Fremont Center, NY January 13, 2016
The meeting was brought to order with the Pledge of Allegiance at 7 pm. Present at the meeting were Councilmen Louis Milucky, Paul Kellam, John Meyer, and Brian Brustman, Supervisor George Conklin III, UDC Representative Jim Greier and Town Clerk Diane Hess.
A motion to accept last month’s minutes was made by Councilman Paul Kellam, seconded by Councilman Brian Brustman and carried with all ayes.
Organizational Meeting:
Regular meeting night will be the second Wednesday of the month at 7 pm at the Town of Fremont Town Hall. Official Depositories: Jeff Bank, Bank of America, Catskill Hudson and other reputable insured institutions for consideration. Official Newspaper: Sullivan County Democrat. Reimbursement for mileage: State set rate ($.57.5 per mile). When a special meeting is called the requirement of written notice to each board member and town clerk shall be waived. Notice will be given either in person or via telephone in a timely manner.

A motion was made to approve the appointments by Councilman Brian Brustman, seconded by Councilman Louis Milucky and carried with all ayes.
The public hearing meeting was opened with a discussion of increasing the STAR senior exemption amount from $13500.00 to $1750.00 and the Gold Star exemption for the Town of Fremont. A motion was made to advertise Local Law #1-2016 concerning this by Councilman Paul Kellam, seconded by Councilman Louis Milucky and carried with all ayes.
Supervisor George Conklin III read a lengthy letter from the DEP regarding emergency procedures concerning the County reservoirs.
Supervisor George Conklin III said that Justice Anna Milucky has procured a grant of $2,761.00 for furniture and equipment for the Justice Court.
A discussion was had regarding the possibility of hiring a data collector for the Town of Fremont to assist Bill Quick in collecting data. A motion was made to hire a data collector up to $20,000.00 by Councilman Brian Brustman, seconded by Councilman Louis Milucky and carried with all ayes.
Supervisor George Conklin III spoke regarding the highway department budget doing well because of the lack of overtime and fuel costs compared to last year. He also spoke regarding Building Inspector Jim McElroy and Planning Board Chairman Jim Smith looking into the solar panel farms.
UDC Representative Jim Greier thank to board for allowing him to be the UDC representative and spoke regarding the Long Eddy river access. He asked the board how he should vote on this when it comes up for a vote. The board discussed this and decided the DEC will do what they want regardless but the feelings of the board is against it because of the petitions from the Long Eddy residents saying they do not want this at all.
A motion was made to adjourn the meeting at 8 pm by Councilman Brian Brustman, seconded by Councilman John Meyer and carried with all ayes.
