18 IN S.A. CHAMPIONSHIPS

JACKIE MERCER SHIELD - TEAM EVENT IN S.A. GIRLS’ CHAMPIONSHIPS.

Payment for entries in these events will be paid by the KZNLGA Executive Committee.

10.MISCELLANEOUS

10.1.CLOSING DATE FOR ENTRIES

In the event of a small field, at any event, the Executive shall have the right, at its discretion, to accept a late entry.

Any entry received after the closing date may be put on a waiting list in order of receipt.

10.2.MOTORISED VEHICLES

10.2.1 Motorised vehicles will not be allowed for KZN Championships and Challenge Shields unless the player produces a certificate from a Medical Specialist, approved by the Lady Captain of the relevant club, for approval by the KZNLGA Executive at least 2 weeks prior to the event and which will be held on file for one (1) calendar year only. Players wishing to use a cart must have a dated letter from a specialist and a letter from their club captain which must be submitted to their Regional president who will present the request to KZNLGA Executive, The KZNLGA Exec will grant players with permanent disabilities with annual approval if the lady Captain sends a letter requesting the approval each year without the player having to visit her specialist No player in the 9 & under handicap division is eligible to use a motorized cart.

KZNLGA Matchplay Championships: if a player uses a cart with KZNLGA approval in the Finals her opponent may also use a cart during the match

10.2.2 KZNLGA Interclub: Silver and Bronze players 65 and over may use a motorized vehicle, Players younger than 65 may use a cart subject to 10.2.1. Preference will be given to those with medical approval if carts are limited

10.2.3: KZNLGA Inter-Region: Motorized vehicles allowed

10.3.PRESENTATION OF BADGES OF OFFICE

Badges of Office shall be presented at the Annual General Meeting of the KZNLGA.

10.4.LADY PROFESSIONALS

The arrangements between a lady professional golfer attached to a Club, or where shehas been an Amateur Member of said Club, is a domestic matter.

The Club may allow the professional to compete in competitions as agreed by the Committee off scratch or a plus figure and not be eligible for nearest the pin or longest drive prizes.

Lady professionals may not compete in Provincial Competitions or Championshipsas these events are for Amateur golfers.

Participation in Open Days at their home club is at the discretion of the Club Captain.

10.5.AMATEUR STATUS – LIMIT OF PRIZES IN SOUTH AFRICA

10.6.INDEMNITY

Selected players shall sign a form indemnifying the KZNLGA against:-

1.Any claim for damages incurred whilst representing KwaZulu-Natal.

2.Any claim for expenses in excess of the financial arrangements made by KwaZulu-Natal.

10.7CODE OF CONDUCT DOCUMENT

Any player selected to represent KZN must sign a Code of Conduct which remain valid for the period of 1 calendar year
