CALL TO ARTISTS

JUVENILE JUSTICE FACILITY

FRESNO, CALIFORNIA

The Fresno Superior Court Art Committee in cooperation with the Fresno Arts Council requests proposals for two projects to be installed in the Juvenile Justice Courthouse currently under construction at 3333 E. American Avenue, Fresno, CA 93725. The Juvenile Justice Courthouse is part of a master plan which includes the Juvenile Justice Campus (detention facility).

The courthouse is a multi-purpose facility designed to provide court and court-related services for adolescents and their families, victims, witnesses and others who have cases involving juvenile delinquency. The purpose of the juvenile delinquency court is to protect the well-being of children, to provide guidance, and to protect the community from juveniles who have violated the law. There are over four thousand (4,000) new cases filed annually. Juvenile delinquents in general range in age from twelve to seventeen.

The courthouse is approximately 120,000 square feet and its design embodies the importance of function, the dignity of the court while creating a setting that is uniquely child oriented.

ELIGIBILITY

Open to artists in all media appropriate to the site.

PROJECT DESCRIPTION

Two interior projects are proposed for the building. A first floor project is for a wall space of 10’ x 24’. Works to be considered, but not limited to, will be a painted mural, photography, large scale collage or other contemporary medium.

A second site on the second floor is for sculpture in a space of 9’6” x 17’ between two doors. The sculpture does not have to fill the space, but the scale should be proportionate to the space.

The art must be appropriate for a juvenile facility and can not include gang colors or symbols, and can not be constructed with parts that can be removed and used as a weapon.

THEME

The theme should represent positive images or role models of family or youth.

BUDGET

The budget for the first floor wall project shall not exceed $20,000 including cost of design, fabrication and installation, as well as travel, insurance and all other expenses associated with the project.

The budgetfor the sculpture on the second floor shall not exceed $20,000 including cost of design, fabrication and installation, as well as travel, insurance and all other expenses associated with the project.

APPLICATION CONTENT

The artist will submit:

  • Resume including a listing of completed public art projects
  • A brief narrative description of the concept for the artwork. (five copies)
  • Visual representation of the proposed working in any of the following; colored graphic or artist illustration, a 3-D model, or an electronic image. (5 copies)
  • A proposed budget.
  • At least five, but no more than ten images of representative past work on a CD, or photographs. Include artist’s name, date, titles, media, and size.
  • A self addressed stamped envelope for return of materials for those artists not

qualified for further consideration.

APPLICATION PROCESS

Proposals must be received at the Fresno Arts Council (FAC), 1245 Van Ness,

Fresno, CA 93721 no later than September 10, 2008. Late submissions will not be accepted.

SELECTION PROCESS

A subcommittee of the Fresno Arts Council will review the proposals and make recommendations to the Fresno Superior Court Art Committee for ultimate approval. The FAC and or the Fresno Superior Court Art Committee reserves the right at its sole discretion to reject any and all proposals received without penalty.

SELECTION CRITERIA

Artwork will be selected based on artistic merit and the appropriateness of the artwork to the site. Artists who submit a proposal must be active artists/artist team who are recognized in their field. Other criteria as follows:

  • Durability of the artwork relative to theft and vandalism
  • Accurate budget
  • Ability of the artist/artist team to work closely and compatibly with the project committee

NOTIFICATION

Artists will be notified by September 25, 2008, whether their work has been accepted for consideration. The top three candidates for each projectwill be further considered and will be notified of the final choice on November 12, 2008. The selection committee may wish to interview the candidates at which time a date for that meeting will be set.
