Subject: Cost-sharing Process and Training

As most of you know, the USF Cost-share Workgroup has developed a process and training package using our existing financial system that will move the University into compliance with federal regulations for tracking and documenting cost sharing. Because of impending system cycles, such as PERT, it is critical that we implement the cost-sharing procedure as soon as possible.

The Workgroup has presented the procedure to various groups, including key administrators in academic units, University Audit and Compliance, Academic Affairs Workgroup, Auxiliary Workgroup, Associate Deans for Research, General Accounting, USF-St. Petersburg CRAN, Tampa CRAN, RAN, GEMS Team, FAST Team, Pre-Award and Post-Award Management Team, FAST Directors, and the GEMS Directors.

At the GEMS Directors meeting on November 2, the matter of managing perceptions and expectations regarding the outcome of the RET Reduction Workgroup versus the potential RET impact of the cost-share solution was raised. Another concern involved the potential impact on staff workloads in Payroll. Both of those issues have since been addressed and the persons who raised those concerns are amenable to proceeding.

Dr. Carlucci and I have discussed this further and have agreed that we should move ahead to implement the procedure and training immediately. Training previously scheduled for this week will be rescheduled, and I will send out a notice announcing the new procedure and training schedule to the research faculty and staff community.
